Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN-Women will work for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security. Placing women's rights at the centre of all its efforts, UN Women will lead and coordinate the United Nations System's efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. The Division of Management and Administration is responsible for all aspects of security management for UN-Women Headquarters and Field Offices.

The primary responsibilities of the UN Women Security Office Global Security Specialist - Business Continuity Manager is to advise and assist UN Women Headquarters, Regional, Multi-Country, Country Offices, and UN Women Security Field personnel on their safety and security responsibilities to protect and minimize the risk to UN Women personnel, property, and operations in the field while at the same time enable UN Women programme delivery throughout. Additionally the Global Security Specialist - Business Continuity Manager will ensure that the organisation adheres to its business continuity strategy, organisational resilience management system policy and occupational safety at all levels globally.

Under the overall guidance of the Director of Division of Management and Administration, and under the direct supervision of the UN Women Global Security Advisor, the Global Security Specialist - Business Continuity Manager provides leadership and direction to UN Women with regard the implementation of UN and UN Women security policies, procedures and plans for the protection of UN Women personnel and assets and the safe delivery of programmes in the field. The Global Security Specialist - Business Continuity Manager also has a particular focus and oversight on the trends and security context of the Europe and Central Asia region, whilst acting as organisational Officer in Charge (OIC) for the Global Security Advisor as and when required. The Global Security Specialist - Business Continuity Manager also supports the formulation and review of UN Women security policy, technical content and best practices, annual work plan, annual security budget, training, security prevention and mitigation measures for programme and compliance, and effective administrative support to field security operations.

Duties and Responsibilities

Manage the Emergency Preparedness and Business Continuity Plans:

  • Lead the management of UN Women business continuity and Organisational Resilience Management System (ORMS);
  • Develop and update the HQ Crisis Management Plan as required;
  • Implement organisational plans and ensure all required staff are trained to respond to the required duties for activation;
  • Ensure effective security related information flow/exchange to enable and improve operational assessments, planning at HQ and to enhance security awareness, coordination and implementation of security arrangements;
  • Act as the global focal point for business continuity management;
  • Coordinate and manage the UN Women Emergency Notification System (ENS);
  • Ensure that the headquarters and field offices’ Business Continuity Plans (BCP) are maintained;
  • Ensure that BCPs are aligned with the Crisis Management Plan at HQ and field offices;
  • Ensure that the UN Women HQ planning links to the Secretariat Emergency Plan, as required;
  • Mainstream the inclusion of Business Continuity Planning within the context of Crisis Management and interface closely with IST and HR toward that end.

Provide advocacy, policy formulation and strategic planning support:

  • Provide significant technical inputs to the development, implementation and maintenance of UN Women Security and Business Continuity Management (BCM) policies;
  • Interact with UN Women Divisional Directors, Regional, Multi-Country, and Country Heads of Office regarding UN Women security advice;
  • Finalize briefing notes for managers and staff and provide inputs to position papers from a field perspective, as required;
  • Keep abreast of all Business Continuity Management information, participate in the UN ORMS processes, whilst developing and implementing BCM compliance initiatives;    
  • Provide UN Women managers and security advisors with prescriptive content such as policy, BCM, risk management methodology, security compliance measures;
  • Provide significant technical inputs to the UN Women Security Annual Work Plan on behalf of the UN Women Global Security Advisor;
  • Participate in the Division’s change management efforts (security and non-security related), including collaboration with other sections within the Division to bring efficiencies, effectiveness, and automation in support of headquarters and field operations.

Provide security polity and technical advice to UN Women management, Regional, Multi-Country, and Country Offices, with particular focus in the Europe and Central Asia region:

  • Provide security policy and technical advice to UN Women management, Regional, Multi-Country, and Country Offices, with particular focus in the Europe and Central Asia region on related security policy, best practices, and risk management issues;
  • Track developing threats and related risks, review the impact of security factors and risk on UN Women staff, premises, assets, programme design and delivery, and provide timely and proactive recommendations to the Global Security Advisor, Division of Management, senior management, and Regional Multi Country and Country Offices regarding effective risk mitigation measures, including possible UN-Women support needs and improvements;
  • Provide security advice and support to the UN Women Headquarters’ Divisions and field offices for security-related assistance and follow up on their implementation, as required;
  • Undertake security assessment missions primarily to the Europe and Central Asian region as required;
  • Provide technical inputs to the formulation and management of appropriate security and business continuity related requests;
  • Ensure UN Women security measures are compliant with approved Security Risk Management (SRM) and Residential Security Measures (RSM) and assist field offices to reach compliance;
  • Address field office needs associated with program, operations and premises towards compliance with UN and UN Women security and business continuity policies and operating standards to ensure effective response;
  • Provide advice on selection and procurement of appropriate equipment for security (vehicles, physical security, etc.) and business continuity (communications equipment, etc.).

Provide security policy to programming:

  • Ensure that Headquarters’ Divisions and Country Offices mainstream security into their global, regional, and country programmes, taking into consideration gender perspective; provide technical support to the Global Security Advisor in mainstreaming gender in HQ programming, as required;
  • Review the impact of security factors on UN Women programme designs and delivery, as well as the potential impact that programmes might have on stability and security, making recommendations, including to the Global Security Advisor, Division of Management and Administration and Regional, Multi-Country, and of Country Offices regarding possible UN Women support needs and improvements.

Represent UN Women on security related matters:

  • Participate in inter-agency security working groups to exchange views and experiences on related security issues and advise other UN agencies on the mainstreaming of gender into security and risk management;
  • Represent UN Women and the Security Section in meetings regarding BCM and Security; attending workshops, training sessions, working groups, conferences, etc.;
  • Represent UN Women for the joint management of the Business Continuity Planning process within UN Women;
  • Liaise with United Nations Department of Safety and Security (UNDSS);
  • Communicate with the Host Government security services; remain informed on local laws and ordinance changes that will impact security planning and inform the Global Security Advisor and UN Women management of the impact on operations; in collaboration with UNDSS.

Provide managerial support to the Security Unit:

  • Serve as the Officer in Charge (OIC) of the Security Unit when and as necessary;
  • Provide managerial support and leadership in both managing and directing the activities of the UN-Women Field Security Specialists and other security designated staff members;
  • Lead the formulation and management of the knowledge management plan for the UN-Women Security Office;
  • Present on security awareness at UN Women orientation courses;
  • Present on UN Women security at DSS orientation courses;
  • Serve as the second reporting officer on performance evaluations of field security staff;
  • Serve as the first reporting officer on performance evaluations of occupational safety staff:
  • Provide substantive inputs to the management of the security budget of UN Women;
  • Manage and ensure effective security information and communication in UN Women.

Perform any other duties as required and request by the Global Security Advisor or Director of the Division of Management and Administration.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in management, security, security management, business administration, law enforcement, international relations, programme management or a related field is required;
  • A first-level university degree in these or similar fields, in combination with a multi-year education in security management, such as UN, military or police senior Command and Staff College qualification with command experience at senior level, may be accepted in lieu of the advanced university degree. 

Experience:

  • A minimum of 9 years of progressive experience in security (7 years if applicant is in possession of an advanced university degree in a relevant security field) of which at least 3 of those years is in management;
  • Knowledge and experience of programme delivery and project implementation in the context of varying environments to include conflict and post conflict;
  • Budget management experience as it relates to field support;
  • Solid experience of conducting security risk assessments as integral part of operational planning and the enabling of operations;
  • Knowledge and experience of business continuity within the context of organisational resilience
  • Experience of policy development and implementation.

Language:

  • Fluency in written and spoken English is required;
  • Knowledge of another UN language is an asset.
