Background

The Ganga forms the largest river basin in India in terms of catchment area, constituting 26% of the country's land mass. In addition to the immense religious significance of the river Ganga in the country, it also supports livelihoods and well-being of around 45% of the country’s population. However, high pollution levels in the Ganga are a cause of concern to humans and also to the diverse biodiversity supported by the river. In this context, the national government has taken up rejuvenation of the river Ganga as one of the major national priorities. The National Government has allocated an amount of around USD 300 million (Rs. 2,037 crores) in the budget for the financial year 2014-15 for this objective.

The National Mission for Clean Ganga (NMCG) is the nodal agency of the Ministry of Water Resources, River Development and Ganga Rejuvenation, Government of India mandated with the responsibility of ensuring abatement of pollution and rejuvenation of the river Ganga through a river basin approach promoting inter- sectoral co-ordination for comprehensive planning and management. NMCG also aims to ensure minimum ecological flows in the river Ganga with the aim of ensuring water quality and environmentally sustainable development. Effective implementation of planned activities and utilization of allocated budget has been severely constrained by capacity constraints at both national and state government levels.

In this context, UNDP has been agreed with the Ministry of Water Resources, River Development and Ganga

Rejuvenation and developed a proposal through which it can provide technical and implementation support to NMCG in its efforts to rejuvenate the river Ganga. UNDP will support national as well as state government initiatives undertaken through NMCG programmes. The proposed engagement with NMCG builds on the extensive experience of UNDP in the country on a diverse range of aspects including ecological restoration, water   management,   institution   building,   capacity   development   and   community   mobilization.   This engagement will be implemented by UNDP through the Development Support Services (DSS) modality in close cooperation, oversight and guidance of the NMCG. Through this modality, UNDP will receive funds from NMCG, and will be responsible for effective use of resources and the achievement of the project outputs indicated in this note. The project will mainly focus on improved sanitation and especially on sustainable solid and liquid waste management through enhanced local capacities and linked livelihoods.

 

Duties and Responsibilities

Provide technical support for execution of projects related to Sustainable solid and liquid waste management covering the following main areas:

  • Garbage management – Recycle, Re use, Composting, Entrepreneur development;
  • Liquid waste management – hand pumps, drains, soak pits, silt chambers with waste water treatment;
  • Bathing Ghats & Crematoriums – guiding and drafting the plans and TORs etc;
  • Waste to Energy – Biogas, Biofuel, Electricity, etc;
  • House hold composting – kitchen gardens, and organic pesticides and biocultures;
  • Agricultural development – organic farming, pond development, fish cultivation;
  • Drinking water treatment – analysis and alternatives for clean water.

Assist in preparation of project documents like TORs, project reports, etc. and presentation to higher authorities.

Participation in technical committee meetings for evaluation of tender documents, project reports, etc.

Assist in project planning and design activities.

Review of SLWM projects at various stages during execution, look into alternatives which are sustainable, cost effective and executable..

Liaison with various stake holders, both government and nongovernment, during the execution of the projects.

Assist in Capacity building, Resource mobilization and Knowledge management by attending training programs related to project activities.

Visit to various places for review of projects as well as evaluation of vendor’s technology on SLWM practices.

Network, liaison with the range of stakeholders and visit local areas and other regions.

Perform any other tasks assigned from time to time by the senior management.

Deliverables:

  • Evaluate project reports executed by contractors on various activities related to SLWM;
  • Assist in design and planning of project activities by selection and evaluation of suitable technologies;
  • Develop project documents like TORs, project reports, etc. and presentation to higher authorities;
  • Participation in technical committee meetings for evaluation of tender documents,  etc;
  • Review of SLWM projects at various stages during execution by co-ordinating with local project team members as well as visiting project sites from time to time;
  • Liaison with various stake holders, both government and nongovernment, during the execution of the projects;
  • Attending various training programs related to project activities;
  • Visit to various places for review of projects as well as evaluation of vendor’s technology on SLWM practices;
  • Perform any other tasks assigned from time to time by the Senior Management.

Required Skills and Experience

Academic Qualification:

  • Ph. D in Science with specialisation in waste management.  Desirable that M.Sc. in Biotechnology  with Post Graduate Diploma in Business Administration.

Professional Experience:

  • At least 20 years of professional experience in the areas of solid and liquid waste management with special reference to biodegradation techniques, biogas, bio-composting etc. used in the SLW mgt. An exposure to international experiences in waste management technologies and processes will be an added advantage. Should have good report writing skills with technical publications in international peer reviewed journals on the topic of waste management. Experience on preparation of TORs / EoI documents on SLW mgt. will be preferable.  

Language requirements

  • Fluency in spoken and written English and Hindi. Other local languages related to Sahibganj region will be an advantage.

Payment Schedule: 

  • Payment would be made for the actual number of days worked on submission of the signed timesheet by the Supervisor.

Documents to be submitted:

  • Detailed CV with contact details of three references;
  • Financial Proposal specifying per day consultancy fee. Prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/ compliant/ acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Technical Criteria weight -70%;

Financial Criteria weight- 30%.

Shortlisting would be done based on the following criteria:

  • Relevant Experience: 35% Marks;
  • Relevant Qualifications: 35% Marks;

Financial 30% Marks.

Only candidates obtaining a minimum of 70% point would be considered for the Financial Evaluation.
