Background

The project aims to enable Lebanon to prepare, produce and disseminate its Second Biennial Update Report (BUR) to the UN Framework Convention on Climate Change (UNFCCC) in order to fulfill Lebanon’s commitments as a Non-Annex 1 Party to the Convention. The BUR documents and reports the country’s GHG inventory and the implemented sectoral mitigation actions that are contributing in reducing GHG emissions.
The first BUR has been submitted in October 2015, reporting the GHG emissions for the year 2011 and tracking mitigation actions for the period 2005 -2011. The Third National Communication updated the GHG inventory for the year 2012 and was submitted in November 2016.
The purpose of this consultancy is to update the GHG inventory for Land Use, Land Use Change and Forestry, to report the progress of sectoral mitigation actions and prepare a guidance note on local carbon offsetting through LULUCF.

Duties and Responsibilities

The consultant shall update Lebanon’s GHG inventory for land use, land use and forestry for the years 2013-2015 using the IPCC GPG 2003 for LULUCF 1and conduct report on the progress mitigation actions for the LULUCF sector in Lebanon for the period 2012-2015. The consultant shall also develop a guidance note for local offsetting of carbon emissions through reforestation, afforestation and conservation of forests in Lebanon.
General tasks
The tasks mentioned below shall be performed in close cooperation with the UNDP/Climate change team and the Ministry of Environment.
The Consultant shall be responsible for carrying out all the necessary data collection work and investigations to compile information and data required for the work. The tasks involved will cover the following items:
Task 1: Update GHG inventory for LULUCF:

  • Update national circumstances of LULUCF to reflect the current situation;
  • Update GHG inventory for LULUCF using approach 3 of the IPCC GPG 2003 for LULUCF for the years 2013, 2014 and 2015;
  • Prepare a trend analysis for the period 1994-2015 and recalculate emissions for the years where new and additional information is available. 1 IPCC, 2003.   • Provide an interpretation of the results with the identification of main drivers and underlying factors behind the change of emissions of the period 2013-2015;
  • Document and provide the data used to produce the national emission and removal estimates (Tiers used, emission factors, activity data, assumptions, expert judgments, etc.)

Task 2: Update mitigation actions for LULUCF:

  • Identify new projects, activities and initiatives undertaken by the public and private sectors to reduce emissions/increase sink from LULUCF for the period 2012-2015;
  • Provide update on the progress of projects and activities identified in First BUR2;
  • Report these mitigation actions in a tabular format that includes:
  • Name and description of the mitigation action including information on the nature of the action, coverage, budget (financial costs) and source of funding, qualitative goals and progress indicators;
  • Information on methodologies and assumptions;
  • Objectives of the action and steps taken or envisaged to achieve that action;
  • Information on the progress of implementation of the mitigation actions and the underlying steps taken or envisaged and the results achieved such as estimated outcomes and estimated emission reduction.

Task 3: Guidance note on local carbon offsetting:

  • Estimate the carbon offsetting potential of reforestation, afforestation and forest conservation projects;
  • Develop local indicators related to carbon removal potential per area of plantation and type /age of tree;
  • Prepare a guidance note providing step by step assistance on planning and implementing LULUCF related projects to sustainably offset carbon, including best practices based on local experience;

Methodology of Work

  • The methodology of work will follow approach 3 of the IPCC GPG 20033 for LULUCF to assess the changes in land use and forestry for the period 2013-2015 in addition to desk review of relevant national and international reports, scientific publications and other resources. In addition, direct consultations and data validation with key stakeholders are required;

The work is expected to be carried out by one nationally recruited consultant with expertise in forestry and climate change as well as adequate technical knowledge and experience.

Required Skills and Experience

Academic Qualifications:

  • University degree at the Masters level in agriculture or forestry or closely related fields. PhD will be considered as an asset.

Years of experience:

  • Local relevant experience of minimum 5 years;
  • Extensive knowledge of and experience in forestry and national policies;
  • Previous experience in preparation of studies and reviews;
  • Substantial knowledge of IPCC manuals and guidelines, Good Practice Guidelines (GPG) and Uncertainty Management in National GHG Inventories is a plus;
  • Familiarity with national communications processes under the UNFCCC is a plus.

Language Requirements:

  • High proficiency in Arabic and English languages.
