Background

The UNDSS is a vital part of the UN family in Somalia with the mandate of securing, protecting and enabling staff and UN programs in a country. A number of UNDSS security services also extend to member states, donors, and INGOs. Its work has been recognized by all concerned entities as an essential condition for engagement throughout Somalia.

However, facing regular funding challenges, the UNDSS and the UN common security system have been under budgetary and strategic pressure in the past few years. In particular, donors have expressed the need for UNDSS to provide greater clarity on its funding sources and needs and on how their funding contributes to the overall operations of the common security system in Somalia.

In order to set its operations on robust strategic and financial foundations, the UNDSS in Somalia has identified the need to recruit a consultant for to support a strategic planning exercise. The objective of this position is to support the UNDSS in the update and extension of its strategic plan for the next two years (2017-2018). The strategic plan will provide greater clarity to UNDSS partners (and donors in particular) on UNDSS service lines, and on the cost structures and funding requirements for the common security system (including core DSS resources, assessed mission budget, agency cost-sharing, and donor).

Duties and Responsibilities

Working closely with the UNDSS Deputy Security Advisor and any person assigned by him/her, and under the overall guidance of the Head of the RC Office in Somalia, the consultant will be expected to provide the following services:

  • Take stock of the current strategic plan and assess the extent to which it has facilitated fund raising and management of UNDSS resources;
  • Support UNDSS in taking stock of on-going projects and service lines, and funding situation (sources of funding, gaps, etc.);
  • Support UNDSS in the development of a strategic vision for 2017-2018 and facilitate discussions around 2017-2018 service lines and deliverables (outcomes, outputs, activities), structures and resources needed;
  • Gather feedback from key UNDSS partners (within the UN, with external partners) on UNDSS functions and requirements.

Support the UNDSS in the design, drafting and presentation of the 2017-2018 strategic plan including a funding strategy for the common security system, including apportionment of costs between core DSS resources, assessed mission budget, agency cost-sharing, and donor contributions to be requested.

Deliverables:

A UNDSS Somalia Strategic Plan for 2017-2018, including:

  • Mission statement;
  • Operational context;
  • UNDSS Service lines;
  • Oversight and management structures;
  • Budget, sources of funding, and funding gaps (inclusive of all sources -- core DSS resources, assessed mission budget, agency cost-sharing, and donor requirements);
  • Results framework (Outcomes, outputs, activities);
  • Risk analysis.

The Strategic Plan should be ready for submission to the UN Security Management Team and donors in early February 2017. It should not exceed 20 pages (plus annexes).

Required Skills and Experience

Education:

  • A Master Degree in Development, International Relations, Business Administration or a related subject.

Experience:

  • 5 years of relevant experience at the national or international level in facilitating strategic planning processes and drafting strategic/business plans for complex institutions;
  • Knowledge of the UN system;
  • Knowledge of donors and funding instruments in post conflict;
  • Minimum 5 years of professional experience in crisis/post-conflict countries;
  • Solid experience in usage of MS Office package;
  • Strong drafting skills;
  • Experience in program/project design and implementation.

Language requirements:

  • Fluency in English is essential.
