Background

Uganda’s population is at 34.5 million, annual population growth rate of 3.1%, making it one of the fastest growing countries in Africa, Uganda is urbanizing at a rate of 18%, the urban population growth rate is over 5% per annum, It is projected that by 2035 the total population will be 68 million with about 30% (20 million) living in urban areas. Whereas this increase is associated with socio-economic transformation of the country, it has also led to increased vulnerability of our urban areas to the effects of disasters arising from climate change

It is important to note that Climate change is a serious challenge for cities around the world, particularly in developing countries including Uganda where urbanization is happening at neck-breaking speed. It threatens to increase vulnerabilities, destroy economic gains, and hinder social and economic development. And the urban poor will bear the brunt of its effects since they live and work in informal settlements that are more exposed to hazards. Building resilience and adapting to climate change is increasingly a high priority for cities. Besides mitigation, on which efforts have largely focused in the past, cities should today play a larger role in adaptation. Whereas UNDP and various other development institutions are working with governments world over to strengthen their capacity to assess vulnerability to climate change impacts and to identify corresponding plans and investments to increase their resilience, their efforts have been greatly affected by lack of adequate and accurate information, thus making it quite difficult for Disaster Risk Reduction and Climate change adaptability measures to be put in place.

In view of the above the ministry with support from UNDP intends to undertake urban climate change profiling exercise in selected towns in Uganda to create a data base for their magnitude and form of vulnerability for decision making.

Objective:

The overall objective of the assignment is to carry out climate change profiling for selected urban centers in Uganda.

Duties and Responsibilities

The consultancy is designed to help policy-makers at the Ministry of lands, Housing and Urban development, other government MDAs and local communities get an insight into Climate change issues in urban areas in Uganda.

It will be based on analysis of existing database and a series of interviews with all relevant urban stakeholders, including local communities and institutions, civil society, the private sector, development partners, academics among others. The consultation process is expected to generate acceptable urban climate change profiles and agreement on priorities, on how to Mitigate, adopt and recover from climate change effects and proposed capacity-building projects.

The assignment will focus on assessing the situational analysis for Environmentally sensitive areas, gender, slums and shelter, land, Resilience, disaster management and climate change, inclusive and safer cities among others. The information will be gathered by examining the existing policies, implementing capacities, regulatory, institutional and legal frameworks. Analysis of existing data, undertake interviews and consultations. Findings will be presented and refined during regional and national participatory consultative workshops.

Scope of work:

During this assignment, the consultant will work closely with the urban development department in order to deliver the relevant outputs within the given timeframe. Additionally, the consultant should consider the following:

Efforts should be made to build on other climate change related programs, policies, strategies and assessments that can be secured from the Ministry of Water and Environment;
The review and consultation process should be systematic in nature, providing a comprehensive and unbiased perspective on the opportunities and challenges climate change adaptation mechanisms to be able to generate adequate profiles;
There is need for in-depth consultation and coordination with relevant stakeholders in the public and private sector, including donor agencies and civil society, in order to ensure that the consultancy benefits from their experiences for better results.

Specific tasks:

The Ministry of Lands, Housing and Urban Development requires the services of an Individual consultant to develop the National Urban Climate change profile for Uganda and the assignment will particularly involve the following tasks:

Review relevant international, regional and national literature for information on past, current, and projected climate context in order to create climate change risk profiles for the selected urban centers.

Consult with relevant Ministries Departments and sector agencies to inform the Cities Climate change profiles, programmes, policies or management plans in order to examine the following aspects:

The possible vulnerabilities of the sectors to climate risks and the extent to which the risks are being addressed;
The possibility that the development programs, policies or management plans under these agencies might lead to increased climate change vulnerability/maladaptation, risks, constraints and opportunities;
Develop the first draft National Urban climate change profile which integrates the findings of review, screening and consultation processes specific areas of intervention inform of project profiles.
The profile should give opportunities and challenges for climate change adaption in urban development and measures to facilitate adaptation through synergies with existing or planned initiatives and other government Ministries, Departments and Agencies;
Conduct a one day consultation session with all relevant Stakeholders to review the first draft National urban climate change profile showing recommended climate change areas of intervention inform of project profiles.
Prepare the final draft National Urban Climate change profile and project profiles and implementation strategies

Outputs:

An inception report indicating methodology and agreed time frame;
National Urban climate change profile and tools for Disaster Risk Reduction and Climate Change adaptation;
A set of indicators and standards for monitoring;
Project profiles indicating specific areas of intervention on Disaster Risk Reduction and Climate Change adaptation for the urban centers.

URCI ( Uganda Resilience cities initiative Reports);
Climate Change policy for Uganda;
KCCA climate change strategy and action plan;
National Environment Management Act;
The Uganda Sensitivity Atlas;
Draft National urban policy.

Expectations and performance indicators:

An inception report indicating methodology and agreed time frame - 20% payment;
Draft National Urban climate change profile and tools for monitoring - 50% payment;
Consultation Workshop report;
Final National Urban climate change profile and monitoring tools - 30% payment.

Supervision and Reporting:

The Consultant will be under direct supervision of the Commissioner for Urban Development in coordination with other technical personnel of the Ministry of Lands, Housing and Urban development in collaboration with concerned Government Ministries, Departments and Agencies

Competencies

Demonstrated analytical, communication and report writing skills;
Must be a results-oriented team player with excellent interpersonal skills, including enthusiasm, tact, diplomacy and high integrity; concise and analytical thinking;
Professional in working with government counterparts, team player; and,
Must be able to communicate effectively in English language (verbally and in writing) in a cross-cultural environment.

Required Skills and Experience

Education:

The consultant shall possess a postgraduate university degree in environmental management, natural resource management, natural resource economics, urban planning, social sciences or other relevant degree.

Work experience:

The consultant shall have the following experience:

At least 8 years of demonstrated expertise and understanding of Disaster Risk Reduction and Climate Change adaptation in developing countries;
An excellent understanding of the urban development sector;
Excellent report writing skills;
Good understanding of UNDP and Government of Uganda procedures , particularly the urban local government systems will be necessary;
Strong understanding of climate change and extensive experience (at least 5 years) in policy development, strong working knowledge of UNDP, government institutions, the civil society sector and working with state public authorities on issues related to climate change;
Experience in applying climate change tools and constructing baseline scenarios;
Good professional knowledge of the national socio-economic development context.

Language:

Fluent in English.

The successful candidate must have sound knowledge in urban planning of the urban planning sector, Climate change, housing, settlement planning, community development and urban environment from technical and institutional perspectives.

Time Frame:

The assignment should be concluded within three (3) month period.

Kampala, Gulu, Arua MC, Moroto MC, , Mbarara MC, Fortpotal MC, Mbale MC, Jinja MC, Masaka MC, Paidah TC, Amuru TC, Malaba TC, Kamuli TC, Mpondwe TC, Kiruhura TC, Nakaseke TC, Amudat TC, Bududa TC, Bukwo TC Kaberamaido TC, Amuria TC, Entebbe, Kabale.

Individual consultants will be evaluated based on the following methodology:

Evaluation of Proposal (Method and Criteria):

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

responsive/compliant/acceptable, and

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 70%-30%.

Technical Criteria weight; [70%];
Financial Criteria weight; [30%].

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Criteria – Maximum 1000 points:

Expertise of the Individual – 300 Points;
Description of approach/methodology to assignment – 700 Points.

Financial Assessment:

Lump Sum Amount approach shall be used with the following expectations:-

The lump sum amount must be “all-inclusive”;
The contract price is fixed regardless of changes in the cost components;
For duty travels, UN’s Daily Subsistence Allowance (DSA) rates prevailing at the time of sourcing, for the duty station and all other cities indicated in the TOR as part of duty travel destinations will be used. This will give offerors an indication of the cost of living in a duty station/destination, to aid their determination of the appropriate fees and financial proposal amount, but it does not imply that Offerors are entitled to DSA payment; and
The initial payment includes the actual cost of the IC’s travel to arrive at the designated Duty Station. This implies that the completion of the journey can be considered as one of the deliverables payable upon arrival.
