Background

The European Neighborhood Programme for Agriculture and Rural Development (ENPARD), financed by European Union and Austrian Development Agency, supports the Government of Armenia in ensuring an efficient and sustainable agriculture that contributes to better living conditions in rural areas. Within ENPARD Armenia a technical assistance component focuses on producer group and value chain development. In particular the project aims to strengthen existing and establish new producer/farmer groups (cooperatives), effectively engage producer/farmer groups in value addition activities, strengthen value chains that provide improved access to affordable, better quality food, contribute to the development of rural areas and improve access to local and international markets, and ensure the introduction of environmentally-friendly farming and food processing practices. Beneficiaries of the project will be producers, producer group members and employees (with focus on women, youth and other vulnerable groups), and their families for which job creation and increased income effects are envisaged.

In the framework of this project analyses were conducted of several value chains, resulting in buckwheat being selected as a high value crop to introduce in Armenia.The project established 34 primary producer groups (cooperatives) that are engaged in buckwheat, production. Two factories will be build: one in Bavra and other in Tsovagyughthat will do cleaning, hulling, packaging and sales of the buckwheat.  , A factory operations consultant is required to set up the working process of the factory, with the required experience. The incumbent will be responsible for directly working with the personnel, cooperatives' leadership and farmers involved in buckwheat production.

Duties and Responsibilities

Under the overall guidance of UNIDO/UNDP Project Coordinator and direct supervision of the UNDP Project Coordinator (ENPARD UNDP Component Manager) the Factory Operations Consultant will be responsible for the following:
 
Direct and coach the factory managers and employees in setting up processing plant workflow

  • Support to hire processing personnel staff,
  • Organise the production process
  • Ensure high quality/outcome of production
  • Plan the acceptance schedule of buckwheat from primary cooperatives
  • Plan the processing activities of buckwheat
  • Plan the storage of processed, packaged buckwheat
  • Plan the sales and logistics of hulled buckwheat

Assess costs and enhance quality standards

  • Assess daily costs of the production work
  • Collect and analyze data to find places for waste and overtime;
  • Develop systems and processes that track and optimize productivity and standards, metrics and performance targets to ensure effective operation- Plan the purchase and replacement of materials necessary for production- Arrange repairment activities in case of equipment malfunction- Plan uninterrupted operation and maintenance of equipment

Documentation

  • Ensure proper documentation of the factory procedures
  • Develop a system to track amounts of buckwheat delivered by primary producer cooperatives for payment
  • Ensure that documentation is properly integrated with the accounting system
  • Develop Operations Procedures Manual
  • Jointly with the technologist develop technological carts for buckwheat production (parboiled and “green”)

 Work Safety

  • Set up safe work of processing personnel
  • Control the sanitary conditions of equipment and production space
  •  Provide the necessary human and material resources
  • Submit reporting

 Expert will have to bear also costs for logistical arrangements (transportation, lodging, etc.). 

Expected Results

  • Factory operations is set and runs smoothly in both Bavra and Tsovagyugh communities
  • Factory directors and staff are trained in running the operational process and able to continue managing operations following the conclusion of the consultancy
  • Factory operation work-flow plan and operations procedures manual prepared
  • Technological cards for buckwheat production (parboiled and “green”)
  • Monthly reports on implemented activities
     

Competencies

  • Production planning skills;
  • Knowledge of processing operations workflow (mill; cereal processing)
  • Familiarity with industry standard equipment and technical expertise
  • Previous experience in processing operations;
  • Strong team building, decision-making and people management skills
  • Computer skills and experience of writing reports.
     

Required Skills and Experience

Education:  University degree in technical field (agro-processing sector) or other related field.

Experience:  At least 5 years work experience in similar position (setting up factory operations) agro-processing and proven factory managerial skills

Languages:  Fluency in Armenian, knowledge of English is an asset
