Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Public Authority for Housing and Welfare’s (PAHW) mandate is to provide residential units to eligible citizens of Kuwait as well as the construction of quality housing that is distinctively developed. To deliver on this mandate, PAHW contracted a project management consultancy firm (PMC) to deliver on the development of South Mutlaa City (SMCD)

Within this context, PAHW is looking to solicit the support of a Project Management Specialist to support the Project Management Office. The Project Management Specialist will also follow up and report to the PMO to ensure transparency, effective decision-making and resource management on the PAHW projects.

Duties and Responsibilities

Under the direct supervision of PAHW and GSSCPD, the Project Management Specialist will assume the following tasks:

  • Monitor performance of budgets and schedules of projects;
  • Develop and manage claims related to all projects;
  • Develop a risk management strategy and plan that will define certain risk approaches and guide the identification, monitoring and executing of appropriate response plans, and prepare monthly quality analysis emerging from assessments of projects;
  • Manage compliances with contracts signed by PAHW, and follow their respective procedures;
  • Asses any potential changes and challenges related to project delivery, and their impact on the contract, advise on the impact, and any non-compliance issues related to projects;
  • Prepare monthly, quarterly and yearly status reports on ongoing and pipelined projects;
  • Provide project management support to ensure successful implementation of PAHW projects;
  • Provide sufficient information to justify the acceptance, modification or rejection of proposed project ideas, and determine the extent of follow-up actions required;
  • Conduct thorough analyses on the performance of projects (efficiency and effectiveness) and determine whether a change of project scope is required;
  • Establish and maintain a tracking mechanism of previous projects and their performance (efficiency, effectiveness and impact) that documents lessons learned and practical recommendations moving forward;
  • Develop and implement Quality Assurance Plans for all projects.

Required Skills and Experience

Education

  • Bachelor’s Degree in Civil Engineering.

Experience

  • 7 years of experience
  • Experience in project management
  • Certified as project management professional (PMP) or PRINCE2
  • Experience in project controls
  • Experience  in risk management
  • Familiarity with Kuwait governmental institutions is an added advantage;
  • Excellent computer skills, with MS. Office (Word, Excel, Power Point).

Language requirement

  • Fluency in oral and written English and Arabic is a must.

  • This position will be on governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development, and Public Authority of Housing.
