Background

UNDP is one of the Implementing Agencies of the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol and the Global Environment Facility (GEF).

UNDP works with public and private partners in developing countries to assist them in meeting the targets of reducing the use of ozone depleting substances under the Montreal Protocol. In addition, UNDP also helps developing countries reduce and eliminate the emissions of Persistent Organic Pollutants as well as the use and emissions of mercury.

UNDP’s ozone and chemicals global programmes are managed by the Montreal Protocol and Chemicals Unit (MPU/Chemicals) within the Sustainable Development Cluster of the Bureau for Policy and Programme Support (BPPS) in New York, with staff also located in UNDP Regional Centers in Istanbul Panama City and Bangkok.

Since 1991, UNDP has received over US $800 million in grants from the Multilateral Fund, the Global Environment Facility (GEF) and bilateral donors to undertake thousands of activities related to ozone and chemicals in nearly 100 developing countries and countries with economies in transition.

A number of factors justify the importance of adopting a gender-responsive approach to the management of chemicals.  The major factors include: differences in physiological susceptibility, cross-generational transfers to the unborn child, and the resulting health effects as well as the source of exposure to toxic chemicals (workplace vs. household).  Men, women, and children vary in their physiological susceptibility to the effects of exposure to toxic chemicals.  In addition, each group is exposed in different ways to different toxic chemicals in daily life.

Recognizing the significant linkages between chemicals and gender, UNDP produced a publication “Chemicals and Gender” in 2011.  Nonetheless, UNDP has identified the need to strengthen the capacities at different levels to ensure gender equality is well-integrated into chemical and ozone projects design and implementation. 

Duties and Responsibilities

  • The consultant will analyze, review and develop technical and policy-relevant materials, including methodologies and tools to integrate gender considerations into ozone and chemicals projects;
  • The consultant will conduct a desk review of the most relevant documents and technical guidelines (i.e. policy briefs and other materials relating to chemicals and ozone projects;
  • The consultant will prepare a questionnaire and conduct a survey to identify capacity needs and opportunities to mainstream gender into chemicals and ozone projects in at least 10 countries selected in coordination with UNDP MPU/Chemical team;
  • The consultant will develop a practical guidance document on how to integrate gender considerations into the preparation and implementation of chemicals and ozone projects using as a reference the UNDP-GEF Gender Toolkit already available;
  • The consultant will support in organizing at least one training workshop (as part of the MPU/Chemicals team’s retreat in January 2017) on gender and chemicals and for this purpose will develop the agenda, methodology and a PowerPoint presentation;

Expected Deliverables:

  • Methodological toolkit (practical guidance document which will include examples of indicators, outcomes, outputs and good practices; ToR template; and a directory of potential gender experts on chemicals) to integrate gender considerations into ozone and chemicals projects, during the design, implementation and M&E project cycle,

                         Due date 15 December 2016

  • Develop an agenda, methodology and a PowerPoint presentation for training workshop

                         Due date 31 December 2016    

Institutional Arrangement:

  • The consultant will report to, seek approval/acceptance of outputs from the task team leader (MPU/Chemicals Team and UNDP Gender Team);
  • The contractor is expected to have her/his own office space, laptop and access to internet and a printer during the assignment (the cost of this facilities should be included in the financial proposals, if required).

Payment terms:

  • Payments will be made based on the agreed financial proposal and released upon submission of a certificate of payment request, indicating deliverables achieved and days worked to be verified and cleared for payment by the supervisor.

Duration of the Work:

  • The contract will enter into effect upon signature of both parties and is expected to last for two months with a maximum of 20 working days.

Travel

It is expected that the expert will undertake the following mission to New York, USA:

  • 2 days mission in the month of November 2016, if necessary.

The applicants are expected to reflect the cost of the above travel in their financial proposals.

Scope of Price Proposal and Schedule of Payments:

  • Financial proposals must be all inclusive and must be expressed based on each deliverable identified above;
  • Payment will be made upon submission of a certificate of payment request, indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor.

  • Highly organized with strong analytical, synthesis, and research skills.

Required Skills and Experience

Education:

  • Master’s degree in gender or other related area is required

Experience

  • At least 15 years of experience in mainstreaming Gender into Chemicals and/or Environment policy processes;
  • Experience in capacity development and development of methodologies, tools and manuals on gender and chemicals or environment, particularly within a UN context;
  • Familiarity with ozone projects under the Montreal Protocol and chemicals projects under the GEF is desirable;
  • Familiarity with the UN System. Experience at HQ and/or country levels; is desirable;
  • Experience in producing reports in English.

Language

  • Fluency in English is required

Evaluation Method

  • Only those candidates that meet the minimum level of education and relevant years of experience requirements will be considered for the technical evaluation. The selection of the best offer will be based on a Combined Scoring method where the technical evaluation will be weighted a maximum of 70 points, and combined with the price offer which will be weighted a maximum of 30 points.

  • Familiarity with the UN System. Experience at HQ and/or country levels; 5 points;
  • Experience in producing reports in English 5 points;
  • Fluency in English, 5 points.

NB: Only candidates obtaining a minimum of 49 (70%) points on technical evaluation will be considered for the Financial Evaluation.
