Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women engagements globally are guided by the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and the Beijing Declaration and Platform for Action (PFA). The UN Security Council Resolution 1325 on Women, Peace and Security, adopted in 2000, is of particular importance for fragile states as it recognized that war impacts women differently, and reaffirmed the need to increase women’s role in decision-making with regard to conflict resolution and prevention. Six consequent additional resolutions on women, peace and security were added, together representing a critical framework for improving the situation of women in fragile and conflict affected countries. Also, the Sustainable Development Goals set time-bound and measurable targets to promote gender equality.

Since 2015 UN Women Somalia has been increasing its strategic role through improved coordination, technical advice, catalytic interventions, advocacy, research, and knowledge management. .  

The shift in UN Women Somalia’s focus to more strategic work and a number of new appointments to the team provide a strategic opportunity to comprehensively develop and build the staff team’s capacity to deliver on its mandate. The intensity and broad scope of the work undertaken by the UN Women Somalia team, requires a high-functioning and resilient staff team, clear on the mandate of UN Women Somalia, and effective and professional in communicating and delivering the programme vision. Bringing the team together at the outset to review professional development needs, build capacity with regards safeguarding personal health, safety and wellbeing; enhancing interpersonal collaboration; respecting different working practices; and bringing the best out of each other as a team, will create an optimal working environment, giving the UN Women team the best chance of successfully delivering their mandate.

Under the direct supervision of the Country Programme Manager, UN Women will recruit a consultant to prepare and deliver a staff team-building retreat, with pre and post retreat coaching support for individual members of staff. 

Duties and Responsibilities

Purpose and Objective

Support the Country Programme Manager in strengthening and developing the UN Women Somalia team’s capacity to successfully deliver its mandate.

The scope of the consultancy includes pre- and post- retreat intake and coaching support to ensure the retreat is as targeted and specific to the needs of the team as possible, and that learning from the retreat is acted upon and used to enhance staff members’ professional capacity to deliver on programme targets.

The aim of the intervention is to:

  • identify team-building and individuals’ professional development support needs ;
  • develop a sense of clarity and pride within the team around the mandate and role of UN Women Somalia;
  • clarify programmatic priority areas for the UN Women team as per the Strategic Note 2017-2019;
  • build ownership amongst the team on programmatic direction;
  • ensure that communication, both internal and external, is appropriate and optimal with regards message and audience;
  • enhance individual team members’ personal resilience and capacity to meet deadlines efficiently, effectively, and professionally, without compromising personal wellbeing;
  • develop trust and respect within the team for each other’s individual strengths and working practices so staff know how to bring the best out of one another and strengthen inter-personal relations;
  • enable staff members to work healthily and safely in the programme environment;
  • support staff members to capitalize on and embed the learning and insights which arise from the retreat into everyday working practice.

The results of the consultancy will be:

  • completed pre-retreat intake coaching session with each member of staff;
  • completed team-building retreat;
  • two completed post-retreat coaching sessions with each member of staff;
  • completed consultancy report.

Scope of Work and Responsibilities

The scope of work will be:

  • Conduct intake coaching calls with each member of the UN Women Somalia team to identify team-building and professional development needs.
  • Integrate feedback from pre-retreat coaching sessions into the form, structure and scope of the retreat objectives and programme.
  • Plan and facilitate a team retreat for UN Women Somalia staff. Include in the retreat, sessions relating to programmatic matters, security, team-working, internal and external communication, conflict resolution, resilience and wellbeing, performance management and professional development.
  • Provide two post-retreat coaching sessions with each staff member.
  • Provide a consultancy summary, comprising a report on the retreat and pre and post-retreat engagement, including recommendations for continued professional development support.

Deliverables and Time Line

Deliverable A:

  • Preparatory meetings and discussions completed and detailed timeline delivered (2 days)
  • Intake coaching sessions completed with each member of the UN Women Somalia team by 28 February 2017 (4 days).
  • Team building training retreat planned and facilitated (9 days) by 31st March 2017.

Deliverable B:

  • Follow up coaching sessions conducted with each member of staff (6 days) – by 30 May 2017.
  • Consultancy report comprising a report on the retreat, pre and post-retreat support, and with recommendations for continued professional development support for the UNW Somalia team (1 day) by 30 May 2017.

The consultancy will start 15 January 2017 and will cover a total of 22 days between 15 January 2017 and 30 May 2017. 

The selected consultant will be supervised by the Country Programme Manager.

Required Skills and Experience

Education

  • Master degree in Development Studies, Social Science, Gender Studies, International Relations, Political Science or related field;

Experience and Requirements

  • Current Accreditation with the International Coach Federation
  • Advanced Certification from an ICF-recognised coaching school
  • Minimum 10 years’ experience in facilitation, training, coaching and mentoring within the relevant topic areas;
  • Excellent analytical and writing skills;
  • Experience as lead facilitator in similar assignments;
  • High level of proficiency in computer systems, internet navigation and various office applications.

Language Requirements

  • Fluency in the English language required, with strong, confident command of both written and oral English.
