Background

The Project rationale/background and objectives:

UNDP and Government of Uganda is implementing 2016-2020 Country programme that is aligned to the National Development Plan. Under the programme, UNDP is supporting the Gou in building institutional capacity for effective service delivery. Under the Institutional Effectiveness programme, UNDP seeks to support Office of the Prime Minister with Technical Assistance to the Presidential Advisory Committee on Budget.

Context of the required services:

The Presidential advisory committee  that was established in 2013  to ensure that the  Ruling Party Manifesto, the National Development Plan and Vision 2040 priorities are mainstreamed in the budgeting process. The Committee works under the stewardship the Vice President and the Prime Minister with the Office of the Prime Minister (OPM) providing the secretariat. The coordination and facilitation of activities of the various stakeholders is assigned to the Ministry of Finance, Planning and Economic Development through the Office of the Government Chief Whip. The Committee is charged with prioritization of resources to boost production, alignment of sector plans and budgets to strategic priorities, identification of sources of generating revenue, and advising Government on how to improve on service delivery.  The Committee comprises of the following five sub committees: Social Services Sub-committee (Education, Sports, Health and Social Development); Physical Infrastructure Sub-committee (Works, Transport, Water, Environment, ICT, Lands, Housing and Urban Development); Governance and Public Administration Sub-committee (Security, Justice, Law and Order, Accountability, Public Administration, Legislature, Public Sector Management); Agriculture, Trade, Industry and Tourism Sub-committee (Agriculture, Animal Industry, Fisheries, Tourism, Trade and Industry); and Revenue and Budget Sub-committee (to propose revenue enhancement measures in consultation with URA).

Starting financial year 2017/18, the Government of Uganda plans to roll out the ‘Program Based Budgeting’ (PBB) aimed at improving budget efficiency and transparency. PBB replaces the current ‘Output Based Budgeting’ to strengthen coherence in planning and budgeting and improve accountability. The implementation of these changes require enhanced capacity of PACOB to guide preparation a national budget that is consistent with the new developments.

The relevance/purpose of the work required and how it is linked to the project context:

To effectively deliver on its mandate as secretariat to PACOB, OPM has secured support from the United Nations Development Programme (UNDP) to recruit a Technical Advisor for the Presidential Advisory Committee on the Budget (PACOB). The technical assistance will provide advisory support to the PACOB Secretariat and its committees to enhance the analytical rigor in the scrutiny of the 2017/18 budget call circular and budget strategy to ensure prioritization and alignment of sector budgets to Vision 2040, NDP II, national, regional, continental and global commitments, within the framework of the Public Finance Management Act (PFMA). The assistance will also strengthen the institutional capacity for budgeting, expenditure management and the financial management of government operations.

The stakeholders of the project:

This stakeholders of this technical advisory support to  the Presidential Advisory Committee to the Budget (PACOB) include the following:

  • Government of Uganda (Presidential Advisory Committee on Budget, Office of the Prime Minister, Ministry of Finance, Planning and Economic Development, Parliament, MDA and Local Governments
  • Development Partners (UNDP and other Multilateral and Bilateral Aid Agencies)
  • Civil Society
  • The Private Sector

The peculiarity of the setting of the project or the work required, if any (e.g., security risks involved in conducting the work in certain communities, certain cultures and practices unique to the stakeholders, etc)

The project (consultancy process) does not have any significant risks, except the risk of inadequate participation of the key stakeholders in the advisory support to PACOB.

Duties and Responsibilities

Scope of Work:

The expected results by the Technical Advisor:

To  provide advisory support to the PACOB Secretariat (OPM) as well as the main Committee and sub committees under PACOB with three main aims:

  • Improving the coordination of the PACOB stakeholders and processes to maximize participation and engagement and improve timeliness and content in the operations and products of PACOB;
  • Increasing analytical rigor in the scrutiny of the budget call circular, budget strategy, prioritization and alignment of sector budgets to Vision 2040, NDP II, the SDGs, EAC and AU Agenda’s, the NRM Election Manifesto 2016-2021, and the President’s 23 Strategic Guidelines and Directives to achieve lower middle income status by 2020;
  • Strengthening the PACOB’s institutional capacity to advise on the national budget.

The specific tasks  and activities of the Advisor will be to:

  • Review the TOR and prepare and inception report;
  • Assist OPM in fine-tuning the processes and outputs of PACOB;
  • Contribute to the development of the methodology in the area of linking strategic prioritization and program budgeting by PACOB;
  • Work closely with the PACOB secretariat to build capacity for technical backstopping of PACOB Sub Committee work.

Expected Outputs and Deliverables:

The expected outputs and specific deliverables in sequence, corresponding to the work and their corresponding target delivery dates:

  • An Inception Report for the Advisory Work: At the end of the first week the advisor will submit an acceptable inception report showing a work plan of significant tasks to be undertaken during the contract period;
  • Strategic Sector Papers prepared by the 5 PACOB subcommittees for the submission to PACOB Plenary;
  • Report of the PACOB to the President outlining recommendations for the Annual budget for FY 2017/2018;
  • Annual budget for FY 2017/18 aligned to policy and priorities in Vision 2040, NDP II, the SDGs, EAC and AU Agenda’s, the NRM Election Manifesto 2016-2021, and the President’s 23 Strategic Guidelines and Directives to achieve lower middle income status by 2020;
  • Monthly updates to the PS/OPM on progress on milestones in inception report, work program for the next month and problems encountered;
  • Final report, at the end of the contract on work undertaken – including recommendations for future work and how PACOB can be strengthened.

Required Skills and Experience

Academic Qualifications:

The Advisor should have the academic and professional qualifications as follows:

  • Advanced Degree in Economic  or public finance; Post graduate qualifications in any of the following:Development economics/Development Studies; Public policy; Public sector monitoring and evaluation.

Years of Experience:

  • The Advisor should have at least 10 years’ experience at senior policy level in the Public Sector and have a working knowledge/practical experience of economic policy and planning, public sector planning and budgeting, public sector monitoring and evaluation, and coordination;
  • Vast knowledge on existing policies in Uganda, Vision 2040, NDP II, SDGs, EAC and AU Agenda’s development agenda, the NRM Election Manifesto 2016-2021, and the President’s 23 Strategic Guidelines and Directives to achieve lower middle income status by 2020. Knowledge of Uganda’s legal framework for budgeting, especially the newly amended Public Finance and Management Act (PFMA) 2015; and practical experience in public sector planning and budgeting.

Language required:

  • Proficient in written and spoken English.

Evaluation and Method Criteria:

The individual consultant(Advisor) will be evaluated on the following basis:

  • Cumulative Analysis.

The award of contract shall be made to the individual whose offer has been evaluated and determines as:

  • Responsive/compliant/acceptable, and;
  • Having received the highest score out of the weighted technical and financial criteria set for this solicitation i.e. 70% (technical responsiveness) and 30% (financial responsiveness);
  • Only candidates obtaining minimum of 49points (70% of the total technical points will be considered for financial evaluation).

Technical Criteria – Maximum 70 points:

  • Criteria A: relevance of education – Max 25 points;
  • Criteria B: Special Skills, language, etc – Max 5 points;
  • Criteria C: Relevance of Experience – Max 40 points.

Lowest price and technically complaint offer:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as both:

  • Responsive/compliant/acceptable, (fully meeting the ToR provided) and;
  • Offering the lowest price/cost.

Price Proposals and Schedules of Payments:

  • 30% upon submission of Inception Report- 5 days after signing of contract;
  • 20 % upon submission of report of the PACOB to the President- 62 working days from submission of inception report;
  • 10 % on submission of Final Draft National Annual Budget Framework Paper for FY 2017/18 that is aligned to policy and priorities (appraisal note) - 10 Working days from final PACOB plenary session to present report to President;
  • 40% upon submission of Final report- 4 Working days from presentation of report to the President.
