Background

UNDP is a key partner to the Global Fund to fight AIDS, Tuberculosis and Malaria and is a Principal Recipient for 3 Global Fund disease grants in Sudan (Malaria, HIV and TB). The Federal Ministry of Health is the Principal Recipient for the Health System Strengthening Grant. In their role of Principal Recipient, UNDP is responsible for the financial and programme management of the Global Fund disease grants as well as procurement of pharmaceutical, non-health items and required services. UNDP as the interim PR have a strong element of capacity development integrated into the various aspects of grant management including, financial management, procurement and supply chain management and, planning and monitoring of the sub recipient activities. As part of their role as interim PR, and in line with UNDPs overall commitment and cooperation with the Government, UNDP is currently supporting the Federal Ministry of Health in the smooth implementation of the recently signed HSS grant.

Over the many years, the Federal MoH/CNCDCD has made significant strides in improving systems to support M&E of national TB Control Program. Almost all the TBMUs have systems of recording and reporting, using a standardized system for paper-based recording and reporting of the number of cases diagnosed with TB and their treatment outcomes. This paper-based system includes TB treatment cards that record information about the patient’s history of treatment; TB registers in which data for all cases within a particular health-care facility are documented; quarterly reporting forms for sending summaries of aggregated data on notifications and treatment outcomes for all cases to higher administrative levels -up to Federal level. 

Despite these progress, the TB program has maintained a parallel reporting system from the FMOH’s HMIS/DHIS.2. The routine reports of aggregated data on notifications and treatment outcomes, TB/HIV, PPM, MDR-TB from localities, States to FMOH/CNCDCD has relied on simple excel spreadsheet which does not only have potential to compromise quality of data, but more importantly, provides a number of limitations to ensure that the FMOH meets acceptable standards for national level data managements, ensuring quality and completeness of data, programmatic and trends data analysis, programmatic reporting and information use.

In responding to the TB data management and reporting gaps, some of which are outlined above, the UNDP in collaboration with FMOH/CNCDCD would like to recruit a national consultant to support the FMOH/CNCDCD to Integrate and roll-out TB Reporting into the HMIS/DHIS.2 and develop Data base/Software for TB/MIS and National Reference lab (NRL)

Duties and Responsibilities

  • Development of software for TB routine reporting at Central and state level including MDR, TB/HIV, PPM, and active screening, and integrate TB reporting into the FMOH/HMIS/DHIS.S Platform
  • The system should provide disaggregated information based on Sudan’s TB Recording and Reporting Tools, with clear indication of data source and the reporting unit
  • Development of Data base/software for National Reference Laboratory (NRL) and MDR-TB zonal labs system and link it to existing GeneXpert software
  • Training of central and state staff on the new TB management Information System (TB MIS)
  • Actively engage in technical roll-out of the newly created TB management Information System (TB MIS) and software for National Reference Laboratory (NRL) in all States in Sudan to ensure that both systems are fully functional, including providing technical support and troubleshooting to ensure functionality and using of TB program systems to central and state levels

Required Skills and Experience

  • Education
  • A minimum of Bachelor degree in computer science or information systems or information technology or related fields.
  • Specialized training in fields in information system technology, software development.
  • Experience
  • 10 years of professional working experience in Information System (IS) development projects and deployment, preferably working in HMIS/LMIS.
  • 3 years of working experience in development and implementation of large scale information system which may cover all Sudan states, localities and health facilities.
  • Have an experience in IT project management, software engineering, and capacity building
  • Have an experience in installation, troubleshooting and maintenance of hardware (PCs), local and wide area network (intranet/internet/extranet).
  • Good in gathering and analytics of logistics data to support making informative decision in different HMIS.
  • Language
  • English and Arabic language fluency and strong writing skills required.
