Background


UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of its efforts, UN Women is mandated to lead and coordinate United Nations’ system efforts to ensure that commitments on gender equality and gender mainstreaming are translated into action. It is also mandated to provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women’s Strategic Note (2017-2021) is fully aligned to the United Nations Development Assistance Programme (UNDAP) II for Tanzania covering the period 2016-2021, under UN Delivering as One. UN Women plays a leading role in efforts to coordinate inter-agency work and multi-stakeholder dialogue/programmatic initiatives on gender equality and women’s empowerment through its engagement in the UNDAP II Thematic Results Group on Governance, Gender and Human Rights, the Inter-agency Programming Principles Task Team and senior level decision making structures within the UN system in Tanzania. UN Women is the current Chair of the Development Partner Group on Gender and coordinates initiatives for tracking SDG indicators and research/data collection with a view to enabling tracking of progress towards national commitments to gender equality and the empowerment of women. UN Women also provides advisory and technical support to government institutions including the Ministry of Health, Community Development, Gender, Elderly and Children (MHCDGE&C) and the Ministry of Labour, Empowerment, Women, Youth, Senior Citizen and Children (MLEWYSC&C) Development in Zanzibar as well as sectoral Ministries with a view to strengthening national ownership and mechanisms for policy dialogue on gender and the gender mainstreaming architecture. As part of implementing this mandate, UN Women is co-chair of the Gender Mainstreaming Working Group - Macro Policy (GMWG-MP) together with the Ministry of Health, Community Development Gender, the Elderly and Children (MHCDGE&C) and provides similar support to the Gender Mainstreaming Technical Working Group (GMTWG) in Zanzibar.

In this context, UN Women seeks the services of a qualified and experienced national consultant that will assist with the implementation of activities, initiatives and events related to UN Women’s coordination mandate. The consultant will work under the supervision of UN Women Policy and Strategic Planning Advisor and in close collaboration with other UN Women team members working in different programmatic areas, including Women’s Leadership and Political Participation, Women’s Economic Empowerment and Ending Violence Against Women and Girls.

More specifically, the consultancy will involve the following duties and responsibilities:

  • Coordinate the organization of a National Forum on SDGs and Gender Statistics; undertake report writing; and formulate follow-up recommendations emerging from the discussions.
  • Coordinate Development Partner Group on Gender (DPG-G) inputs in the dialogue on new Development Partnership/ Aid Dialogue Structure.
  • Support the Ministry of Health, Community Development, Gender, the Elderly & Children (MHCDGE&C) - and Ministry of Labour, Empowerment, Women, Youth, Senior Citizens & Children (MLEWYSC&C) and other relevant institutions in the operationalization of the 2016 CEDAW concluding observations and the agreed conclusions of the 60th Session of the Commission on the Status of Women (CSW).
  • Provide substantive inputs in relation to UN Women’s participation in UNDAP II governance and programming working groups including the Inter-agency Programming Principles Task Team; Programme Management Team (PMT); and Thematic Results Groups (TRG) among others.
  • Coordinate discussions on capacity development needs on programming principles of the UN System
  • Ensure efficient coordination and management of mechanisms on GEWE namely Development Partners Group on Gender (DPG-G); Gender Mainstreaming Working Group- Macro Policy  (GMWG-MP); Gender Mainstreaming Technical Working Group (GMTGW) in Zanzibar and Programming Principles Task Team– including information management and communication with the members; actively support the Chair and relevant members in line with existing division of labor;  as well as the development of joint work plans, reports and events.
  • Facilitate discussions with Government and members of the Development Partner Group on Gender (DPG-G) on the finalization and dissemination of the SDG GEWE tracking indicators, Tanzania Country Gender Profile (TCGP), Gender and Public Expenditure Review (PER) Study, Gender Analysis of the Integrated Labour Force Survey (ILFS); the Time Use Module in the Household Budget Survey (HBS 2016); including preparation of background documents.
  • Support resource mobilization efforts in the context of the UNDAP II, identify and follow up on opportunities for joint programme development related to gender equality and the empowerment of women.
  • Support UN Women’s knowledge management on inter-agency work and sharing of good practices and results at regional and global level.

  • SDG Gender Statistics Forum report & workshop background documents.
  • Report/Minutes of the GMWG-MP; Gender Mainstreaming Working Group – Macro Policy (GMWG-MP); Gender Mainstreaming Technical Working Group (GMTGW); Programming Principles Task Team and Development Partners Group on Gender (DPG-G) meetings.
  • Development and implementation of dissemination Plan for all reports, research and statistical data on gender equality and the empowerment of women, including through the organization/facilitation of meetings/dialogue with relevant stakeholders.
  • Consolidation of reports and follow up recommendations from meetings with relevant stakeholders on SDG tracking with focus on GEWE, Tanzania Country Gender Profile, Gender Analysis of the Integrated Labor Survey among other key processes.
  • Preparation of background documents for discussions with relevant government institutions on the implementation of CEDAW concluding observations and CSW agreed conclusions.
  • Facilitation of dialogue with other UN agencies on opportunities for joint programming and resource mobilization related to Gender Equality and Women and development of project documents for further consultation and discussion.
  • Capacity Development Plan formulated and training sessions delivered.
  • Consolidated GEWE inputs for advocacy in the new Development Partnership/Aid Dialogue Structure.
  • Preparation of background materials to support UN Women’s representation/inputs in various regional and international GEWE processes including SDGs localization and follow up and reporting.

Required Skills and Experience

Education:

Masters’ Degree in Development Studies or Social Sciences, gender or other relevant field. Gender or Human Rights Studies a strong advantage.

Experience:
•At least five years of experience in development cooperation/management with at least five in the area of women's rights, gender equality and gender mainstreaming.
•Experience in project/programme development/planning, monitoring and reporting essential.
•Experience in working with multiple stakeholders (government, civil society/NGOs and development partners) on advocacy/communications on gender and development, gender mainstreaming and the empowerment of women essential.
•Previous international and/or country level experience with the United Nations preferably on UN interagency coordination a strong advantage.
•Previous work experience with National Women’s Machineries desirable.
•Familiarity with UN Women and its mandate and strategic priorities a strong advantage.

Language:
•Fluent in English.
