Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Uganda, UN Women has been partnering with the Uganda Police to conduct community policing in Moroto and build capacity of middle managers to provide survivor friendly services to women and girls who experience violence.

The Uganda Police Force (UPF) has sought support from UN Women for the development of a Gender Policy and a costed implementation strategy that will provide a framework for gender mainstreaming in the systems, structures, procedures and staffing of the institution.  UN Women seeks to hire services of a consultant to provide technical support and facilitate the gender policy development process for the UPF. Under this partnership UN Women will link the police process of developing the Gender Policy to other good practices in the region.

The need for a Gender Policy in the UPF stems from the prevailing gender conditions in the force which include; unequal treatment and access to opportunities by female police officers as seen by low female representation in the police management structures, gender biases and stereotypes during recruitment, deployments and promotions and possible sexual harassment all shaped by the historical and socio-cultural context of both the institution and the society it operates in. Gender concerns in service delivery systems and procedures, poor attitudes and communication skills among police officers, lack of private and gender separated spaces for conducting interviews/investigations, lack of confidentiality during interviews and investigations, long waiting hours for complainants and availability of few female police officers in some posts limit women’s and girls’ access to services.  A review of the existing operational procedures and systems and development and implementation of the policy are necessary to ensure the institution is gender sensitive and responsive.  

The need to develop a Gender Policy is supported by the need to comply with national and international obligations that Uganda has committed to. Uganda is a signatory to various instruments including; the Convention on the Elimination of All Forms of Discrimination against Women (1979), the Beijing Declaration and Platform for Action (1995), and the United Nations Security Council Resolution 1325 on Women, Peace and Security (2000).  Uganda has a strong Constitution (1995) that guarantees equality between men and women in political, social and economic rights (Articles 21, 32, 33). It has also a legal framework that recognizes equality between women and men such as the National Gender Policy (2007) and the Equal Opportunities Act (2007). The 2030 agenda for the sustainable development goals provides a benchmark for achieving gender equality and empowerment of women and girls. The gender policy will address internal gender inequalities and those resulting from systems and procedures that exacerbate or expose beneficiaries of the police services to gender inequalities or violence.

Duties and Responsibilities

Under the overall guidance of UPF team/committee and technical support from UN Women, the national consultant will be responsible for the following:

  • Conduct a literature review of related international, regional and national instruments and policies and the relevant UPF documents to guide the formulation of a comprehensive UPF Gender policy;
  • Draft an inception report involving key stakeholders in order to inform the methodology, stakeholders to be consulted to gather their inputs into the UPF Gender policy document and outcomes of the consultations;
  • Conduct national and regional stakeholder consultation workshops to solicit further inputs on the formulation of the UPF Gender Policy document addressing key focal areas (1) unequal treatment and access to opportunities and marginalisation of females in the UPF; (2) gender gaps and concerns in service delivery systems and procedures (3) Promote Zero tolerance to sexual exploitation and abuse;
  • raft a comprehensive UPF Gender policy and a costed implementation strategy for approval by the Uganda Police Force;
  • Conduct pre-review workshops at national and regional level with selected stakeholders to obtain their input on the draft policy;
  • Present the draft Gender Policy and a costed implementation strategy to the Police Policy Advisory Committee (PAC) for approval;
  • Present the gender policy to key stakeholders during the launch.

Deliverables:

  • Submission of an inception report defining the methodology to be used for the development of the UPF Gender policy and a costed implementation strategy. This will include meeting with high level management in UPF to secure their commitment. (2 days);
  • Conduct a literature review of related international, regional and national instruments and policies and the relevant UPF documents to guide the formulation of a comprehensive UPF Gender policy.(5 days);
  • Preparation and facilitation of an inception workshop involving key stakeholders to gather their input into the methodology for the drafting process of the Gender Policy (submission of the inception workshop report) (3 days);
  • Conduct consultation workshops (Maraca, Soroti, Gulu, Arua, Moroto, Jinja and Mityana) (24 days);
  • Draft policy recommendations and a costed implementation strategy (7 days);
  • Prepare and facilitate a validation workshop of the draft gender policy and the costed implementation strategy (3 days);
  • Finalisation of the UPF Gender Policy and a costed implementation strategy after integrating the feedback from the pre-review workshop (4 days);
  • Submission of the advanced draft to UPF Policy Advisory Committee and integration of their feedback (6 days);
  • Presentation of the UPF Gender Policy and a costed implementation strategy to the public during the launch (submission of the launch report) (1 day).

Required Skills and Experience

Education:

  • Master's or advanced degree in one or more of the following disciplines: gender studies or law, human rights, international development, social sciences with a gender bias.

Experience:

  • Minimum of 10 years of experience in the area of policy drafting, least 5 years of which should be experience working with the security sector;
  • Demonstrated ability to interact with governmental agencies, good interpersonal skills and organizational proficiency;
  • Experience in developing gender sensitive policy responses;
  • Past proven experience with national development frameworks;
  • Experience in working with justice law and order sectors at all levels;
  • Experience with UN Women and/or other UN Agencies would be an advantage.

Language:

  • Fluency in English is required.

  • Knowledge of local language of the duty station is an advantage

Evaluation

Candidates will be selected on the basis of cumulative analysis of:

• Technical Qualification 70%;

• Financial/Price Proposal 30%.

Technical Qualification evaluation criteria:

  • Qualification and background- 20 Points;

  • Previous experience in the development of institutional policies and strategies- 30 Points;

  • Understanding of gender issues, especially in the justice law and order sector- 30 Points;

  • Experience and familiarity with the UN system and UN Women’s work- 10 Points

  • Language proficiency- 10 points.

Financial Proposal review criteria:

Indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per the deliverables expected to meet the objectives of the assignment (The financial proposal template is included in the template of Letter of Confirmation of Interest and Availability above)
