Background

UNDP in consultation with the stakeholders at national and local levels is formulating a proposal on "Integrated Solid Waste Management Project (ISWM)”. The proposed project is envisaged to be structured across three components:

  • Policy and governance support for the promotion of integrated management of solid waste;
  • Promotion of integrated solid waste management model;
  • Enhancement of awareness and institutional capacity development.

UNDP is recruiting an independent consultant to prepare and finalise the GHG calculations for the GHG benefits as a result of the project. The main output of this assignment is:

  • GHG emissions reductions calculations and excel spreadsheet that complies with GEF Manuals.

Duties and Responsibilities

The consultant will work with the ISWM PIF preparation team at JPSPN and UNDP to:

  • Conduct baseline GHG calculations and define the Business As Usual (BAU) scenario for solid waste management sector in Malaysia
  • Estimate GHG emissions reductions as a result of project interventions using GEF GHG Manuals.

 

Expected Output:

The project outputs and due dates for the above assignment are:

  • Draft GHG Calculations Spreadsheet (Tuesday, 6th December 2016);
  • Finalised GHG Calculations Spreadsheet (Tuesday, 13th December 2016);

 

Duration:

The contract will enter into effect upon signature of both parties and is expected to be for 1 month.

 

Duty Station:

Home based.

 

Terms of Payment:

The consultant will receive payment based on an all-inclusive daily rate payable upon satisfactory completion and acceptance of the deliverables as per breakdown of deliverables and percentage as in Annex 1.

Required Skills and Experience

  • Master’s Degree in engineering, science, environmental technologies, climate change mitigation or any other similar field;
  • Bachelor’s degree with similar field as above, with more than 5 years of working experience is accepted in lieu of the Master’s degree.

 

Experience:

  • At least 5 years of professional experience in GHG emissions accounting and analysis;
  • Excellent analytical skills and proven expertise in conducting energy and GHG emissions or inventory related calculations using CDM or GEF or IPCC methodologies is a must.

 

Language Requirement

  • Fluency in both written and spoken English.

  • For duty travels, the UN’s Daily Subsistence Allowance (DSA) rates should provide?indication?of the cost of living in a duty station/destination.

Criteria for Selection of the Best Offer:

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

  • The technical proposal including educational background and experience on similar assignments will be weighted a max. of 70%;
  • The price proposal will weigh as 30% of the total scoring.
