Background

The Ministry of Environment (MoE) with support from the European Union and the United Nations Development Programme (UNDP) has prepared the Environmental Impact Assessment of the Syrian Conflict & Priority interventions in 20141 and its update in 20152, and has ensured its integration as part of the Lebanon Crisis Response Plan (LCRP) of 2016. Since January 2016, MoE is acting as co-lead of the Energy and Water Sector (previously WASH) and is supporting the implementation of the “Environment Outcome” under the Energy and Water Sector as well as ensuring the mainstreaming of environmental considerations in other LCRP’s sectors and activities. Although considerable work has been done to date, given MoE’s limited human resources and the large-scale of work demanded by this sector, additional technical and policy support is needed.

Duties and Responsibilities

The UNDP is seeking to recruit an environmental expert to support the Ministry of Environment and the agencies working within the “Environment Outcome” under the Energy and Water Sector of the LCRP. The overall scope of work is to support in identifying best modalities for planning local/regional environmental interventions in response to the current crisis and, to the extent possible, mainstreaming environmental considerations in other sectors and activities of the LCRP.

The expert will work under the supervision of the UNDP in close coordination with the concerned MoE departments as well as the UNDP/IS MoE project and the EU/MoE StREG project for the delivery of needed support.

Functions and Key Results Expected:

  • Identifying local/regional models for planning environmental interventions under the “Environment Outcome” of the Energy and Water Sector of the LCRP;
  • Consult with the Ministry of Energy and Water (MoEW), other concerned ministries, UN agencies (UNICEF, UNHCR, and others) as well as local authorities, unions of municipalities, and LCRP Partners in order to gather the needed information;
  • Identify current modalities for planning and implementing environmental activities under the LCRP. This should include the identification of modalities for conducting problems analysis, prioritizing of environmental activities, budgeting and sources of funding. This should also include relevance of the planning tools to the current local;

  • Administrative and budgetary structures and the efficiency (economy of scale) as well as sustainability of the interventions;
  • Compare with past experiences in Lebanon for successful planning of environmental action as part of local/regional development processes and ways such planning models have been implemented and sustained;
  • Recommend appropriate environmental planning models for environmental intervention under the “Environment Outcome” of the Energy and Water Sector of the LCRP;
  • Assess the role and capacities at the level of MoE in supporting the planning and implementation of local/regional environmental plans.

Develop 2 Pilot local/regional environmental plans:

  • Identify and recommend selection criteria for choosing 2 pilot communities for developing a local/regional environmental plan in line with the LCRP’s “Environment Outcome”;
  • Conduct necessary consultations to develop 2 local/regional environmental plans 2 in pilot communities in line with the LCRP’s “Environment Outcome”;
  • Based on this exercise, identify other environmental priorities which need to be considered under other LCRP sectors in order to ensure mainstreaming environmental priorities in other LCRP sectors;
  • Based on this exercise, identify capacity development needs at MoE to support the planning and implementation of local/regional environmental plans.

Consolidate key recommendations related to the best approach for environmental planning at local level under the LCRP:

  • Prepare 2 reports presenting the local/regional environmental plans developed in the pilot areas;
  • Prepare at 2 guidance notes on the key environmental aspects to provide technical support to stakeholders working within the LCRP’s Environment Outcome and/or to support in the mainstreaming of environmental priorities and national requirements into the other Sectors;
  • Prepare a catalogue of 5 brief concept notes addressing priority environmental issues identified under the local/regional plans to set a practical approach for responding to environmental management needs under the LCRP;
  • Prepare a brief proposal for the provision of institutional support to MoE to ensure the planning and implementation of priority environmental activities under the LCRP.

Competencies

Required Skills and Experience

Academic Qualifications:

  • Graduate Degree in environmental engineering, environmental management, Environment sciences, policy or other closely related fields.

Years of Experience:

  • Minimum of 7 years of relevant experience in the environmental and local development sector;
  • Experience with UN or international donor project(s) and development projects especially in crisis situations;
  • Working experience with host governmental institutions as well as with local authorities in Lebanon.

Language requirements:

  • Fluent in Arabic and English;
  • French is an asset.
