Background

Launched at the United Nations in 2008, the Business Call to Action (BCtA) aims to accelerate progress towards the Sustainable Development Goals (SDGs) by challenging companies to develop inclusive business models that engage people at the base of the economic pyramid (BoP) – people with less than US$8 per day in purchasing power – as consumers, producers, suppliers and distributors of goods and services.

 

The BCtA is a unique multilateral alliance among donor governments – including the Dutch Ministry of Foreign Affairs, the Swedish International Development Cooperation Agency (Sida), the UK Department for International Development (DFID), the US Agency for International Development (USAID), and Finland’s Ministry of Foreign Affairs, and with the United Nations Development Programme, which hosts the secretariat. It also benefits from the collaboration of leading global institutions such as the United Nations Global Compact.

 

Over 170 companies, ranging from multinationals to social enterprises, and working in 65 countries, have responded to the BCtA by committing to improve the lives and livelihoods of millions in developing countries through access to markets, financial services, affordable healthcare, water and sanitation, education and other critical services. BCtA member companies are market leaders that provide examples of successful, profitable and scalable models for reaching poor communities and contributing to global development.

 

The Impact Measurement and Data Management Consultant will work under the supervision of BCtA’s Impact Team Lead and the Programme Manager of the Business Call to Action.

Duties and Responsibilities

The Impact Measurement and Data Management Consultant will deliver the following services to the BCtA Secretariat under the supervision of BCtA’s Impact Team Lead and the Programme Manager of the Business Call to Action. Responsibilities of the Impact Measurement and Data Management Consultant will include the following:

 

Support the development and launch of BCtA’s new impact measurement toolkit

BCtA is planning to develop an interactive technology enabled-platform that provides self-guided modules (the “toolkit”) to BCtA members on how to integrate impact measurement best-practices into their operations. The platform-based model will allow BCtA to offer impact measurement support to a greater number of members by using standardized format and guidelines. The platform-based model will also be linked with more customized services to BCtA members that will be offered on a selective basis

 

The Impact Measurement and Data Management Consultant will be responsible for the following activities:

  • Support the development of the toolkit by providing inputs into the design of the self-guided modules
  • Support the Secretariat to procure a third-party contractor to develop the toolkit and finalize contents of the modules
  • Strategically engage with BCtA members and non-members to support the deployment of the toolkit
  • Provide inputs into the design of the online and in-person support on impact measurement to BCtA members and other users of the toolkit
  • Conduct online and in-person support to BCtA members and other users of the toolkit through individual or group calls/webinars
  • Support the on-going development of BCtA’s repository of social performance indicators and tools (e.g. Theory of Change frameworks, logframes, etc.) to inform the inclusive business field

 

Support the completion of BCtA Impact Measurement Services

BCtA is scheduled to complete its offer of customized impact measurement services to 21 BCtA members under BCtA Impact Measurement Services (BIMS) by mid-2017. Under BIMS, BCtA supports the design and implementation of customized data collection using mobile-enabled surveys for inclusive businesses operating in multiple sectors (including health, education, low-income housing, etc.)

 

The Impact Measurement and Data Management Consultant will be responsible for the following activities:

  • Proactively support the design of impact measurement frameworks and surveys for BIMS participants
  • Keep track of BIMS projects status to ensure timely collection of data
  • Coordinate the drafting and publication process of BIMS case studies
  • Coordinate communications with BCtA members and other stakeholders of the BIMS program
  • Support the analysis of data

 

Support the Results Reporting of BCtA members

  • Support the roll out of BCtA’s revised results reporting template with BCtA members and ensure timely reporting of their results to achieve 60% results reporting rate
  • Provide support to BCtA members to ensure data provided is of high quality
  • Support the analysis of reported data and provide feedback on improving the quality of reporting

 

Provide specific analytical and research support to BCtA Secretariat on impact measurement and reporting

  • Conduct research and draft briefing notes, memos, case studies, articles, etc. of BCtA’s impact measurement and reporting activities as and when required by the Programme
  • Create presentation materials as required by BCtA Secretariat
  • The Impact Measurement and Data Management Consultant shall support the BCtA Secretariat in other tasks that may arise during the assignment period.
  • The Consultant shall be ready to undertake international travel on behalf of the Secretariat if required

 

The Consultant shall be ready to undertake international travel on behalf of the Secretariat during the assignment period if required and the travel expenses will be covered following UNDP rules and procedures. Missions related costs should NOT be included in the financial proposal as they will be covered separately as per UNDP rules.

 

The Consultant shall provide weekly updates on progress made in terms of the below deliverables.

Payment to be made in nine installments – according to list of deliverables specified below – and upon submitted satisfactory progress report against deliverables approved by the Programme Manager.

 

 

Deliverables list:

 

Within 20 days of signing the contract (10% payment)

  1. Proactively support up to 6 (depending on the progress achieved in 2016) BIMS participating companies on the design of customized impact measurement frameworks and the development of indicators and surveys
  2. Roll out of BCtA’s revised results reporting template with 144 qualified BCtA members

 

Within 45 days of signing the contract (10% payment)

  1. Support the development of BCtA’s repository of social performance indicators and tools (e.g. Theory of Change frameworks, logframes, etc.) to inform the inclusive business field
  2. Provide preliminary data analysis inputs for up to 6  (depending on the progress achieved in 2016) BIMS participants

 

Within 65 days of signing the contract (10% payment)

  1. Coordinate the drafting and publication process of up to 6 BIMS case studies
  2. Produce at least 1 article/short case study related to impact measurement practices and inclusive business

 

Within 90 days of signing the contract (10% payment)

  1. Provide support to BCtA members to ensure data provided is of high quality and ensure timely reporting of results to achieve 60% results reporting rate
  2. Analyse the reported collected data and provide constructive feedback on improving the quality of reporting
  3. Complete the excel-based toolkit of indicators and survey questions

 

Within 110 days of signing the contract (10% payment)

  1. Provide preliminary data analysis inputs for up to 13 (depending on the progress achieved in 2016) BIMS participants and coordinate the drafting and publication process of their case studies
  2. Update the status of 21 BIMS projects on the weekly basis to keep track of the implementation timeline
  3. Timely communicate with 21 BIMS participants to ensure the roll-out of data collection is on track

 

Within 130 days of signing the contract (15% payment)

  1. Provide inputs into the design of the online and in-person support on impact measurement to BCtA members and other users of the toolkit
  2. Produce at least 2 articles/short case studies related to impact measurement practices and inclusive business

 

Within 160 days of signing the contract (10% payment)

  1. Strategically engage with at least 10 BCtA members and non-members to support the deployment of the toolkit
  2. Conduct online and in-person support to at least 10 BCtA members and other users of the toolkit through individual or group calls/webinars

 

Within 180 days of signing the contract (10% payment)

  1. Strategically engage with at least 20 BCtA members and non-members to support the deployment of the toolkit
  2. Conduct online and in-person support to at least 20 BCtA members and other users of the toolkit through individual or group calls/webinars
  3. Produce at least 3 articles/short case studies related to impact measurement practices and inclusive business

 

Within 220 days of signing the contract (15% payment)

  1. Strategically engage with at least 40 BCtA members and non-members to support the deployment of the toolkit
  2. Conduct online and in-person support to at least 40 BCtA members and other users of the toolkit through individual or group calls/webinars
  3. Produce at least 4 articles/short case studies related to impact measurement practices and inclusive business

Required Skills and Experience

Academic Qualifications/Education:

  • A Master’s degree in Business, Public Policy, International Affairs or other relevant fields such as Economics, Social Science.

 

Experience:

  • Minimum of 3 years of professional experience in the areas of monitoring of evaluation, impact measurement, data analytics in private/public/non-profit sectors;
  • Demonstrated experience with inclusive business/social business/impact investing/market-based approaches to development;
  • Demonstrated experience in implementing impact measurement of inclusive business/social business;
  • Demonstrated experience with data collection, database management and knowledge of the latest mobile-enabled data collection methodologies
  • Experience with coordinating complex projects involving multiple stakeholders;
  • Experience with private sector initiatives in developing countries considered an asset;
  • Experience working with the UN or similar organizations considered an asset;
  • Experience working or conducting research in developing countries strongly preferred.

 

 

Language skills:

  • Fluency in English is required (written and verbal). Working knowledge of other UN official language(s) is desirable.

 

 

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical (P11 and sample submissions desk reviews and interviews) and financial criteria specific to the solicitation.

 

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A: Demonstrated knowledge of inclusive business/social business/impact investing/market-based approaches to development – max. 5 points
  • Criteria B: Demonstrated experience in implementing impact measurement of inclusive business/social business; - max. 10 points
  • Criteria C: Demonstrated experience with data collection, database management, and knowledge of the latest mobile-enabled data collection methodologies – max. 9 points
  • Criteria D: Desk review of writing sample requested in the application procedure below which demonstrates strong research, analytical and writing skills in the impact measurement field  – max. 5 points
  • Criteria E: Experience working with the UN or similar organizations (1 point)
  • Criteria F: (Interview): Competencies –
    • Ability to coordinate and manage complex projects; (2 points)
    • Understanding of the latest impact measurement methodologies; (1 point)
    • Strong inter-personal, communications, negotiation and liaison skills; (1 point)

Financial Criteria - 30% of total evaluation – max. 15 points

 

Only candidates who will get at least 70% of points in Criteria A, B, C, D and E will be considered for the Interview; and only candidates who will get at least 70% of points in the Interview will be considered for financial evaluation.
