Background

Launched in November 2014, INFORM is a methodology to measure risks which can support decisions about crisis and disaster prevention, preparedness and response. The global index combines approximately fifty indicators to measure hazard exposure, vulnerability, and capacity in each country, and details how these indicators have changed over time. The results of INFORM are a series of user-friendly risk profiles for 191 countries that can be used by humanitarian and development actors, to compile and understand the risk of humanitarian crises and disasters. The data generated can subsequently enable risk-informed development and crisis and disaster risk management.

The INFORM Subnational Acceleration project is intended to improve shared analysis and decision-making in humanitarian and development sectors through the accelerated implementation and use of INFORM models at country level. In particular, it aims to ensure that shared risk analysis is used across humanitarian and development sectors, and that strategies and programmes are better aligned to address the location and types of risks.

The expected outcome is a shared and open analysis of crisis and disaster risk among national development and humanitarian actors enabling better risk-informed decision-making for planning and programming. This will be achieved by:

  • Establishing of support facility to provide technical assistance to local partners in 5 priority countries to develop an INFORM Subnational model, adapted from the global tool;
  • Building capacity at regional and national level to develop, use and expand INFORM Subnational through training staff in INFORM Partner organisations, regional organisations and governments and improving and increasing tools, guidance and capacity to support the roll-out of INFORM Subnational; and
  • Conducting an assessment to understand the added value and sustainability of INFORM Subnational projects.

Duties and Responsibilities

The Specialist will assist Building capacity at regional and national level to develop, use and expand INFORM Subnational through training staff in INFORM Partner organisations, regional organisations and governments and improving and increasing tools, guidance and capacity to support the roll-out of INFORM Subnational.

The Specialist will provide direct support to implementation of INFORM Subnational. The Specialist will report to the Partnership Adviser for Climate Change and Disaster Risk Reduction of UNDP Geneva, with a matrix reporting line to the OCHA Information Officer.

Responsibilities

  • Update and improve INFORM Subnational Technical Guidance, and make a proposal for the final guidance and how it will be integrated with the Training Programme;
  • Develop options for an INFORM Subnational Training Programme and a plan for how the preferred option will be implemented;
  • Develop a proposal for a roster of trained consultants to support development of INFORM Subnational models;
  • Develop the assessment parameters and monitoring framework for the INFORM Subnational Acceleration Programme.

Deliverables

  • Complete written guidance on INFORM Subnational;
  • Written proposal/outline of INFORM Subnational training programme, including content and costs;
  • Written proposal/outline of INFORM Subnational roster, including identification of consultants, training and accreditation method;
  • Written monitoring and evaluation framework and monitoring and evaluation plan, based on the project proposal.

Duration of the Work

The consultant will be hired for a total of 15 work days in the period from 1 December, 2016 to 31 January, 2017.

 Duty Station

The consultant will be based in the UNDP Geneva office, with possibility to work remotely if required.

Required Skills and Experience

Education

Advanced University degree in international relations, or development-related area of study.

Experience

  • At least 7 years of relevant professional experience in partnership programmes, risk management, DRR, emergency preparedness, crisis response;
  • Experience working with UN, World Bank or other multilateral agency;
  • Experience of risk analysis and its application to multi-stakeholder processes;
  • Experience of developing training in the humanitarian/development sectors;
  • Experience of carrying out assessments of humanitarian/development programmes.

Languages

  • Excellent written and oral English skills
  • Working knowledge of another UN language desirable.

Scope of Price Proposal and Schedule of Payments

This assignment is for a specific duration, the best option is to submit a proposal with daily fees. The Daily Fee must be “all-inclusive” as no extra payment will be provided to deliver this TOR. The condition of payment for successful candidate will be upon submission of IC Time Sheet according to payment terms, duly approved by the Individual Contractor’s supervisor, which shall serve as the basis for the payment of fees.

Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.  If you are employed by an organization/company/institution, and you expect your employer to charge a management fee in the process of releasing you to UNDP under Reimbursable Loan Agreement (RLA), you must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Criteria for Selection of the Best Offer

Candidates will be evaluated using a combined scoring method with the qualifications and methodology weighted at 70% and the price offer weighted at 30%.  Only candidates obtaining a minimum of 49% (out of 70%) points on the technical qualifications part will be considered for the Financial Evaluation.

Criteria for evaluation of qualifications and methodology (70 points maximum):

  • Relevance of education to the position (Max: 10 points);
  • Proven ability to coordinate multi-stakeholder processes, particularly in the area of risk analysis, DRR, and information management (Max: 25 points);
  • Proven and adequate expertise in training and programme assessment ; (Max: 20 points);
  • Proven information management, analytical and writing skills (Max: 15 points).

Criteria for financial evaluation (30 points maximum):

The following formula will be used to evaluate financial proposal: p = y (µ/z)

  • Where p=points for the financial proposal being evaluated;
  • y=maximum number of points for the financial proposal;
  • µ=price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
