Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates

United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. The UN Women Multi-Country Office (UNW MCO) in India also covers Bhutan, Maldives and Sri Lanka. 

In India, Gender Budgeting has been recognized as an effective tool for women’s empowerment and addressing gender inequality. The Ministry of Women and Child Development (MWCD) adopted the mission statement of ‘Budgeting for Gender Equity’ in 2004-05 for universalizing Gender Budgeting both in the Centre and the States and developed a strategic framework of activities to implement this mission. In recent years, there has been increasing emphasis on institutionalizing GRB mechanisms at the sub national levels. 

UN Women has supported GRB Initiatives of the Ministry of Women and Child Development since the beginning of GRB processes in the country. It has provided valuable resources for the GRB Handbook and Manual that the Ministry launched in 2009. UN Women has also provided technical support to the Ministry of Women and Child Development on GRB from time to time. At the state level too, UN Women provides technical support by way of contributing to building capacities of stakeholders and preparing knowledge products.

The Government of Madhya Pradesh has been extremely proactive in strengthening GRB initiatives. UN Women is closely working with the government to provide technical support in this effort. Directorate of Women Empowerment is the nodal agency for ensuring effective implementation of Gender responsive Budget (GRB) in the State. A GRB Cell has been established with in State Resource Centre for Women (SRCW) constituted under the aegis of Madhya Pradesh Mahila Vitta Evam Vikas Nigam, a Society, registered under Society Registration Act 1973 and function under the Directorate of Women Empowerment.

The partnership between the Government of Madhya Pradesh (GoMP) and UN Women has led to devising a roadmap to strengthen and build efforts on GRB. Some of these include, first, setting up of a Monitoring Committee to oversee and coordinate GRB efforts in the State. The Committee, which is one of its kinds, comprises representatives from Department of Finance, Planning, Women and Child Development and the civil society. Second, GoMP has committed to issue a directive to set up GBCs in the departments that report in the GBS and is working towards revising the existing format of the GBS to ensure better reporting and monitoring on gender equality commitments.

In order to provide support to the ongoing efforts in the State, UN Women wishes to hire Technical Consultant - GRB.

Duties and Responsibilities

UN Women is seeking the services of a Technical Consultant-GRB to be based in the Directorate of Women Empowerment, Government of Madhya Pradesh. The following are the specific terms of reference for the Technical Consultant-GRB:

  • Prepare the website for GRB in Madhya Pradesh.
  • Analyse the Gender Budget Statement for 2017-18.
  • Develop MIS for monitoring of government schemes from a gender lens.
  • Collect and analyse the data reported in the MIS by the departments.

Deliverable :

  • Workplan with specific timeline and methodology.
  • Website on GRB
  • MIS for monitoring of schemes from a gender lens.
  • Report and presentation on analysis of the GBS 2017-18;

Required Skills and Experience

Education:

  • BE/B.Tech in Computer Science from a recognized University.

Experience:

  • Ability to generate reports, data analysis and interpretations
  • Proficiency in software applications like Word, Excel, Power point, Spreadsheets etc.
  • Experience of working with government is desirable.

Language:

  • Strong written skills in English and good command over Hindi.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Minimum Experience relevant to the assignment; and working knowledge and experience on Women and Gender Issues (5 points);
  • Relevant experience of working with Government (5 points);
  • Working knowledge and use of computers and its programmes / applications. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spread sheet and database packages (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview (100 points)

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
