Background

The conflict in Syria and the situation in Iraq has led to massive internal and external displacement and worsened existing vulnerabilities in an already-pressured sub-region. It has also challenged the way the international community collectively responds to crises, as the ongoing conflicts not only aggravate the humanitarian situation in Syria and neighboring countries but also compromise the development prospects of present and future generations.

A major milestone in refugee hosting countries is the launch of the Regional Refugee and Resilience Plan (3RP) for 2015-2016. Though it represents a collective effort from the international community, NGOs and UN agencies, UNHCR and UNDP have taken a leading role in co-chairing this initiative in an unprecedented UN integrated response for countries affected by the crisis.

Responding to these challenges requires a strategic shift towards an innovative approach that coherently brings together humanitarian and development interventions for a sustainable, nationally-led and resilience-based response to the Syria crisis.

Given the nature and magnitude of the 3RP, there is a critical need to build a strong knowledge platform for the effective response to the crisis, by conducting key evidence-based research, socioeconomic assessments and developing appropriate programming tools and frameworks to better inform the decisions, improve coordination and facilitate programme implementation. 

On 17 December 2013 UNDP and UNHCR signed a regional MOU in order to consolidate the cooperation between the two organizations, and to draw on the comparative advantages of humanitarian and development organizations in order to address the range of needs on a timely basis and at an appropriate scale. One of the key elements of this partnership is the establishment of a UNDP-UNHCR Joint Secretariat that will support Country Offices and provide the required operational framework, and analytical and programmatic tools.

On 3 October 2014, the UNHCR High Commissioner and UNDP Executive Administrator signed an updated and revised MOU for the region.  The revised MOU, expended the scope of the agreement to the Iraq Situation and highlighted an additional outcome of UNHCR and UNDPs partnership in the region for the Syria situation, namely, the formulation, implementation and reporting of the Regional Refugee and Resilience Plan (3RP).

The Joint Secretariat is hosted in the UNDP Sub-Regional Response Facility to the Syria Crisis, under the supervision of the UNDP Sub-Regional Development Coordinator (SRC) and management of the Policy & Crisis Coordination Specialist (PCCS).

Duties and Responsibilities

Under the Supervision of the Policy & Coordination Specialist (PCS), the Project Coordinator main function will be to ensure high quality delivery of UNDP Sub-Regional Response Facility and the UNDP-UNHCR Joint Secretariat (JS).

Deliverables and results:

  • Under the supervision of the PCS, ensure the high quality of knowledge product delivery by the JS and SRF;
  • Conduct analysis and research to inform the Joint Secretariat’s initiatives, especially in relation to Resilience Based Development;
  • Approach, livelihood opportunities for refugees and vulnerable communities as well as in identifying innovative solutions to be piloted or scaled-up in collaboration with UNDP and UNHCR Country Offices;
  • Programme and facilitate SRF initiatives concerning policy formation and country consultations;
  • Provide operational and technical support to the 3RP Steering Committee and Regional Technical Committee as required;
  • Draft ToRs and manage the recruitment of the relevant consultants;
  • Identify and approach most relevant consultancy groups, think thanks, academia and other experts;
  • Coordinate and monitor the work of the consultants hired by the JS to conduct the required studies and initiatives;
  • Support the PCS in consolidating the cooperation between UNDP and UNHCR, as well as with all partners in the 3RP, at the sub-regional and national level;
  • Draft regular financial and narrative report to the JS project advisory board as per project agreement and in collaboration with the relevant staff;
  • Organize regular meeting between the UNDP Sub-Regional Response Facility and the UNCHR Regional Office, draft the required agenda and minutes;
  • As requested by the PCS, interface with relevant stakeholders, including Governments, Bilateral, UN Agencies, Country Offices, IFIs, Thinks Thanks, Academia and CSOs;
  • Support resource mobilization and strategic partnerships initiatives.

Required Skills and Experience

Education:

  • Master's Degree or equivalent in Development Studies, Public Administration, International Affairs, Economics, Political Sciences; Social Sciences or related field.

 Professional Experience:

  • At least 5 years of relevant work experience in International Development and/or humanitarian response;
  • Highly familiar with UN Humanitarian and Development Interventions, work experience with UN is strong advantage;
  • 3 years’ experience in leading and coordinating researches and the drafting of knowledge products is a must;
  • Years of experience in supporting Development/Resilience programming in emergency situation is an advantage;
  • 2 years’ Experience in the Middle-East is a strong advantage.

 Language Skills:

  • Fluency in English, and Arabic language is an advantage

Financial Proposal

Interested candidates should provide lump sum fees for requested services with detailed breakdown (consultancy fees, round ticket from homebased to Amman, living allowances, etc.)

 Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

  • Master’s Degree or equivalent in Development Studies, Public Administration, International Affairs, Economics, Political Sciences, Social Sciences or related field (as per mentioned above) Mandatory submission of CV or UNDP Personal History form (P11);
  • Brief description of why he/she considers him/herself as the most suitable for the assignment

  • Competences and qualifications based on the UNDP P11 form submitted by each candidate.

Shortlisted Candidates will be then assessed and scored against the following evaluation criteria.

Evaluation of Candidates (max 100 points):

  • Master’s Degree or equivalent in Development Studies, Public Administration, International Affairs, Economics, Political Sciences, Social Sciences or related field. 15%

  • At least 5 years of relevant work experience in International Development and/or humanitarian response; 20%

  • Highly familiar with UN Humanitarian and Development Interventions, work experience with UN system ; 15%

  • 3 years of proven experience in leading and coordinating researches and the drafting of knowledge products is a must; 20%

  • years of experience in supporting Development/Resilience programming in emergency situation is an advantage;15%

  • 2 years of Experience in the Middle-East is a strong advantage. 15%

 Step II: Final evaluation

The final evaluation will combine the scores of desk review and financial proposal with the following weights assigned to each:

  • Technical Criteria weight 70%;
  • Financial Criteria weight: 30%
