Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has established a partnership with Justice Rapid Response (JRR), the world’s only intergovernmental stand-by facility of active duty criminal justice and related professionals, ready for deployment by the international community to investigate, analyze, and report on situations where serious human rights and international criminal violations have been reported. In order to ensure that an increasing number and variety of trained Sexual Gender- Based Violence (SGBV) experts are available to the international community, UN Women and JRR, while engaging the training expertise of the Institute for International Criminal Investigations (IICI), have created a training, roster management, and deployment mechanism that provides a holistic group of needed experts in a timely manner.

Under the direct supervision of the Policy Specialist, Transitional Justice and the overall supervision of the Deputy Chief, Peace and Security Section, the Programme Analyst- Rapid Deployments will provide operational and programming support to the deployment of SGBV experts to national and international accountability mechanisms.

Duties and Responsibilities

Analysis and Research:

  • Provide analysis on the impact of rapid deployments to national and international accountability mechanisms, including an assessment of official findings and internal reports from deployed experts;
  • Research issues relating to the investigation and prosecution of sexual and gender-based violence under international criminal law, as assigned;
  • Provide research and writing support for UN Women’s publications and internal and external communications relating to the deployment of experts to accountability mechanisms.

Programme Coordination:

  • Maintain files and databases for a roster of international criminal justice investigators;
  • Perform human resource, procurement and administrative support functions required to facilitate rapid deployments;
  • Liaise regularly with the national, regional, and international bodies requesting support though the deployment of an expert, and with partner organization Justice Rapid Response;
  • Provide support to the development of internal guidance on administrative systems and procedures for rapid deployments.

Monitoring and Reporting Support:

  • Prepare and review programme proposals, and narrative and donor reports;
  • Assist in the preparation and review of financial proposals to donors, and support UN Women finance and budget staff on related issues during preparation of financial projections and reports.

Perform any other functions as requested by the Transitional Justice Policy Specialist or the Deputy Chief, Peace and Security.

Required Skills and Experience

Education: 

  • Advanced university degree in public administration, management or a related field. 

Experience: 

  • A minimum of 2 years of progressively responsible  operational, analytical and research experience preferably in a large or international corporation or organization;
  • Experience in the use of computers applications and software packages (MS Word, Excel, etc.) and web based management systems;
  • Experience in access to justice programming is an asset;
  • Experience with ATLAS an advantage. 

Languages:

  • Fluency in English is required (oral and written);
  • Proficiency in another UN working language is desirable.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
