Background

UNDP is a key partner to the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) and serves as Principal Recipient (PR) of last resort. In December 2012, the Country Coordinating Mechanism/Steering Committee requested that UNDP Bangkok Regional Hub (BRH) assume the PR role for the Phase 2 of the Multi-Country South Asia Regional HIV Grant (MSA grant/ programme). The overall goal of the grant is to reduce the impact of HIV on men who have sex with men (MSM) and transgender people. In its role as the PR, UNDP is responsible for the financial and programmatic management of the Global Fund MSA grant as well as for the procurement of pharmaceuticals, health and non-health products. The grant will support regional advocacy initiatives and country-level advocacy and capacity building activities with civil society and community partners in Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. Afghanistan and Pakistan also have HIV service delivery components. In 2016, there are 14 Country sub-recipients (SRs) and one regional network sub-recipient. Two sub-recipients in India are Humsafar Trust and Voluntary Health Services.

For the implementation of the programme, UNDP BRH has established a Programme Management Unit (PMU) that coordinates the implementation of the grant and provide general guidance of the Global Fund rules and procedures to all SRs participating in the implementation of the activities. UNDP is looking for a Project Officer (HIV and Inclusion) to support the implementation of the MSA programme and UNDP-NACO Annual workplan for 2016.

Under the guidance and supervision of the Poverty Unit Head India and UNDP BRH MSA Programme Manager, the Project Officer (HIV and Inclusion) contributes to the effective implementation of the M&E policy, ensures that minimum M&E requirements for the programme are met and participates in the conduct of activities by the sub-recipients. The Project Officer (HIV and Inclusion) ensures that activities are designed and implemented timely, efficiently and effectively; supporting documents are well organized; evaluation lessons and recommendations are provided to improve the programme implementation and contribute to improving the priorities and results.

The Project Officer (HIV and Inclusion) works closely with grant Sub-Recipients (SRs) – the Humsafar Trust and Voluntary Health Services, key government agencies and bodies (National AIDS Control Organisation (NACO), State AIDS Control Societies, national MSM, TG/Hijra TWGs etc.), national technical partners (UNAIDS, etc.), community organizations and other key stakeholders (national PRs, in-country donors etc.). S/he also works in close collaboration with the UNDP India Country Programme and Operations teams to ensure required UNDP Country Office support is also provided for successful programme implementation, and UNDP BRH PMU to ensure the successful implementation of the programme.

Duties and Responsibilities

The Project Officer (HIV and Inclusion) coordinates and provides guidance and support in the Programme implementation by the two SRs. The Humsafar Trust works with MSM population in Assam, Arunachal Pradesh, Chandigarh, Chhattisgarh, Haryana, Himachal Pradesh, Jammu & Kashmir, Mizoram, Nagaland, Tripura and Uttarakhand. Voluntary Health Services works with transgender population in Mumbai, Orissa, Tamil Nadu, Kerala, Uttar Pradesh, and New Delhi. 

The Project Officer (HIV and Inclusion) is expected to:

  • Familiarize with the MSA M&E Plan and reporting requirements and the workplan of the two SRs;
  • Periodically coordinate with the TI division at NACO, to ensure reporting and smooth implementation of the approved MSA workplan;
  • Participate in the planning and establishment of training plans, preparation and implementation of activities by the two SRs;
  • Ensure SR activities are implemented timely, efficiently and effectively, and the implemented activities contribute to the broader national and regional strategies;
  • Coordinate with M&E Officer of UNDP BRH of which SR activities to conduct field monitoring visits and travel up to two trips (maximum one week for each trip) in a month to participate in these activities and provide feedback to the SRs for future improvement;
  • Verify and provide inputs to SR programmatic achievements and supporting documents;
  • Provide support for UNDP’s HIV project with NACO in India, and;
  • Perform any other related duties that may be assigned by the UNDP BRH Programme Manager and the UNDP India Head: Poverty Unit.

Deliverables:

  • SR Training plans covering July – December 2016 by the end of July 2016 or within the first month of taking up the post;
  • Trip reports to UNDP BRH and UNDP India within 10 days after the end of each monitoring visit;
  • Reports of data verification with supporting documents and summary of programmatic achievements of the two SRs by 15 September covering the SR work of July-August, and by 15 December covering the SR work of October-November.

Required Skills and Experience

Education:

  • Master’s degree in public health or relevant field.

Experience:

  • At least 5 years of M&E experience in the health and development sector;
  • At least 4 years working in HIV prevention programmes, and/or experience in working with MSM, transgender, and hijra populations;
  • Experience in the usage of computers and office software packages;
  • Experience and good knowledge of the national response to HIV in India, NGOs and civil society;
  • Experience with the Global Fund and the UN system would be an asset.

Language:

  • Fluency of Hindi & English language with good verbal and written skills is required.

Payment Schedule:

  • Payments will be made on a monthly basis for the actual days worked on satisfactory completion of activities as agreed with the supervisor and on the number of days worked.

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Technical Criteria weight - 70 marks;
  • Financial Criteria weight - 30 marks.

Evaluation Criteria (Technical) :

  • Relevant Experience: 40 Marks;
  • Qualification: 30 Marks.
