Background

The Border Management Northern Afghanistan (BOMNAF) II project is a three year initiative that commenced in July 2014. The Project’s field activities focus around the three activity areas of Infrastructure Construction, Equipment Supply and Training Delivery to Afghan Border Police and Afghan Customs Department personnel on Afghanistan’s Northern borders with Tajikistan, Uzbekistan and Turkmenistan.

The EU has provided vital support to the ABP through its Border Management Badakhshan Afghanistan projects since 2007. The BOMNAF I project, implemented by UNDP Tajikistan, provided a comprehensive support programme to the Afghan Border Police in Badakhshan comprising training, equipment and facilities, aiming to install an integrated border management system on the border with Tajikistan. However, a large number of border police on the northern frontier continue to function without appropriate training.

To increase legal trans-border trade and prevent smugglers, traffickers, and trans-border crime, the project is working to build the capacity of Afghan Border Police and Customs Agencies in Integrated Border Management (IBM) through the provision of training and exposure to good practices of IBM for the leadership of all agencies involved in border management; modernization and upgrading of border facilities to improve the working conditions at selected Border Crossing Points and Border Outposts on trade corridors; provide equipment, and specialized training sessions to facilitate capacity development for IBM and encourage cross-border cooperation

Duties and Responsibilities

Goals and objectives

As part of EU-BOMNAF Project’s objective to reinforce border control capacity in northern Afghanistan whilst encouraging legitimate cross-border exchange and trade, 18 Polaris All-terrain Vehicles (ATVs) will be donated to the Afghan Border Police in 2016. These will be in addition to 49 ATVs donated during earlier Project phases. During site monitoring and evaluation visits, Project Staff discovered that many of these are inoperable due to maintenance and servicing issues and non-availability of spare parts and trained or qualified Operators and Mechanics. The poor state of repair of donated POLARIS ATV’s combined with a lack of knowledge and skills of Afghan Border Officers in maintaining and operating them are therefore recognised by national and international stakeholders as constituting serious problems.

Duties and Responsibilities

Under overall supervision of BOMNAF Project Manager and direct guidance of BOMNAF’s International Training Specialist, and in consultation with the Afghan Border Police, the ATV Mechanic and Operator Trainer is to provide the training services for Afghan Border Police :

  1. Design and conduct one five (5) day Polaris ATV Train the Trainer programme in Dushanbe for students who have previously attended relevant Mechanic and Operator training.
  2. Design and conduct one ten (10) day training programme in Dushanbe which will comprise five (5) days of Mechanic Training and five (5) days of Operator Training for those who successfully complete the Mechanic Training. 

Specific tasks:

  • Design and conduct one (1) five (5) day Polaris ATV Train the Trainer programme in Dushanbe for students who have previously attended relevant Mechanic and Operator training.
  • Design and conduct one (1) ten (10) day training programme in Dushanbe which will comprise five (5) days of Mechanic Training and five (5) days of Operator Training for those who successfully complete the Mechanic Training
  • Compile, draft and submit progress reports after each training to the Project Manager;
  • Prepare final report of trainings with required recommendations on improvements;
  • Ensure that Health, Safety and Environmental requirements are followed at trainings sites;
  • Perform other relevant duties as required by the Project Manager.

Required Skills and Experience

Education:

  • Technical Support/ Military education with extensive experience in supervision of training projects

Qualification:

  • Ability to work in a multi-cultural, mixed nationality environment regardless of personal feelings of political ideology. Able to display cultural, gender, religion, race, nationality and age sensitivity and adaptability and treat all people fairly without favouritism.
  • To be familiar with POLARIS ATVs range of models’ technical and driving specifications;
  • Possess qualification in safe, off-road and offensive/evasive driving;
  • To be able teach military personnel and attentively approach to each student;
  • Able to provide training in off-road areas for students.
  • Previous experience in inspecting, repairing and servicing POLARIS ATVs and in conducting training in POLARIS ATV Maintenance and Operation for law enforcement organisations;
  • Experience in preparing reports for international organizations.

Language:

  • Competency in written and spoken English language  is essential
