Background

This  programme aims at enhancing the capacities of governance institutions to leverage opportunities to women and girls through legislation, policies and programmes which are gender friendly and finally ensure better outcomes for women in terms of their access to rights and entitlements. In fact, there is a causal relationship between variables which is linear in so far as making governance institutions effective which, in turn, pursue with gender sensitive policies, programmes and allocations and expenditures that ultimately benefits women and girls.

Besides, promoting good governance especially gender responsive governance requires effective capacity building of stakeholders at all levels with a relevant training module that enables sustainable development of capacities of functionaries which is substantive. In this context, the UN Women needs to develop training modules pertaining to the gender responsive governance and related issues which would cover the training needs of elected representatives and local government functionaries in enhancing the quality of delivery systems.

In the process of decentralization in Bhutan, local governments are the important players in managing local development and providing a lot of services to the people at the local government level. During the preparation of 11thFive Year Plan, the local governments in Bhutan were asked to mainstream the cross cutting issues such as gender, environment, climate change, disaster risk reduction and poverty. As per the Bhutan Gender Equality Diagnostic of selected sectors, it states that the local governments requested for more awareness and advocacy activities at the local level on gender equality issues and strategies. Further, the support for capacity building on gender and other related issues at the local level were also felt necessary to mainstream gender into the process of preparing the local plans and programs at their level. 

Duties and Responsibilities

UN Women is seeking services of a consultant to revise the existing TOT manual on Gender Responsive Governance Leading to Improved Participation of Women in Local Governments.

The following key components of work are envisaged for the Consultant:

  • Review existing training modules on gender mainstreaming developed by UN Women/development agencies in Bhutan. This step will be crucial for ensuring that there is no unnecessary duplication of content available;
  • Conduct a needs assessment of LG officials and other stakeholders through field visits and online survey;

Revise the exiting modules/develop additional content to: 

  • Reflect areas identified through the needs assessment;
  • Context specific, through illustrations, case studies, practical examples, data;
  • Domain specific – local level planning, budgeting, M&E in Bhutan;
  • Design criteria for selection of master trainers as well as a monitoring template to monitor quality of trainings conducted by master trainers;
  • Functionally test the ToT module (3 days) with 50-60 nos;
  • Finalise ToT;
  • Conduct 1 orientation ToT for  50-60 No of officials ( 5 day duration);
  • Conduct 1 refresher ToT for the same set of officials ( 3 day duration);
  • The Consultant will be required to revise the existing manual to make it more Bhutan specific with an individual work plan;
  • Conduct pre and post capacity assessment of the officials;
  • Conduct a pilot TOT training to test the manual developed.

Deliverables:

  • Work plan;
  • Needs assessment questionnaire and selection criteria for master trainers;
  • Functionally test ToT module;
  • Agenda and content for the orientation workshop;
  • Pre and post analysis of the orientation workshop;
  • Agenda and content for the refresher workshop;
  • Pre and post analysis of the refresher workshop;
  • Monitoring template;
  • Trainers Report with recommendations;
  • Final ToT module after incorporating comments from UN Women.

Payment Schedule:

  • Submission of workplan - 20%;
  • Submission of draft report - 30%;
  • Submission of final report - 50%.

Required Skills and Experience

Education:   

  • Postgraduate in law, social sciences, gender, human rights and/or public policy related to women’s rights and/or gender and intercultural studies. 

Experience:

  • Minimum 10 years of relevant specialized experience on gender equality and human rights;
  • Experience in conducting trainings on Gender Responsive Governance Leading to Improved Participation of Women in Local Governments;
  • Experience in gathering and systematizing data, evaluation of public policies and analysis of gender indicators.

Language:

  • Excellent spoken, analytical and writing skills in English.

Evaluation and Selection Criteria

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points);
  • Minimum Experience relevant to the assignment (5 points);
  • Working knowledge and experience of writing on Gender Issues (5 points);
  • Working knowledge and use of computers and its programmes / applications. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spread sheet and database packages (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview (70 points);
  • Proof of writing samples (30 points).

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
