Background

  • Delivery of an approved final and printed Results Report (2012-2016) for UPGP summing up key results and lessons of the five-year project and that positions UNDP well for launching of the new local governance programme framework in 2017;
  • Delivery of an approved final and printed Results Report (2012-2016) for UZGP summing up key results and lessons of the five-year project and that positions UNDP well for launching of the new local governance programme framework in 2017;
  • Delivery of an approved final and printed UNDP Bangladesh Country Office (CO) Annual Report 2015-2016 summing up key results and lessons learned over 2015-2016 and that supports UNDP positioning as a partner of choice as it embarks on it new country programme for 2017-2020.

Project Description

UNDP is strongly committed to promote effective decentralization and a strong local government system in Bangladesh to drive and support implementation of the Sustainable Development Goals (SDGs). The mandate of UNDP to work on local governance is grounded in the UNDP Bangladesh Country Programme 2012-2016, which underlines the importance of replicating successful local governance interventions that give women and the poor greater voice and improve their access to pro-poor public services. UNDP advocates for broad policy and institutional reform and the devolution of power and financial resources to local government to promote the development of more democratic, responsive, accountable and transparent local government institutions. UNDP works closely at country level with UNCDF in pursuit of local development.

The role of the local government in implementing the SDGs stands at two levels: direct service delivery; and in shaping the operating environment including securing accountability and community leadership and participation. In Bangladesh, these roles vary between two tiers, the Union Parishad and the Upazila, with the former having a more immediate service delivery role and the latter a more catalytic function in ensuring local demands and views and represented. Both tiers have a cross cutting role in implementing the SDGs.

UNDP’s local governance programmatic framework provides support through two complementary projects: 1) Union Parishad Governance Project (UPGP); and 2) Upazila Governance Project (UZGP). These interventions were launched in 2011 and will conclude in December 2016. It is envisaged that as of 2017, a new local governance programme framework will be launched, that builds on the previous support and key results, and reflects lessons learned. UNDP is currently in the formulation stage of the new local governance programme framework.

Duties and Responsibilities

Scope of Work

  • Prepare draft Results Reports on UPGP and UZGP that effectively communicate key outcomes of the projects to relevant stakeholders. The reports should:
    • Identify and communicate key results and impact of UPGP and UZGP projects;
    • Identify and communicate lessons learned from project implementation that can be applied to the future UNDP local governance programme framework;
    • Identify and communicate specific project impacts for women and vulnerable groups.
  • Review existing knowledge and evaluation products of the UPGP and UZGP projects and incorporate key information into the project annual reports;
  • Meet with project staff to gather inputs to the reports, including identifying project outputs and lessons learned;
  • Travel to project field sites and meet with project beneficiaries and key stakeholders to gather evidence on project impact;
  • Analyse and incorporate feedback on the draft reports received from relevant UNDP programme staff;
  • Prepare final draft Results Reports for UPGP and UZGP that communicate to stakeholders the impact and relevance of the projects;
  • Working with external designers to develop design of the Final Results Reports for UPGP and UZGP for printing;
  • Getting approval and printing of the Results Reports for UPGP and UZGP;
  • Prepare a draft UNDP CO Annual Programme Report that identifies and communicates to relevant stakeholders, key outcomes of the UNDP programme over 2015-2016. The document should use new/innovative approaches to reporting;
  • Review existing knowledge and evaluation products of the country programme outcomes and incorporate key inputs;
  • Meet with UNDP programme staff to gather inputs to the report, including identifying project outputs and lessons learned;
  • Finalize the programme report and work with external design consultants to ensure delivery of a strategic communication product.

Expected Outputs/Deliverables

  •  Approved Final and Printed Results Report (2012-2016) for UPGP - 15 days;
  •  Approved Final and Printed Results Report (2012-2016) for UZGP - 15 days;
  • Approved Final and Printed UNDP CO Annual Report 2015-2016 - 25 days.

Impact of Results

Increased visibility of the projects and UNDP Bangladesh CO to its stakeholders and general people.

Institutional Arrangement

The Consultant will directly report to the Project Managers, UZGP and UPGP and Programme Analyst, Democratic Governance Cluster, UNDP Bangladesh, who will also carry out a performance evaluation at the end of the assignment. The CO programme staff and local governance programme team will support the consultant in accessing relevant information to prepare the reports, including arranging visits to field sites.

Duration of the Work and Duty Station

The duration of the assignment will be 55 days over a period of 4 months. Estimated start date is 1 September 2016.

Final Products/Services

The awarded consultant will be deliver the following:

  • Delivery of approved final and printed Results Report (2012-2016) for UPGP summing up key results and lessons of the five-year project and that positions UNDP well for launching of the new local governance programme framework in 2017;
  • Delivery of approved final and printed Results Report (2012-2016) for UZGP summing up key results and lessons of the five-year project and that positions UNDP well for launching of the new local governance programme framework in 2017;
  • Delivery of approved final and printed UNDP Bangladesh Country Office (CO) Annual Report 2015-2016 summing up key results and lessons learned over 2015-2016 and that supports UNDP positioning as a partner of choice as it embarks on it new country programme for 2017-2020.

Competencies

  • Excellent communication and interpersonal skills, team oriented work style, interest and experience of working in multi-cultural environment;
  • Demonstrable analytical skills;
  • Highly proficient in English language, particularly written communication;
  • Proficiency in the use of the computer.

Required Skills and Experience

Education

  • Advanced university degree (Master’s Degree or above) in social sciences, or other relevant disciplines.

Experience

  • At least 5 years of relevant professional experience, including project monitoring and reporting;
  • Minimum 2 years of experience in drafting evidence based results reports for UNDP/UN agency or international agencies;
  • Minimum 2 years working experience in any South Asian Countries and an understanding of the development context in those region.

Evaluation of the Candidates

Individual consultants will be evaluated based on the following methodology

Cumulative analysis

The candidates will be evaluated through Cumulative Analysis method. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation.

Technical Evaluation Criteria (Total 70 marks):

  • Educational Background (Advanced university degree—Masters or above—in social sciences, or other relevant disciplines) - 15 Marks;
  • Experience in preparing evidence-based results for INGO/ UN and other donor agencies - 30 Marks;
  • Understanding of assignment, proposed methodology and work plan - 10 Marks;
  • Publications of similar products/results reports - 15 Marks.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Financial Milestone:

  • 1st Installment: 30% of the total contract amount will be paid upon delivery of an approved final and printed Results Report (2012-2016) of UPGP;
  • 2nd Installment: 30% of the total contract amount will be paid upon delivery of an approved final and printed Results Report (2012-2016) of UZGP;
  • Final Installment: 40% of the total contract amount will be paid upon delivery of approved final and printed UNDP CO Annual Report 2015-2016.

The Consultant should submit a financial proposal based on a per day amount, inclusive of all costs components required to perform the deliverables identified in the ToR. No adjustment will be given for the period and determined by the specified outputs as per this ToR. The price should take into account all HR costs, professional fees, travel costs, DSA, subsistence and ancillary expenses.

Travel:

DSA will be provided for his travelling outside Dhaka as per rules of UNDP

Responsibilities of the Contractor regarding cost component

In order to produce deliverables stipulated in the ToR, the consultant will bear all necessary cost relating to required fees of the assignment, logistics, travel, meeting food, report preparation, printing and also the cost of the office premises for themselves.

Responsibilities of UNDP regarding cost component

UNDP will only pay the Lump Sum cost for this assignment mentioned in the contract.

Key Performance Indicator

The quality of works and deliverables to be produced by the consultant according to the ToR will also be monitored by the contract administrator. The proposed performance indicators of the contractor’s deliverables are illustrated below:

  • 100% accuracy in revised and updated documents. Consultant have to do the tasks to ensure error free;
  • Milestones achieved as per the plan submitted by the Consultant;
  • Weekly progress report submitted by the Consultant and approved by project managers, programme analyst and CO programme staff.
