Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women's rights at the center of all its efforts, UN Women leads and coordinates UN System efforts to ensure commitments on gender equality and gender mainstreaming, translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with the civil society and other relevant actors. 

Under the overall guidance and supervision of the Deputy Country Director, and with direct support from the Gender Specialist (NOC), the Project Officer contributes to the effective management of various UN Women projects within the area of Ending Violence against Women and Girls in Egypt country office by providing substantive inputs to the projects design and formulation, as well as managing the projects’ implementation, evaluation and reporting. S/he guides and facilitates the delivery of UN Women projects by monitoring results achieved during implementation and by ensuring appropriate application of systems and procedures and develops enhancements where necessary. She/he works in close collaboration with the programme and operations team, UN Women Regional Office and HQ staff, Government officials, multi and bi-lateral donors and civil society to ensure successful implantation of the projects.

Duties and Responsibilities

- Ensures effective Project development and management focusing on achievement of the following results:

  • Contributes substantively to the analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to projects planning as well as to the wider UN Women CO programme planning / Annual Work Plan (AWP);
  • Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development framework, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development framework;
  • Implementation of project management standards, including project initiation, entering project in ATLAS, preparations of Donor and Implementing Partners (IP) agreements and the required amendments, preparation of budget revisions, recruitment of project staff, coordination of project evaluations and audits, and project closure;
  • Ensure quality of projects design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms;
  • Assess project risks and develop mitigating measures to prevent or address them in a timely manner;
  • Expedites and coordinates projects implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies;
  • Ensures the financial and technical soundness of the projects as well as the  effective application of RBM tools and monitoring achievement of results;
  • Conducts field visits to supervise, coordinate and monitor field level activities of the projects;
  • Ensures the preparation of the required Donor Reports to the highest quality and on time;
  • Measures and reports on progress in achieving objectives and results of the projects.

- Ensures Strategic partnerships building and resource mobilization within the area of responsibility, focusing on achievement of the following results:

  • Supports strategic partnerships and resource mobilization efforts by preparing the relevant documentation, project summaries, conference papers, speeches and donor profiles, as well as participating in donor meetings and public events;
  • Provides inputs to resource mobilization strategies, as well as analyzing & maintaining information on donors and projects profiles;
  • Support developing and maintaining active partnership with Government institutions, bi-lateral and multi-lateral Donors, UN Agencies, Public sector, Private sector, Civil Society Organizations, etc.;
  • Analyses and researches information on donors, prepares substantive briefs on potential areas of cooperation and identification of opportunities for funding and cost sharing;
  • Follows up on resource mobilization activities for fundraising for new projects in coordination with the Supervisor.

- Supports Inter-Agency Coordination Efforts focusing on achievement of the following results:

  • Provides substantive support to CO Management regarding the inter-agency coordination activities related to the area of responsibility;
  • Prepares substantive inputs to UNDAF and other documents including analyzing and researching the political, social and economic situation within area of responsibility;
  • Acts as the technical focal point for UN Joint Programmes in the thematic area;
  • Prepares analytical and regular progress reports on UN Women's interventions within area of responsibilty in support to UN Women's inter-agency coordination role.

- Provide Advocacy support and facilitation of knowledge building and management, focusing on achievement of the following results:

  • Supports the establishment of advocacy networks at national level and linkages to the wider UN Women networks;
  • Contributes to the development of knowledge products, and actively contributes to knowledge sharing within the Country Office, related to the area of responsibility;
  • Organization of trainings for the projects staff and to the IPs;
  • Synthesis of lessons learnt and best practices.

Impact of Results:

The key results have an impact on the effective development and implementation of UN Women Egypt Country Office objectives and achievement of results. They directly impact the credibility and image of UN Women as an effective partner for all stakeholders and as a competent knowledge based organization on gender equity and women's human rights issues.

Required Skills and Experience

Education:

  • Bachelor’s Degree in Social Science, Political Science, Development, Public administration, or any other related field.
  • Master’s Degree in a related field of study is a considered as valuable asset.

Experience:

  • Minimum of six (6) years of experience for Bachelor’s degree holders, or four (4) years of experience for Master’s degree holders, in the area of designing & managing development projects and resource mobilization;
  • Professional experience in addressing Gender Equality and Women Empowerment issues;
  • Proficiency in using computers and standard office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages;
  • Experience in handling of web based management systems, and particularly in Enterprise Resource Planning (ERP) systems will be considered as an asset.

Language Requirenments:

  • Fluency in English and Arabic is required.
