Background

The National Strategic Development Plan 2011-2030(SDP) of Timor-Leste launched in 2011 stresses the need to diversify its economy through developing non-oil based economic sectors.  The current economic structure with high level of reliance on petroleum sector and its fund has led to the inability of Timorese economy to absorb young and local low skilled-labours; in particular, the rural population and women, which are considered as marginalized and least participating in the economic growth of the country.  The SDP also prioritizes development of rural communities in which 70% of population resides, with special focus on job creation by encouraging private sector development enhancing the contribution of small and medium enterprises sector in the economy
Small and Medium enterprises (SMEs) are considered globally as one of the effective catalysts for economic growth, poverty reduction, and job creation and creating social impacts and financing development. Social businesses are defined as enterprises or Business pursuing a social purpose of enhancing the quality life by means of providing social services and creating jobs for special group.  Social enterprises seek to create not only financial returns but also social returns to their beneficiaries.
UNDP has partnership between MCIA and UNDP to develop Social Business through provision of Incubator services. The project aims at promoting sustainable development goals achievement through private sector development, supporting start-up entrepreneurs to fully develop their business ideas into successful social enterprises. 
The project focuses on Timorese entrepreneur’s empowerment to innovatively contribute to the sustainable economic development of the county, tackling poverty and environmental issues through equipping them with knowledge, technology transfer and skills to unveiling the social impact potential of their business ideas;
The project builds on the established loan guarantee scheme with BNCTL and MCIA to avail soft loans to social businesses targeting SDGs goal, the project come under the umbrella of the Prime Minister Campaign to accelerate progress towards the SDGs.  The three stages of this project are presented in more detail below.
Stage 1: Youth Entrepreneurship Camps (idea generation)
Stage 2: Incubation program – support to business pilot projects (Start-ups)
Phase 3: The Innovation Hub (Post Start-up growth)
The Social Business Incubator main goals are:

  • Promote a more inclusive private sector development
  • Increase the awareness of Social Business concept
  • Increase the SMEs founded and managed by locals actively working to solve social issues 
  • Contribute to the achievements of the Sustainable Development Goals
  • Contribute to jobs creation and improvement of family’s income
  • Support capacity development (incubator staff and entrepreneurs incubated)
  • Create an ecosystem for innovation in Timor-Leste

Social Business Incubator is to ensure that the social enterprises have access to up to date knowledge, technology and to ultimately attain business success.  Its objectives are:

  • Promote entrepreneurship:  Support local entrepreneurs generate new business ideas 
  • Identify and select viable business opportunities.
  • Support viable plans:  Develop plan that support business growth and path to sustainability 
  • Provide seed financing: Provide financing to support implementation of business ideas.  Provide stage funding to support growth of new businesses.
  • Business development support:  Provide technical and advisory services to develop businesses.  
  • Generate employment:  Generate employment by supporting business to sustainability.

The business consultant will support assessment of the feasibility of business concepts to grow into sustainable businesses.  For selected social business, business consultant will provide necessary consulting and technical service to improve probabilities of converting concepts into sustainable social business.

 

Duties and Responsibilities

Under overall supervision of UNDP TL Country Director and the direct supervision of the Chief Technical Advisor for the Social Business Incubator Project and in close coordination with the Social Business incubator Project team, the Senior Business consultant is expected support achieving the project expected output through to delivering the following results:

Design a project proposal:

  • Review existing prgrammes and identify UNDP comparative advantage and programme niche in enhancing youth employability to be used as resource mobilization document by the country office, mainly focusing on labour intensive schemes.

Business Ideas screening:

  • Review reasonableness of anticipated benefits and high level estimates
  • Assess market conditions, competitions, and return of social benefit on investment
  • Assess long term financial sustainability
  • Assess risk profile

Provide technical support to refine business cases into strategic plans:

  • Perform strategic risk assessment 
  • Develop risk management strategies
  • Develop a plan with clear approach and targets.

Perform analysis of / or support develop detailed estimates and growth projections

Review resourcing plans and assess adequacy of capabilities and capacities to successfully implement plan.

Test prototype to further refine the business concept

Provide oversight support to guide entrepreneurs.

  • define success for the model 
  • establish achievable milestone targets
  • identify key success factors
  • establish management review process 
  • monitor and measure performance periodically against key success factors
  • assess operational risks & issues and develop mitigation actions

Make recommendations to the programme board/Steering committee/ governance group accountable.

Make recommendations on types of financing agreements/products appropriate to support business concept and mutually beneficial to entrepreneurs and programme.  Suggest credit products to BNCTL.

Develop assurance plan to periodically monitor businesses supported through the program.  Highlight key risks, issues, improvement opportunities and make recommendations to support these businesses succeed.  

Produce quarterly report to the programme board.

If required, support businesses revise plans for failure management

Competencies

  • Excellent interpersonal and networking skills, including the ability to liaise effectively at senior levels;
  • High business planning, modelling, and analytical skills;
  • Ability to communicate and function effectively in an international, multicultural environment;
  • Ability to work effectively in a team.

Required Skills and Experience

Education:

  • Masters degree in Business Administration, Economics, Accounting or Finance or other fields relevant to the assignment.

Professional Experience:

  • At least 10 years of professional experiences in management consultancy, strategic planning, business development, or finance related positions. 
  • Relevant experiences in business management and financial planning.
  • Demonstrate ability to effectively build and strengthen partnerships with key stakeholders, including government, civil society, local community, private sector and development partners.
  • Experience conducting training and other capacity development activities.
  • Ability to work effectively with MS Office.
  • Regional experience in Southeast Asia or the Pacific region, particularly in post-conflict context, is a plus, especially if in Timor-Leste.

Language Requirements:

  • Proficiency in written and spoken English is a must.
  • Knowledge and ability to communicate in Tetum, Portuguese, or Bahasa Indonesia is an advantage.
