Background

This project is a response to the national capacity self-assessment conducted in Armenia during the period of 2003-2004. It aims to address priority capacity needs related to the environmental literacy of key stakeholders, such as the need to increase skills and knowledge of staff in organizations involved in implementing environmental management practices; the need to increase consideration of environmental obligations in various social-economic development programmes; and the need to increase awareness of decision-makers on global environmental issues and country’s obligations under the Multilateral Environmental Agreements that Armenia is Party to.
The project will support the development and demonstration of an innovative environmental education programme by promoting advanced environmental management approaches and principles that are recognized globally in addressing environmental issues, fulfilling commitments obligated and reporting under the global international conventions. This project will implement capacity development activities through an adaptive collaborative management approach to engage stakeholders as collaborators in the design and implementation of project activities that take into account unintended consequences arising from policy interventions.
Under the overall guidance of the UNDP SGR Portfolio Analyst and direct supervision of the Project Technical Task Leader, and in close collaboration with the Project team the incumbent will be responsible for providing technical support and cross-cutting capacity development services within the project in accordance with UNDP and GEF policies and requirements. The International Consultant will provide assistance in the Project implementation, monitoring and evaluation processes in accordance with GEF policies and requirements.

Duties and Responsibilities

The overall responsibility scope of assignment defined by the current TOR will be fixed in the long term agreement, while details on tasks, duration - work days and delivery deadlines, and the station for each specific assignment will be specified in separate TORs.   
Consistent with the general scope of the project, the International Consultant will undertake the following activities in support of the overall Project implementation in line with GEF requirements:

  • Contribute in developing project Roadmap and cross-cutting capacity development strategy;
  • Provide guidance to project team and technical experts for the implementation of project activities;
  • Provide technical and professional support to the Project team in defining of the scope and volume of works to ensure cross cutting capacity development;
  • Contribute in identification of performance and impact indicators for project implementation along with their corresponding means of verification;
  • Contribute to determine the key barriers to success and develop the relevant policy to overcome them;
  • Contribute in development capacity needs assessment mechanism and to clarify and define the specific training needs for the stakeholders for enhancing their capacities to conduct environmental education;
  • Support to project team in development project related documents (inception report, intermediate and final reports and other important documents);
  • Provide information and advice on methodologies and materials relevant for the implementation of project based on best international practices;
  • Provide technical support and guidance to the project team in increasing the national capacity of using EE as a tool to improve NRM based on the best practice and international experience.
     

Competencies

  • Strong interpersonal skills with ability to establish and maintain effective work relationships with people of different social and cultural backgrounds;
  • Good knowledge of environmental and sustainable development agenda at regional and global levels;
  • Strong track record with producing high quality research and strong quantitative skills in project monitoring and evaluation;
  • Maturity and confidence in dealing with senior members of national institutions;
  • Excellent coordination and collaboration skills, with ability to work under time pressure and handle multiple activities and tasks concurrently;
  • Strong report writing skills;
  • Previous experience with UNDP is an advantage;
  • Working experience in CIS countries and in the Caucasus countries is an advantage;
     

Required Skills and Experience

Academic Qualifications:

  • Advanced University degree in natural sciences, environmental management, business administration or project management or an equivalent combination of relevant education and experience.

Professional experience:

  • At least 7 years extensive working experience in the field of environmental policy, environmental education and management at international level;
  • Experience in management GEF Projects under cross-cutting capacity focal area and relevant operational programme;
  • Experience in planning and conducting consultancy services in the given area, particularly managing projects under the GEF requirements and format.

Language:

  • Fluent in written and oral communication in the English language, knowledge of Russian is an asset;

Other Information

Individual consultants will be evaluated based on the following methodology:
Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications and experience, and financial proposal.
The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Technically responsive/compliant/acceptable to the requirements of the ToR; and
  • Having received the highest cumulative (technical & financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 70% (49 points) in the technical evaluation would be considered for financial evaluation.
Technical Criteria - 70% of total evaluation - max. 70 points

  • Criteria A – Advanced University degree in natural sciences, environmental management, business administration or project management or an equivalent combination of relevant education and experience - max. points 10;
  • Criteria B – At least 7 years of relevant professional experience in the field of environmental policy, environmental education and management at international level - max. points 10;
  • Criteria C - Good knowledge of environmental and sustainable development agenda at regional and global levels - max 5;
  • Criteria D – Experience in management GEF Projects under cross cutting capacity focal area and relevant operational programme - max. points 15;
  • Criteria E – Experience in planning and conducting consultancy services in the given area, particularly managing projects under the GEF requirements and format - max. points 15;
  • Criteria F - Strong report writing skills - max. points 5;
  • Criteria G – Working experience in CIS countries and in the Caucasus countries – max. points 5;
  • Criteria H - Previous experience with UNDP – max. points 5.

Financial Criteria - 30% of total evaluation - max. 30 points.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.
