Background

Building on over 40 years of sustained efforts undertaken by women’s organizations, grassroots, international networks, local governments in cities around the world, UN Women launched the Safe Cities and Safe Public Spaces Global Flagship Initiative. It builds on its “Safe Cities Free of Violence against Women and Girls” Global Programme, spanning 22 cities, to prevent and respond to sexual harassment and other forms of sexual violence against women and girls (SVAWG) in public spaces.

The Global Flagship contributes to the emerging international knowledge base on effective strategies to prevent and respond to harassment and other forms of sexual violence against women and girls in urban public spaces and aims to build more inclusive, sustainable, and safe cities. It was designed with local, regional and global partners in response to the growing concerns about every day experiences of women and girls all over the world as they experience sexual violence in public spaces as they go about their daily routines, whether on city streets, parks, market, pathways to schools, buses and trains or in their own neighborhoods.

A central objective of the Safe Cities Programme is to increase public awareness and community mobilisation for respecting women’s and girl’s rights to a life free from violence, including outreach to men and youth, to promote gender equality and end SVAWG. In order to achieve this objective, UN Women intends to launch a city-wide behaviour change campaign.  In doing so, we are looking for a highly sensitive, professional, exhibition quality photographic artist who can capture the more natural, in the moment photos versus staged studio photographs that express the life of modern Papua New Guineans in the context of Port Moresby.

Our key messages for the Campaign are:

Men and women are equal:

  • this is our constitutional right by the constitution of Papua New Guinea; this is our human right by the United Nations Declaration of Human Rights and this is one of the goals of the nation as a signatory to the Sustainable Development Goals as agreed by 193 member states of the United Nations.

Consent means every woman or girls’ right over her body:

  • Tthat when she says “no”:  she means “no” and “no” must be respected every time by everyone regardless of their relationship to her.

Women and girls have a right to feel and be safe in this city:

  • When women and girls feel safe and are safe, cities flourish and grow economically, spiritually and culturally in a healthy, peaceful, joyful and fulfilling way.  

Men and women, boys and girls must stand together to make a safe city:

  • As whites stood beside blacks in the civil rights and anti-apartheid movements that changed history, to too do men and boys need to become the allies and partners of women and girls in the human rights movement;
  • When the city is safe for women and girls, it is safe for everyone.

Duties and Responsibilities

Under direct supervision of the UN Women, Safe City Programme Specialist based in Port Moresby, the consultant will be expected to develop a photo bank of images. Specifically, the consultant is expected to:

  • Contribute creativity to the design of photographs to be captured for the components of the campaign already identified by the Safe Cities Programme as below;
  • Through directly communicating with local people, take photographs in the campaign events identified by the Safe Cities Programme;
  • Screen and edit the photographs, in supervision of the Safe Cities Programme Specialist;
  • Provide professional input to the development of a phot bank of images which will be used for the implementation of the behavioural change campaign;
  • Provide digital colour photographic coverage for promotional materials, website, publications, and bus signage during the contract durations. The photographs must cover pictures in the following components.

The New Normal (min. 20 photographs) (3 days work) Photos of men and women, boys and girls showing expressions of love, acts of kindness and tenderness on the streets and buses, and in the markets and other public spaces of Port Moresby:  most particularly, between men and women, but also men and women, boys and girls together inter-generationally and in groups.  These should be very “arty” in feeling, extremely beautiful, naturally caught expressions of love between people or groups of people in the city.  These photos will be displayed on large billboards and through other medium.

Sanap Wantaim (min. 20 photographs) (3 days work)

A more formal set of photos that show men and women, boys and girls standing together in various groups for our “cut-out campaign”.  The cut-out campaign will be flooding the city with large photograph stands with photos with groups of people standing together holding signs that says “#sanapwantaim #stand together written by hand.  One of the faces will be cut out so that the public can take their photo with the group by placing their face in the cut out hole.  These photos will be found in some of the grittier places in the city like Gordon’s market, bus stops, Ella beach, during the Walk for Life and Yoga for Life events.

The Bomana Five (min. 20 photographs) (2 day work)

This would entail a photo shoot of the juvenile detainees at Bomana prison.  This would be a half-day photo shoot and we would like you to take both single and group shots of them.

Deliverables and final product

The consultant will be required to deliver the minimum 60 photographs that capture the requirements clearly specified for each of the afore-mentioned campaign components.  The selected photographs must contain the quality specified in below Section.

  • Photographs in colour (minim RGB, maximum CMYK) with high quality and resolutions so that they can be used for various purposes including on large posters and billboards;
  • Large images must be compressed to transmit efficiently. Digital originals, images should be shot at the highest possible resolution that the camera permits;
  • Format of electronic pictures: JPEF, max. TIFF, BMP, PNG to be saved in electronic form, or CD or USB;
  • Resolution: high (minimum 600 dpi scale up to A1size) that will be of international standards;
  • Pixel dimension 1600 x 900 PI);
  • Within 5 days of shooting for the purposes of providing pictures for publications, promotional materials, website or campaigns a complete set of images (min. 20 per topic) shot as raw file (300 pixels/inch: minimum size 3000 X 2000 pixels);
  • All digital photographs must contain completed caption information in “file info” and separate word format caption list. Caption information should consist of: date, place, subject names (if possible), age, and a brief description of the situation photographed;
  • The set of digital pictures will be delivered on CDs and or DVD/ USB together with caption information, and one set will be emailed via Dropbox.

Required Skills and Experience

Education:

  • University degree in Photography, Graphic Arts, Film Studies.

Experience:

  • At least 7 years of relevant working experience in photojournalism, photography with a record and portfolio of providing high quality, creative, cultural-sensitive images;
  • High level of creativity and initiative;
  • Experience capturing cultural-sensitive images;
  • Familiarity with developing country contexts;
  • Previous experience in Port Moresby highly is highly desirable;  
  • Have own camera and other equipment.

Language:

  • Fluency in oral and written English is required and preferably basic knowledge of Tok Pisin

Duration of assignment and duty station:

The time required for the consultancy is estimated to be 13 working days within the month of July/ early August 2016.  Shooting will include 8 days at the end of July, while post production and processing will take 5 days, including screening and editing the photographs to the required qualities.

Copyrights:

UN Women will own the rights to the photographs and any proceeds generated by them for a period of one year.

If you are able to make any contribution in kind or pro bono offering the UN will acknowledge this in writing on all photos published through any medium. Before the consultant moves any photographs on the wire or uploads them to an online Image Database, he or she should contact UN Women to obtain consent.

Schedule of payments:

Payment in full will be made upon submission of the required deliverables of a minimum 60 quality photographs from the three photoshoots/ components subject to the satisfaction and approval of UN women.

Support to Consultant

Transport:

UNWOMEN will cover the cost of one (1) return economy air ticket (the consultant will be responsible for arranging their own air travel), this cost should be included in the lump sum fee for the financial proposal.  Official movements at the duty station will be facilitated by UN Women who will either pay directly for domestic airfares and/or provide a driver on a pick up and drop off basis.

Communication:

The consultant will be required to provide their own local communications such as SIM cards. Some internet access. These costs should be included in the lump sum fee of the financial proposal. The photographer will provide her/his own laptop, camera and mobile phone.  UN Women will provide a mobile Wi-Fi hotspot device in order to enable internet access (which is highly limited).

Security:

  • The consultant will be provided with a UN security briefing and will be required to follow UN security rules and guidance.

Insurance:

  • The Consultant will arrange private insurance and the cost of which will be included in the financial proposal.

Methodology of Evaluation

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation,
  • Technical Criteria weight, 70%;
  • Financial Criteria weight, minimum 30%.

Only candidates obtaining a minimum of 70% (49 points of the total technical points) would be considered for the Financial Evaluation

Technical Criteria – Maximum 70 points:

  • Criteria A: Education in the relevant filed – 10 points;
  • Criteria B: Creativity skills in capturing photos that show expression of love, acts of kindness and tenderness in public space and cultural-sensitivity – 30 Points;
  • Criteria C: Experience in taking photographs in developing country and/or hardship contexts including PNG – 20 points
  • Criteria D: Fluent in English language – 10 points.

Submission of application

Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document:

  • Duly accomplished Letter of Confirmation of Interest and Availability, including description of why the individual considers him/herself as the most suitable for the assignment;
  • Personal CV indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Similar photography portfolio; and
  • Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex I).
