Background

The Government of Timor Leste (GoTL) published its Strategic Development Plan (SDP, 2011-2030), which sets out an agenda for action with a focus on promoting Social Capital, Infrastructure Development and Economic Development, underpinned by a further focal area on Institutional Development.  The Strategy maps very closely to the National Adaptation Plan of Action (2010) and the NAPA objectives are embedded within the SDP, thereby becoming integral with the Government’s vision for the future development of the country.


The GoTL requested UNDP to assist in formulation and implementation of projects to implement NAPA priorities, in its capacity as Implementing Agency accredited to the Global Environment Facility (GEF) that administers the Least Developed Country Fund (LDCF).  UNDP is supporting the Government of Timor Leste in the implementation of two National Adaptation Programme of Actions (NAPA) follow-up projects under the least developed country fund (LDCF) administered by the Global Environment Facility (GEF). Through these projects, the government aims to strengthen the capacity of local administration to address climate and disaster risks mainly flood, erosion and landslides through a) introduction of climate resilient small scale rural infrastructures (SSRI Project) and b) community based watershed approach to disaster risk management along the Dili to Ainaro Road Development Corridor (DARDC Project).

 
The Full Scale Project “Strengthening the Resilience of Small Scale Rural Infrastructure and Local Government Systems to Climatic Variability and Risk” is being implemented between the period of November 2013 and December 2017 to support the Ministry of State Administration (MSA) and Ministry of Commerce, Industry and Environment (MCIE) to implement climate resilient rural infrastructure projects in the three focus Municipalities of Baucau, Ermera and Liquica. The LDCF funds for this project are being used by the Government of Timor Leste to address these barriers through 3 components which include the provision of substantial capacity development measures to strengthen the capacity of Local Administrations and service providers on climate resilient local planning and budgeting processes and infrastructure engineering and implementation. 


The Dili-Ainaro Road Development Corridor (DARDC) project, which is also financed through the Least Developed Country Fund (LDCF) and implemented by the Ministry of Social Solidarity (MSS), is aimed at strengthening the resilience of communities living in the Dili-Ainaro Road Development Corridor to climate-induced disasters such as floods and landslides and to reduce the risk of damage to road infrastructure. The project aims to achieve this by strengthening capacities and providing investments for disaster risk management (DRM) measures using ecosystem-based approaches in the three focus Municipalities of Dili, Aileu and Ainaro.


In addition to addressing overall climate change adaptation and disaster risk management aspects, these projects aim to strengthen local administration functional as well as their technical capacities for addressing and integrating climate variability risk and vulnerabilities in local planning, budgeting, implementation, operation and maintenance and DRM measures.


Given the nature and contribution to addressing climate variability and DRM, these two projects require strong monitoring and evaluation frameworks and with clear linkages to the UNDAF results matrix and other existing M&E systems.  The M&E tools and system developed will be utilised by the M& E focal points and the project team members for monitoring and evaluation.
UNDP is seeking a Monitoring and Evaluation Consultant to work with the project team on a substantive review and analysis of the projects M&E framework and to provide associated capacity development on results based management and monitoring.

 

Duties and Responsibilities

Under the overall supervision of the Project Manager/CTA and with consultation of UNDP Resilience Unit and other projects staff, the Consultant will be responsible for the following tasks:

Inception Phase

  • During the inception phase the consultant shall review relevant literature and documents provided (including the existing M&E Framework, PRODOC, MTE Report, RRF, PIR, Annual Reports, Quarterly Reports, QA, etc.)  provided at the start of the assignment. 
  • Prepare an inception report summarizing the objectives, scope and outputs of the assignment, organisation and methodology for achievement of the outputs, including the schedule.

Technical Assistance for Capacity Development

  • Technical assistance to the project team and counterparts in reviewing and developing a robust and responsive internal M&E processes and reporting provided.
  • TA provided to strengthen and develop the capacity of the project team and national counterparts on RBM, and results based monitoring and evaluation;
  • Internal capacities developed through knowledge transfer and skills training to government counterparts, project staff and stakeholders and relevant capacity development initiatives provided reported/documented. 
  • Mentoring and coaching project staff members and counterparts so that they understand the approach, procedures and tools developed.

Risk and Issue Log and Lessons Learned Log 

  • Risks and issues log reviewed and updated for both projects
  • Lessons learned log reviewed and updated 

Monitoring & Evaluation Framework

  • Reviewed the projects M&E framework including annual targets and indicators, mechanism for baseline data/collection/updating and monitoring and evaluation tools.
  • The respective comprehensive and costed M& E Plans established for each projects will be fully populated with all baseline data, targets and milestones. 
  • Develop a comprehensive Monitoring and Evaluation Plan for both (SSRI and DARDC) projects which shall include the methodology and framework for monitoring and evaluation of the implementation of all project activities, the processes to be followed and M&E tools to be used.

Required Skills and Experience

Education: 

  • Advanced degree – Master’s Degree in field relevant to the assignment, for example in Development Studies, Monitoring& Evaluation, Business Administration, Economics, Project management, Engineering or related fields OR Undergraduate university degree with relevant combination of professional training, certification and experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of seven (7) years of progressively responsible experience in the area of RBM, Strategic Planning, and M&E related capacity building including at least 5 years working with government agencies and/or international organisations. 
  • Proven experience in the monitoring and evaluation of development projects, with a minimum of 3 years’ in-depth knowledge and demonstrated experience in Results Based Management/Monitoring and designing and developing M&E Plan.
  • Experience in facilitating training and capacity development programmes.
  • Knowledge of UN system, procedures and operational activities for development is an advantage.   

Language requirements:

  • English language – excellent written and oral communication skills. In addition to excellent command of English, proficiency in Bahasa Indonesia, Portuguese or Tetum will be an advantage.
