Background

Due to the prolonged period of absence of media freedom, many journalists in Tunisia currently lack the necessary training, skills and expertise that is required of their profession, especially during electoral periods. The High Independent Authority of the Audio-visual Communication (French acronym: HAICA) is confronted with challenges in reinforcing the technical skills of journalists, mainly because of insufficient training opportunities for journalists and media institutions operating outside the capital (Tunis). HAICA has made efforts, through partnership with development partners to run training sessions for skills upgrading, mostly through workshops and seminars. However, HAICA still would need to organise decentralized training sessions to build the professional capabilities of journalists in the field.

In partnership with UNDP through its “Tunisia Electoral Assistance Project” (TEAP), HAICA intends to develop an online self-paced course for journalists on media and elections. The aim of the online course is to enhance the preparation and professionalism of journalist for electoral period and have a better understanding of the elections specificities. The online course aims at reaching a wide target audience by engaging learners from all the governorates in Tunisia

The development of the online course will be carried out in two phases. Phase one (to which this TOR refers) will focus on the development of the course content and phase two will focus on transferring the content to an online platform.

Duties and Responsibilities

TEAP is seeking an Expert to develop the content for an e-learning self-paced interactive training course on Media and Elections, under the supervision of the project’s Chief Technical Advisor. The expert will be responsible for the following:

  • Study relevant documents and existing literature, tools and training materials on media and elections
  • Study the particular context of the media in Tunisia during electoral periods
  • While using available material, design and develop detailed content for an online interactive self-paced e-learning course, mainly targeting Tunisian journalists who would want to gain a basic understanding and awareness of electoral concepts, themes and good practices on media coverage during electoral periods. The course should include the following:
  1. Basic concepts, international standards and good practices pertaining to journalism/media and elections and an overview of key thematic areas relating to media and elections.
  2. Suggested reading materials and resources drawing on national and international case studies.
  3. Training methods to include interactive and stimulating activities to consolidate and reinforce learning.
  4. Mechanisms for self-assessment as the course progresses and overall assessment (final test)
  • In coordination with UNDP and HAICA, select and identify relevant case studies, multimedia material that can be used as examples.
  • Revise and finalise the course content based on discussions and feedback from UNDP and HAICA.
  • Submit final course content and a consultancy report outlining key recommendations.

Expected outputs/Deliverables

The expected deliverables to be achieved are:

  1. Draft of online course content and revisions following feedback,
  2. A copy of suggested multimedia content (image, video, audio) to be integrated to the online version,
  3. Copy of the script for the narrating onscreen text
  4. Online course content designed and developed ready for transferring to an online platform, including a mechanism for evaluating the levels of participant knowledge gained. Hard copy of course content to be provided in Microsoft Word format
  5. Contribution and inputs to the online version (the content translated to an online platform)
  6. The language of the online interactive self-paced e-learning course will be in Arabic or in Frenc
  7. Final mission report submitted

The project will provide the individual consultant (IC) with the necessary available information for the fulfilment of the requested tasks and will facilitate the necessary meetings with HAICA and ISIE.

Competencies

  • Excellent Arabic and/or French language skills. The knowledge of English will be an asset,
  • Experience of working with UN administration and familiarity with UN policies of electoral assistance and understanding of UN/UNDP programming arrangements would be an asset, Prior experience of working in transitional and emerging democracies and/or of working in the MENA region would be an asset,
  • Excellent communications skills.

Required Skills and Experience

  • Master’s degree preferably in communication, journalism, public relations or other related field. Bachelor degree in combination with qualifying experience (7 years) may be accepted in lieu of an advanced university degree.
  • Substantive experience in the field of media, communication, and journalism,
  • Knowledge of electoral concepts, themes, approaches and frameworks (experience as electoral observer, advisor in international electoral assistance mission, electoral administration staff),
  • Proven experience of curriculum design, development and usage of online training programmes for both individual and organisational transformative change, facilitating participatory and interactive capacity building for adults,

The proposal must be composed by:

  • Proposal explaining why s/he is the most suitable for the work;
  • Provide a brief methodology on how s/he will approach and conduct the work (limit to under 1500 words);
  • Provide a brief description of the proposed scenario(s) for the third module of the e-learning course “The role of the media in the different electoral phases” (see  below, Annex).
  • Financial proposal indicating a lump sum consultancy fee for the deliverables. The proposal must separate clearly the fees and the other costs (travel related costs, per diems)
  • Personal CV including past experience in similar projects and at least 3 references with their contacts (name, phone numbers, email address).
  •  The scenario(s) should expose the journalists/trainees to different realistic situations/contexts where they are asked to make choices. The scenario(s) should include proposed feedbacks to the choices made in order to help the trainees to understand their role during the electoral process, and see if they have made a good choice and take a good decision.

NB: Each section should not exceed around 20 minutes; the Final Test around 30 minutes.
