Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors

UN Women has been working in Lebanon since 2015 to address the economic and social needs of refugees and host communities in close cooperation with the Government of Lebanon.  UN Women will be bringing on line a new work stream on women, peace and security in close consultation with the Lebanese Government and respective UN agencies. –The focus of this work is on supporting the efforts so far in place, regarding the development of national action plan on UN SCr 1325, and in rolling out programming on supporting youth to counter violent extremism. 

Under the supervision of the Programme Manager, based in Beirut, and with technical support from the UN Women Regional Office Arab States Advisor on Peace, Security and Humanitarian Action the consultant will implement UN Women’s emerging portfolio on women, peace and security in Lebanon. 

Service Overview:

UN Women in Lebanon requires support in rolling out its assistance to the Government of Lebanon and partners on women, peace and security. The assignment will:

  • Support the efforts so far in place regarding the development of   national action plan on UN SCr 1325;
  • Support partner and stakeholder capacity development and action on women, peace and security (notably, the development of a NAP on UN SCr 1325); and
  • Support youth based interventions on countering violent extremism. 

Duties and Responsibilities

1. Support the implementation of UN Women project activities by:

  • Planning and implementing UN Women activities designed for the development and passage of a National Action Plan (NAP) on UN SCr 1325, in close cooperation with respective UN Agencies and other national partners;
  • Providing technical assistance to the Government of Lebanon and partners on the NAP development and passage process;
  • Supporting the Government of Lebanon on the maintenance of strategic partnerships with respective national bodies, UN partners and civil society partners on the NAP process;
  • Supporting the Government of Lebanon in the roll out of national consultations and advocacy on NAP UN SCr 1325 passage.

2. Support knowledge management by:

  • Overseeing monitoring and reporting on work related to women, peace and security; conducting research and information gathering;
  • Generating knowledge on good practices and lessons learnt;
  • Serving as a technical expert on issues of women, peace and security in UN and other relevant forums and extremism.

3. Support project roll out in the areas of preventing violent extremism by:

  • Planning and implementing UN Women’s programming on the above subject;
  • Managing delivery of the day to day project activities to ensure prompt and adequate delivery of results;
  • Supporting UN Women implementing partners with project roll out through the provision of capacity development support and technical assistance; 
  • Supporting youth initiatives in cooperation with respective civil society organizations to combat violent extremism; 
  • Supporting concept note development for fundraising in these areas.

 Inputs:

 UN Women Lebanon team will provide a workspace, equipment and stationery, and support resource materials, and reference documents as relevant; - UN Women will provide support in facilitating contact with partners and identification of relevant resource persons for all components of the assignment; - UN Women will cover costs of travel as needed, related to the assignment.  

Performance Evaluation:

Required Skills and Experience

Education:

  • Master Degree or equivalent (required education in International Relations, Law, Political Studies, Economics, Social Sciences or related fields).

Experience:

  • 5 years of professional experience in the areas of peace building, security sector reform, the WPS agenda, gender equality or women’s rights;
  • Proven experience in strengthening institutional capacities of Government or civil society organizations;
  • Experience with facilitation of consultations, development of trainings and tools, policy development, and results-based management;
  • Familiarity with gender equality and women’s rights issues in the Arab States region;
  • Past experience with UN Women or the UN system would be an asset. 

Language Requirement:

  • Proficiency in oral and written in English and Arabic essential. 

Technical Qualifications Evaluation Criteria:

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/(Bid of the Consultant) x 30 *"Lowest Bid Offered" refers to the lowest price offered by Offerors scoring at least 49 points in technical evaluation.

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

The financial proposal shall specify a total lump sum amount per each deliverable, including any travel, per diem and administrative fees.

Incomplete submission can be a ground for disqualification.
