Duties and Responsibilities

Scope of the assignment:

 

The principal responsibility of the international consultant is to coordinate the preparation of the CEO Endorsement request document and UNDP Project Document for the FSP and the POPs Tracking Tool using the standard GEF/UNDP templates. The templates of CEO Endorsement request, UNDP Project Document and Chemicals Tracking Tool will be provided additionally.

 

The international consultant will work under the overall guidance of the UNDP Belarus Country Office, in coordination with the Ministry of Natural Resources and Environmental Protection of Belarus (Ministry of Environment), informed by guidance from the UNDP/GEF Regional Technical Advisor/Specialist in the IRH. While working on his/her assignment, the international consultant is expected to lead a team of national experts selected via a competitive process by the UNDP Belarus. The international consultant will work in close cooperation with the relevant local Belarusian agencies (ministries, research institutions, NGOs) and other stakeholders relevant for the subject-matter of the project, and will strive to create conditions conducive to strengthening the national ownership of the project.

 

Scope of work:

 

PART I. ANALYSIS RELEVANT FOR PROJECT DEVELOPMENT:

 

  1. Provide support and guidance to the national expert team in both planning and management of the PPG implementation and in regard to technical tasks;
  2. Review the approved PIF along with the GEF Secretariat and the GEF Board comments to the PIF;
  3.  Baseline information delivered by the local experts, and provides feedback on the quality of data and further information required; 
  4. Based on the inputs from national experts and in close cooperation with the key national stakeholders compile final baseline/situational analysis for the FSP. This will include a precise definition of baseline projects, activities, budget, goals and co-financial links to GEF outcomes; definition of GEF incremental value per outcome and output; presentation of results of the incremental cost-analysis in matrices;
  5. Compile and share with the national PPG team and stakeholders the international best experience in policy development, legal and regulatory frameworks and enforcement systems for protected area management and economic instruments, such as those envisaged in the PIF;
  6. Based on the inputs from national experts and the best international practice, prepares a quantified assessment of global environmental benefits;
  7. Based on the international experience, assists in reconfirming/specifying the project strategy, finalizing project sections on: (a) An assessment of the social, economic and financial sustainability of proposed project activities; (b) Assessment of alternatives to the project strategy and establishing the cost effectiveness of the preferred strategy and suite of activities; (c) A replication strategy for project activities; (d) Assessment of the risks to the proposed project activities and identifying measure to mitigate these risks;  (e) incremental cost analysis;
  8. Based on national experts’ inputs, develop project monitoring and evaluation system for the FSP including the completed tracking tools, including a set of indicators, baselines and targets;
  9. Conduct required missions and, within them site visits, as planned in this assignment and for the site visits, when needed for purposes of the project’s formulation, to prepare project stakeholders for these essential elements which will take place during its implementation;
  10. Elaborate a Logical Framework of the project based on the guidance on UNDP SP IRRF Outcome and Indicator(s);
  11. Prepare M&E plan and budget;
  12. Conduct analysis of the training, public awareness raising and other capacity building needs and finalizing the project’s capacity training strategy and activities;
  13. Based on national experts input, elaborate Stakeholder Involvement and Public Participation plans, along with an action plan for incorporation of the gender aspects in the project;
  14. Based on inputs of local experts, develop Replication Strategy and Exit Strategy for the project, as a separate section;
  15. Guiding the inputs of local experts working for the project and finalizing the project design and presentation;
  16. Based on national experts’ inputs, draft ToRs for the key consultants/contracts to be employed by the project;
  17. Coordinate the completion of the POPs Tracking Tool, including a set of indicators, baselines and targets, using the provided template. Guide local experts in gathering the necessary information. Collate the information and present it in the final scorecard. On the basis of all inputs per bullet points above, lead the development of the CEO Endorsement Request and Project Document - including the detailed implementation and financial arrangements;
  18. Compile Annexes for the full-size project document;
  19. Develop the Social & Environmental Screening Procedure (SESP) template in compliance with UNDP Social & Environmental Standards;
  20. Address comments from the GEFSEC, STAP reviewers and GEF Council Members on the proposal during submission and final approval processes (including the case if approval period will exceed contracting period);
  21. Finalize the documents addressing all the comments received, including the ones from the local counterparts, as well as the UNDP/GEF Regional and Senior Technical Advisors.

  • Excellent computer literacy

 

Required Skills and Experience

  1. Academic Qualifications:

 

  • University degree in the fields related to chemicals management. Advanced degree is an advantage.

 

II. Experience:

 

  • At least 10 years of experience in chemicals management with special focus on persistent organic pollutants (POPs) and polychlorinated biphenyls (PCBs). Prior experience with UNDP is a strong advantage;
  • Working experience in dealing with persistent organic pollutants and polychlorinated biphenyls;
  • Recent and proven successful experience in developing GEF projects under chemicals focal area;
  •  Working experience in the CIS region, specifically in Belarus, is an asset;
  • Fluent in written and oral communication in English;
