Background

This TOR falls under the UNDP project “Improving Living Conditions in Palestinian Gatherings Host Communities”. Palestinian Gatherings represent one of the most vulnerable and marginalized host communities in Lebanon. 140,000 original and new Palestinian refugees living in forty-two Palestinian gatherings distributed along the regions of Lebanon suffer from dire conditions that have long existed in the gatherings. In addition to poverty caused by insufficient household income, legal restrictions imposed on Palestinian refugees in Lebanon contribute to the worsening of their socio-economic conditions. In addition, Palestinian refugees are unable to own property assets in the country since 2001 and required to bequeath them to religious authorities, if they have already purchased them.

Palestinian refugees living in the gatherings suffer from yet additional layers that contributes to the worsening of their living conditions. While all registered Palestinian refugees in Lebanon are entitled to UNRWA health, education and relief services, UNRWA’s mandate defines its role in the provision of urban and infrastructure services to the borders of the twelve recognized refugee camps. At the same time, while municipalities in general do not provide these services in the gatherings, there are no mechanisms for coordination between municipalities and local actors in the gatherings to address the needs of refugees. The situation was worsened since the Syrian crisis that entailed 27% population rise in these already impoverished areas with the displacement of 30,000 refugees. As a result, Palestinian gatherings have been witnessing unmet demand on services and infrastructure networks, unprecedented pressure on available shelters and spaces, and additional competition over resources, jobs and relief.

UNDP has been working in the 42 gatherings since 2012 to enhance living conditions in the fields of WASH, shelter and hygiene and most recently livelihood. In 2014, it issued with UN-Habitat a report analyzing the findings of a rapid needs assessment in the gatherings, and has been updating main findings since. In addition, UNDP initiated an assignment to identify more locations that exhibit similar characteristics to the gatherings (around 20). UNDP has been chairing the Gatherings Working Group, a planning and coordination platform that brings together NGOs active in the gatherings. It holds monthly meetings for the WG and collect and consolidate information on NGOs’ activities and projects in the gatherings. In this context, UNDP is creating a website for Palestinian Gatherings in Lebanon that is accessible to the public and to members of the Gatherings WG; where information and data on Palestinian gatherings including needs and interventions are shared.
Therefore, the project requires the services of an expert to oversee the implementation and map production and ensure compliance of the website content and user interface with the project’s requirements.

Duties and Responsibilities

In July 2016, UNDP carried out a competitive process and selected a winning company to develop a website for Palestinian Gatherings in Lebanon. The website aims at providing a source of information on Palestinian gatherings in Lebanon as well as a coordination tool for active organizations that would show the needs and on-going interventions. The pages of the website were divided as such:

  • A home page including an interactive map of the gatherings and overview of the situation in their areas and the initiative undertaken;
  • A page providing a list of gatherings and their map and representing a profile for each gathering;
  • A page that exhibits needs in Palestinian gatherings, with interactive tool that allows NGOS grated access to upload needs or urgent alerts.
  • A page that shows projects that were complete in 2015, on-going or planned in the gatherings; these could be filtered by implementing organization, time, gathering or sector.
  • A page that includes data and publications by UNDP and other organizations;
  • A page for news and events.

Under the supervision of the Project Manager of “Improving Living Conditions in Palestinian Gatherings Host Communities”, the Individual Consultant will provide technical expertise to follow-up on the development of the Palestinian gatherings website and oversee the compliance of the developed website with the project’s requirements.

The Consultant will perform the following tasks in close coordination with the UNDP project and the website developing company:

  • Review the proposal submitted by the website developing company and provide feedback for discussion;
  • Provide input on wireframe and general layout;
  • Follow-up on the development of the interactive map, provide recommendations and directions to the company;
  • Follow-up on the implementation of database integration, navigation, functionality, visual integrity, and content management;
  • Review the finished website as for user interface and content management system;
  • Perform any other relevant tasks.

Competencies

Functional Competencies:

  • Knowledge of research tools and experience in research analysis and statistical analysis;
  • Experience in performing data queries;
  • Professional knowledge and experience in geographic information systems (ArcGIS);
  • Previous experience in operating on-line systems.

Required Skills and Experience

Academic Qualifications:

  • A bachelor degree in IT, business, marketing, economics or any other relevant field.

Years of experience:

  • A minimum of 2 years of experience in relevant assignments.

Language requirement: 

  • Fluency in Arabic and English.
