Background

The ART Initiative– Hub for Territorial Partnerships is a UNDP’s global project that is geared at harnessing the potential of territorial partnerships through a variety of modalities, such as Decentralized Cooperation, South-South and triangular cooperation. ART is therefore an entry point for international cooperation actors interested in harmonizing their respective actions in support of national and sub-national policies for sustainable and local human development. ART aims at strengthening and expanding the existing alliance between UNDP and Decentralized Cooperation partners in support of the implementation of the Sustainable Development Goals (SDGs) at local level. ART also seeks to strengthen the potential and role of Local and Regional Governments (LRGs) as development partners and to promote the principles of development cooperation effectiveness and in support of the localization of the SDGs.

In this framework, the ART Initiative promotes Local Economic Development (LED) as a means to advance the localization of the SDGs. Every two years, ART co-organizes the World Forum of LED, as a platform to critically review experiences and assumptions that have dominated LED discourse and practices over the past two decades. The Forum provides a space for a critical reflection and aims at promoting creative discussions on how can we do things differently in order to better respond to the key challenges that are presented in the new SDGs and the related post 2015 development agenda. The Forum is co-organized by UNDP together with United Cities and Local Governments (UCLG), the International Labour Organization (ILO), the Organisation of Regions United (ORU FOGAR), with the support of the Brazilian Service of Support for Micro and Small Enterprises (SEBRAE) and Municipality of Turin and Metropolitan City of Turin.

The 4th Forum will take place in Praia (Cape Verde) in October 2017. A regional Latin-American preparatory Forum will be held in Cochabamba (Bolivia) in March 2017. Support is needed for the organization of the event for both technical and logistical aspects. In particular for reaching out to partners; coordinating with the members of the Executive Committee; contributing to the definition of thematic lines and agenda; arranging logistics aspects; providing translation services when needed; drafting communication materials; and facilitating the participation of delegations in the Forum.

Duties and Responsibilities

The consultant will work under the direct supervision of the UNDP ART Initiative International Coordinator and in close collaboration with the team. In particular, he/she will undertake the following duties:

Support the mobilization and participation of partners in the Forums:

  • Identify and reach institutions that can meaningfully contribute to the events;
  • Organize follow-up meetings with them to concretize their involvement;
  • Identify potential speakers, send invitations and tracking participant registration.

Support the participation of foreign delegations to the Forum:

  • Liaise with UNDP Country Offices to track participation of delegations;
  • Assisting the organization of meetings between delegations and the co-organizers of the Forums;

Provide support in the logistics for the smooth running of the events:

  • Support general logistical arrangements;
  • Produce a logistics note for speakers and participants;
  • Provide information and assistance to participants as required, including issuing invitation letters as requested, in support of visa procedures and assisting with participants' travel needs;

 Support the production and translation of written materials:

  • Preparing and translating (English / French /Spanish) pre-meeting materials such as brief notes, speakers biographies, logistical notes and others;
  • Support the drafting of articles, brief notes and communication materials for the promotion of the Forums through its website and social media.

Any other similar tasks as requested.

Deliverables:

  • Partners (local / national actors , decentralized cooperation networks , etc. ) mobilized for the participation in the Forums.
  • International panelists identified and confirmed; biographies prepared and speakers briefed on the events.
  • Concept notes and logistics notes prepared and shared with partners and speakers.
  • Communication products prepared and translated.

  • Computer proficiency in standard software applications (MS Office, Excel, Word, Powerpoint).

Required Skills and Experience

Education:

  • Advance degree in relevant fields, such as Political Sciences, Development Studies or International Relations.

Language:

  • Applicants must be fluent in at least English and French. Knowledge of other official languages of the United Nations, especially Spanish is an asset.

Experience:

  • At least 1 year of experience (employment or internship) in the field of development or international relations.

Step 1: Submission of Technical Proposals:

Interested individual consultants must include the following documents when submitting the applications in UNDP Job Shop (Please note that only 1 (one) file can be uploaded therefore please include all documents in one file):

  • Cover letter explaining why you are the most suitable candidate for the advertised position;
  • A brief methodology on how you will approach and conduct the work (Please paste the letter and the brief methodology into the "Resume and Motivation" section of the electronic application).

Step 2: Submission of Financial Proposal

Applicants are instructed to submit their financial proposals in US Dollars for this consultancy to procurement.be@undp.org using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email with the following subject heading: “Financial Proposal* for ART INITIATIVE-Support to the organization of the LED Forum  by 14/10/2016. Proposals to be received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal.

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination, personal security needs and any other relevant expenses related to the performance of services...). The cost of the assignment shall be linked to the deliverables specified above and reflected in the Section B. of the Financial Proposal template.

Application Evaluation Process:

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation. Only highest ranked candidates who would be found qualified for the job based on the P11 desk review will be invited for an interview.

Technical Criteria weight: [70%]

Financial Criteria weight:  [30%]*

Only Individual Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 100 points:

  • Criteria A – Relevant knoweldge of territorial development – max points: 25;
  • Criteria B – Relevant knowledge and/or work experience with local governments and local governments’ associations – max points: 25;
  • Criteria C – Experience in organizing similar events/meetings-- max points: 25;
  • Criteria D – Translations skill– 25.

Financial Criteria - 30% of total evaluation – max. 30 points

The following formula will be used to evaluate financial proposal:

  • p = y (µ/z), where;
  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
