Background

The Government of Sierra Leone in close collaboration with donors and development partners are working to establish an Integrated National Civil Registration system in Sierra Leone.    To that end, the Government recently enacted a National Civil Registration Act under which a National Civil Registration Authority (NCRA) is being established. The NCRA will support the GoSL to record (on a continuous, permanent, compulsory and universal basis) the occurrences and characteristics of vital events and other civil status events related to its citizens and residents, as provided by and in accordance with an established legal framework. Those events will include marriage, divorce, births, deaths, adoptions, and legal changes of names.  Multi – purposive ID cards will be issued to all citizens.  Among many other uses, henceforth the Civil Register once established will be used to extract Voters List. This will not only make future voter registration exercises efficient and inexpensive but also to enable easier citizen’s access to a wide variety of services and support the Government in better targeting of beneficiaries for various safety net and social protection initiatives. 

In November 2016, the President of Sierra Leone, H.E President Ernest Bai Koroma appointed members of the Board of Directors for NCRA and these consist of a Chairperson and ten other members.  In addition, the President appointed the Director General for NCRA.  Four (4) subsequent board meetings have been held since the appointment of the BoDs. 

NCRA is faced with complex funding challenges characterised by a global economic downturn and related financial crisis in the country.  Donor priorities have gradually shifted making it difficult for NCRA to mobilise sufficient resources to sustain civil registration. 

In support of the above, UNDP is seeking for the services of a National Consultant in Resource Mobilisation to support NCRA to develop a Resource Mobilisation Strategy.    

Duties and Responsibilities

Objective:

The objective of the consultancy is support NCRA to develop a Resource Mobilisation Strategy with the aim to secure new and additional resources for NCRA in order to sustain civil registration after mass registration is completed in 2017.

Function and deliverables:

The National Consultant Communication Expert will support NCRA to achieve the following:

  • Organize multi stakeholder consultations with the aim to set resource mobilization goal and objectives, and tools and methodologies that would guide NCRA to mobilize new and additional resources;
  • Draft and disseminate Resource Mobilization Strategy.  The Communication Strategy will comprise of an action plan and a monitoring plan.  The action plan will help to translate the strategy into specific guidance for its activities, while a monitoring plan will help to verify, at regular intervals, whether the strategy is progressing as planned, and whether context changes call for adjustments.  The Resource Mobilization Strategy will also consist of a budget.  
  • Validate draft Resource Mobilization Strategy with NCRA stakeholders and ensure all comments are incorporated in the final Resource Mobilization Strategy;
  •  Submit final and approved (by NCRA) Resource Mobilization Strategy to UNDP.

Duration

It is expected that the deliverables will be completed within 30 days.

Required Skills and Experience

Education:

  • Masters’ Degree in Business Administration, Public Administration, Political Science, Development Studies.

Eperience:

  • A minimum of 5 years professional experience;
  • Experience in formulating resource mobilization strategies;
  • Familiar with the work of the National Civil Registration Authority, and in particular civil registration and identity systems;
  • Experience in working with Government Institutions and the United Nations;  

Langage:

  • Fluency in written and spoken English.

Evaluation of Criteria and Weighting:

The Consultant will be evaluated against a combination of technical and financial criteria. Maximum score is 100% out of a total score for technical criteria equals 70% and 30% for financial criteria.

The technical evaluation will include the following:

  • Background and minimum educational qualification as defined above-10%;
  • Previous practical experience relevant to the TOR - 30%;
  • Experience working with Government Institutions and the United Nations 20%;
  • English language fluency -10%.
