Background

In recognition of the varied and complex consequences that natural and man-made crises and disasters cause for the population of a certain territory, the United Nations system is committed to enhance its capacity for preparedness and response. It is also committed to supporting national authorities in enhancing their own capacities in order to timely and adequately respond to needs of populations hit by crises. To this end, the UN Country Team in Montenegro is regularly updating its emergency and preparedness systems and reviews the procedures with the key Government and civil society partners in which they would support the Government and harness the combined efforts of the UN humanitarian response systems.

The United Nations Country Team has developed a first and currently valid Inter Agency Contingency Plan in 2009, based on Inter-Agency Contingency Planning Guidelines for Humanitarian Assistance issued in November 2007 and based on the emergency preparedness exercise held in Podgorica in March 2009. This document has also undergone two revisions in 2013 and 2015 broadening its scope to include recent refugee/migrant crisis in Europe, as well as to update information on the current country’s operational context.

Current UN Inter-Agency Contingency Plan describes most likely hazards in Montenegro, capacities to respond to consequences of these disasters, roles and responsibilities of various actors in preparing for and responding to a disaster, and basic preparedness measures of the UN Country Team in supporting government initiatives. The Plan needs to be updated to reflect current challenges and context that the country is facing to respond to the potential disasters. Moreover, the update has to include the guidelines and good practices arising from Emergency Response Preparedness  (ERP) document prepared by Task Team on Preparedness and Resilience of the Inter-Agency Standing Committee (IASC).

Duties and Responsibilities

Under the direct supervision and in cooperation with the UN Resident Coordinator , the consultant will be in charge of revising the UN Inter-Agency Contingency Plan and updating relevant crisis scenarios.

To achieve that, s/he will conduct the following major activities:

  • Prepare Annotated Table of Contents for Inter-Agency Contingency Plan;
  • Risk analysis of the potential natural disasters and man-made crises that could occur in Montenegro;
  • Develop updated version of the Inter-Agency Contingency Plan, with special focus on positioning of the UN and UN Montenegro in term of providing relief and early recovery;
  • Facilitate one-day workshop in order to test preparedness of the UN Disaster Management Team (DMT) for potential emergencies.

All of the above mentioned activities are to be achieved through: (i) desk review of the relevant national and UN Montenegro documents, (ii) review of relevant UN OCHA documents and guidelines, (iii) individual and group consultations/meetings with the UN Montenegro, relevant national institutions, Red Cross and other partners who deal with emergency preparedness and (iv) other methods appropriate for this activities.

Time duration and travel: The assignment is home-based with 2 visits to Podgorica, during the consultation and training phase. The assignment will last 12 working days, in the period 15th October 2016 until 10th November 2016.

Required Skills and Experience

Education:

  • An advanced degree in field of international development, or any other social studies or 10 years of relevant working experience in area of emergency preparedness and management of crisis response;

Experience:

  • Experience in contingency planning, emergency responses plans, disaster risk reduction for different international organizations, preferably the UN system;
  • Familiarity with emergency preparedness and management of crisis response, while the basic familiarity with national and local crisis response mechanisms and likelihood of disasters and hazards on Montenegrin soil would be an asset;
  • Knowledge about the UN mandate and policies, including the result based management, UN response modalities guided by the principles of the sectoral/cluster approach;
  • Excellent social, IT, communication and writing skills;

Language:

  • Fluency in English, while fluency in Montenegrin (or South-Slavic languages) would be an asset.

Criteria for selection

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the inidividual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.

Only offerors obtaining a minimum 490 points for technical criteria will be considered for the financial evaluation.
