Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
Established in December 2012, the UN Women Country Office for Jordan works in close collaboration with the Government of the Hashemite Kingdom of Jordan, the UN Country Team and the Civil Society to advance the women’s national agenda, promote women’s empowerment and gender equality.

As part of a corporate requirement, the UN Women Jordan Country Office is embarking on the process of developing its new Strategic Note for the period of 2018-2021, defining key development results and management/operational results for the next four years.

The Strategic Note will be based on the global UN Women Strategic Plan which focuses on the following thematic priorities:

  • (1) To expand women’s leadership and participation;
  • (2) To end violence against women;
  • (3) To strengthen the implementation of the women, peace and security agenda;
  • (4) To enhance women’s economic empowerment;
  • (5) To make gender equality priorities central to national planning and budgeting at all levels; and
  • (6) To ensure that inter-governmental decision making of the United Nations contributes to strengthening the normative and policy framework for gender equality at country level.

As a necessary part of the process of developing the new Strategic Note, the UN Women Jordan
Country Office needs to conduct a comprehensive situation analysis for Gender Equality and Women
Empowerment (GEWE) that covers the following areas:

  • Presents an overview of the key macro development issues in Jordan and how they affect
  • GEWE;
  • Summarizes key elements of the most recent assessments and analysis on GEWE including
  • those conducted by partners;
  • Highlights trends relevant to UN Women’s mandate towards achieving goals and objectives of
  • the SDGs and other relevant normative frameworks including CEDAW and Beijing Platform for
  • Action (BPIA); in addition to the National frameworks, including Vision 2025 and the EDP, JRP,
  • National Strategy for Women, UNSDPF;
  • Summarizes existing gender equality priorities, opportunities and challenges, using most
  • recent data, statistics and analysis;
  • Presents an overview of the work of other UN agencies and international partners in Jordan
  • in the area of gender equality and women’s empowerment and key opportunities and gaps
  • that could be addressed through strengthened coordination;
  • Summarizes key lessons learned from relevant evaluations and reviews of UN Women’s
  • programmes over the past few years;
  • The process should be participatory involving key partners to reflect their readings of GEWE in
  • Jordan and the existing challenges and gaps.

To this end, the UN Women Jordan Country Office would like to contract a short-term consultant to
conduct a comprehensive GEWE situation analysis on the basis of which the new Strategic Note can
be developed.

Duties and Responsibilities

The consultant will work under the guidance of the UN Women Representative and will be responsible for the following specific tasks:
Conduct a desk review of existing literature in order to undertake a GEWE situational analysis including:

  • Data sources, review data and evidence, and assess data quality and gaps — devetoping draft conclusions from data and evidence;
  • Current situation and trends in Jordan in the localization of the SDGs, the achievement of CEDAW and other normative standards for gender equality and women’s empowerment (GEWE);
  • Challenges/issues and opportunities for promoting gender equality and women’s empowerment, including the identification of risks based on contextual analysis;
  • Emerging trends/needs/priorities in the area of Gender Equality and Women’s Empowerment, with a special focus on the identification of root causes of inequality;
  • Key lessons and promising/good practices for promoting gender equality and women’s empowerment in Jordan in the last few years;
  • Work of UN and other actors in Jordan for gender equality and women’s empowerment, including alignment with national priorities;
  • UN Women corporate priorities, feasibility and sustainability indicators for the office;
  • Comparative advantage and partnership analysis.
  • Provide a preliminary outline for the situation analysis for approval.
  • Conduct meetings with key partners to reflect their readings of GEWE in Jordan and the existing challenges and gaps.
  • Prepare the situational analysis report based on the above and the approved outline.
  • Revise the report on the basis of feedback from the Country Office Representative.
  • Prepare a Power point presentation on the findings of the GEWE situational analysis.
  • Present the Final findings of the situation analysis and facilitate a one-day internal consultation leading to identifying key issues for prioritization in the next SN 2018-2021.

Key Deliverables:

  • An outline of the situational analysis showing key sections/topics — by 9 March 2017.
  • A draft report on the GEWE situational analysis, following the above-mentioned outline by 27
  • March 2017
  • A final report (Maximum 25 pages — after proofreading) and power point presentation by 3
  • April 2017.
  • Facilitate a one-day internal consultation to identify key issues for prioritization on 6 April 2017
  • and prepare a 2-page report on the outcomes of the meeting on 9 April.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, gender studies, public administration, international relations, international law, public policy, or a related field.

Experience:

  • At least 7 years of relevant professional experience in high level technical and policy research
  • on Gender Related Strategic issues;
  • Knowledge of the relevant international frameworks pertaining to gender equality and
  • women’s empowerment, as well as gender mainstreaming and gender analysis;
  • Experience in humanitarian and development programming/planning is an asset;
  • Demonstrated experience in conducting similar kind of research/analysis with proven experience
  • in writing analytical papers on gender;
  • Institutional knowledge of the UN and UNWomen.

Language:

  • Fluency in Arabic and English (written and oral).
