Background

The New Deal is a key agreement between fragile and conflict-affected states, development partners, and civil society to improve the current development policy and practice in fragile and conflict-affected states. It was developed through the forum of the International Dialogue and signed by more than 40 countries and organizations at the 4th High Level Forum on Aid Effectiveness on November 30th 2011 at Busan, Korea. The New Deal for Engagement in Fragile States is a landmark global policy agreement. Through the New Deal, development partners committed to supporting nationally-owned and led development plans and greater aid effectiveness in fragile situations (the TRUST principles), and g7+ governments committed to inclusive planning processes, grounded in context (the FOCUS principles). Both parties committed to pursuing the five Peacebuilding and Statebuilding Goals (PSGs): legitimate politics, justice, security, revenue and services and economic foundations.

At the global level UNDP has supported the g7+ and the New Deal through the New Deal Implementation Support Facility which is a mechanism that serves to strengthen the New Deal implementation and the g7+ group. 
Launched in 2014, the New Deal Implementation Support Facility has allowed UNDP to step up its engagement in New Deal processes and provide support to work in g7+ member states, including in Timor-Leste.

Since the initial International Dialogue on Peacebuilding and Statebuilding held in Dili April 2010, Timor-Leste has remained a strong advocate of the New Deal, the g7+ and Fragile-to-Fragile support globally, and continues its national transition towards socio-economic stability based on New Deal principles. Its first Fragility Assessment was completed in 2012, and national PSG indicators and a fragility spectrum were developed. In 2013, a New Deal Implementation Task Force was established. In 2015, the county underwent a second phase fragility assessment. 

September 2015 saw the adoption of the SDGs by the UN General Assembly. Timor-Leste’s has a strong commitment to achieving and implementing the agenda 2030. Underlining this commitment, Prime Minister Dr. Rui Maria de Araújo joined nine other heads of state in signing the “Implementing the 2030 Agenda for Sustainable Development: A Call to Action”; the young nation committed with the Global leaders of Brazil, Columbia, Germany, Liberia, South Africa, Sweden, Tanzania and Tunisia  to lead SDGs implementation by example, promoting sharing best experience and continuous engagement globally at the highest political level. However the reality of translating the global commitment of TL into local action for the youngest and only nation Asian who accepted to join the global SDGs champions poses a great challenge. In this regard, the New Deal for Fragile States offers many ongoing lessons that can help countries deliver on the 2030 Agenda. In particular, the New Deal priorities, processes, tools and mechanisms can be built upon in the SDG implementation.

To support the government of Timor-Leste, UNDP is recruiting a national officer to assist with SDG and New Deal implementation in Timor-Leste.  

Duties and Responsibilities

The policy advisor (consultant) will provide support in the following areas: 

  • Assist in providing technical advice on SDGs and New Deal Harmonization with the national strategic development policy framework.
  • Assist with  development of the national road map for SDGs implementation.
  • Provide support to the PM’s Office on stakeholder’s coordination and consultation (Government, Development partners, Civil Society Organizations and Private sector).
  • Provide technical assistance to the media and communication team on key messages on SDGs. 
  • Provide support with preparations for the High Level Meeting on SDGs implementation in Fragile States, including with media outreach and communication. 
  • Support other tasks to the Prime Minister’s Office, as requested. 

Competencies

  • Excellent communication skills, both written and oral.
  • Willingness to undertake a wide range of tasks on a demand-led basis, and in a dynamic and fluid environment.
  • Ability to build and maintain partnership networks and strong relationships with counterparts.
  • High levels of enthusiasm, resilience, and a can-do attitude.

Required Skills and Experience

Academic Qualifications: 

  • Master’s degree in development, international relations, social sciences, or any other related field.

    
Experience:

  • A minimum of 5 years’ experience working in the area of sustainable development.
  • Demonstrated experience working on strategic development planning processes, preferably for government agencies. 
  • Demonstrated experience supporting multi-stakeholder coordination.
  • Experience with supporting communication and media outreach is highly desired. 
  • Strong knowledge and understanding of the New Deal principles and 2030 Agenda framework.  
  • Strong knowledge of the functioning of Timor-Leste’s government institutions is a strong asset.  

Language skills:

  • Excellent communication skills in written and spoken English and Tetum.
  • Fluency in Portuguese is an asset.
