Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women engagements globally are guided by the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Beijing Declaration and Platform for Action (PFA). The UN Security Council Resolution 1325 on Women, Peace and Security, adopted in 2000, is of particular importance for fragile states as it recognized that war impact women differently, and reaffirmed the need to increase women’s role in decision-making with regard to conflict resolution and prevention. Six consequent additional resolutions on women, peace and security were added, together representing a critical framework for improving the situation of women in fragile and conflict affected countries. Also, the Sustainable Development Goals set time-bound and measurable targets to promote gender equality. Through the strengthening of regional and country offices, UN Women highest priority is to ensure the capacity of UN Country Teams (UNCTs) and the UN Resident Coordinator system to advance gender equality.

UN Women Somalia’s 2017-2019 Strategic Note will focus on developing a more strategic role through increased coordination, technical advice, catalytic interventions, advocacy, and research and knowledge management. Under the Somalia Joint Rule of Law Programme, UN Women aims to support the Somalia justice and security system to establish gender responsive institutions capable of addressing the justice needs of women and girls in Somalia.

Duties and Responsibilities

Purpose and Objective of the Consultancy

The purpose of the consultancy is to support UN Women Somalia in its work with the Somaliland justice, security and civil society partners to enhance the gender responsiveness of the justice chain and align and increase protection services.

Scope of Work and Responsibilities

The consultant is expected to:

  • Provide technical and logistical support to the implementation of UN Women’s Rule of Law annual workplan (2017) for Somaliland;
  • Support the Somaliland Attorney General’s Office and the Rule of Law programme technical team with capacity building efforts of their SGBV specialised prosecution unit, including training and mentoring session;
  • Support the Somaliland Ministry of Justice and the UN Women technical team with the development of a (1) national Women’s Access to Justice Policy, (2) legislative review and (3) outreach to customary justice actors;
  • Support the Ministry of Interior with the development of gender responsive human resources strategies;
  • Support the Rule of Law technical team and relevant national partners with the capacity building initiatives on SGBV investigation for members of the police;
  • Support coordination between justice providers and CSOs service providers to enhance women’s access to justice in Somaliland;
  • Provide logistical and translation support to UN Women conducted workshops and/or conferences;
  • Follow up on financial and narrative partner reports.

Deliverables:

The Consultant is expected to deliver the following outputs:

  • Written and verbal translation support to UN Women’s conference on FGM and a post conference report, and maximum three other conferences/workshops as required;
  • A comprehensive training plan for the SGBV specialized prosecution unit, consulted and agreed upon with the Attorney General’s Office and contributing UN agencies;
  • A draft Women’s Access to Justice Policy, developed by the Ministry of Justice with technical support from the consultant;
  • A post -training report including evaluation and recommendation after the first 3 training session conducted for the specialized prosecutors;
  • A post- training report including evaluation and recommendations after the first SGBV training conducted for the police staff members;
  • A draft legislative review to establish the level of compliance of Somaliland legislation with international standards such as CEDAW.

Required Skills and Experience

Education

  • Bachelors degree or equivalent in Law.

Requirements

  • At least 5 years’ experience in development work, with at least 3 years in the areas of Rule of Law and / or Women’s Rights;
  • Proven ability and capacity to provide programme support;
  • Fluency in English and Somali.

Language Requirements

  • Fluency in the English and Somali language required, with strong, confident command of both written and oral English and Somali.
