Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has the mandate to “assist Member States and the United Nations system to progress more effectively and efficiently towards the goal of achieving gender equality and the empowerment of women”. In order to implement this mandate UN Women is committed to, inter alia; (i) improve results based management (RBM), with regional offices providing support and guidance to UN Women country presence in this area and; (ii)  “lead, coordinate and promote the accountability of the United Nations system in its work on gender equality and women’s empowerment ”.

The Monitoring, Reporting and Coordination Officer will support the UN Women Regional Office for Asia and The Pacific (RO) in the above task. Under the overall guidance of the Deputy Regional  Director, s/he will report to the Strategic Planning and Coordination Specialist and work in close collaboration with the Communications Specialist, Regional Evaluation Specialist and the Programme Support Team.

Duties and Responsibilities

Summary of Key Functions:

  • Support to regional office in Strategic Notes (SN)/Annual Work Plan (AWP) management and quality assurance, monitoring and reporting of SN’s and AWPs and the implementation of results based management principles;
  • Support quarterly and annual reporting processes, and information management;
  • Support to UN Coordination and the monitoring of results in this regard

Support the Strategic Planning and Coordination Specialist in strategic planning and quality assurance of Strategic Notes, Annual Work Plans and the implementation of results based management principles:

  • Provide technical support to planning, monitoring and reporting processes in the RMS;
  • Conduct regular analysis and identify gaps for support to accelerate delivery and implementation of AWPs at the regional and country level;
  • Visit country offices to support monitoring and reporting of results;
  • Review and provide feedback to Development Results Frameworks (DRF) and Operational Efficiency and Effectiveness Frameworks (OEEF), with emphasis on the indicators and results framework;
  • Ensure linkage of Annual Work Plans (AWPs) and corresponding Monitoring, Evaluation and Research (MER) Plans with the UN Women Strategic Plan;
  • Ensure training and capacity building on monitoring and reporting is transferred to programme partners and country offices as a whole.

Provide quality assurance and technical support to regional office in monitoring and reporting as related to the SN and AWPs:

  • Synthesize and analyze monitoring data from countries on a quarterly basis, and develop regular management briefs to inform decision-making;
  • Work with communications team to provide regular reports on results achieved;
  • Undertake multi-year results and indicator analysis to enhance reporting and communication on multi-year results;
  • Support UN Women offices in meeting internal reporting requirements in RMS, including quarterly and annual reporting process;
  • Upload and update regional data into RMS for annual and quarterly reporting;
  • Support monitoring of resource mobilization efforts across the region in LEADS as necessary.

Support the Regional Strategic Planning and Coordination Specialist to:

  •  Provide Secretariat support to the RCM Thematic Working Group on Gender and its related sub-groups;
  • Support the monitoring, collection and analysis of good practices on Coordination in the region;
  • Support the generation of new ideas, including networking and learning events;
  • Support activities implemented under the auspices of the RCM Thematic Working Group on Gender Equality and Women’s Empowerment (and its sub-groups).

Contribute to knowledge management and capacity building:

  • Extract key success stories and results from RO and in collaboration with the Communications Specialist, ensure better visibility of results and dissemination of lessons learned;
  • Develop capacity development tools, including training materials and packages;
  • Support capacity building of staff and partners in the region in the areas of Results Based Management (RBM);
  • Promote the awareness and understanding of the shared responsibility of M&R among all staff members through communication, training, learning and development activities.

Impact of Results:

The above key results have an impact on the effective planning,  monitoring and reporting of UN Women results and the implementation of Results Based Management (RBM) principles at the regional level. The expected results will also contribute to further strengthening UN Women RO’s role in regional coordination mechanisms and the analysis of best practices in coordination in the region.

Required Skills and Experience

Education:

  • Master`s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies. Advanced University degree in Monitoring and Results Based Management considered an asset.

Experience:

  • 3 years of relevant national/international working experience in international development with substantive experience in the area of development and or gender equality and women’s empowerment issues;

  • Preferably 3 years of experience working in the area of monitoring and reporting, including proven track-record in the design and implementation of comprehensive monitoring systems;

  • Good knowledge of research methods, solid understanding of information management, and knowledge of ATLAS and Prince II considered an asset.
