Background

The United Nations Office on Drugs and Crime's Global eLearning programme delivers a modern form of capacity building targeting governmental officials from Member States through its online and offline platforms. To further develop this platform and its content, UNODC's Information Technology Service unit is establishing an eLearning development team at its New Delhi office. This team requires services of a consultant – Course Authoring Expert for undertaking development of final SCORM modules using graphics, audio, text, etc. as detailed below:

Duties and Responsibilities

  • Help in create assessments;
  • Adds audio to the course and then synchronize the on-screen elements to the audio. Create/load interactive or animated graphics/assets using a variety of tools (Flash, Captivate etc);
  • Customizing the interactivity with the object based on different requirements using HTML5, Action Script, HTML, Javascript and CSS;
  • Help in packaging SCORM compliant course/module;
  • Ensure the course can interface with a Learning Management System;
  • Make sure the published courseware is multi-device compatible;
  • Collaborate and communicate with other developers, instructional designers, and graphic artists;
  • Develop innovative ideas for e-Learning resources;
  • Communicate effectively with the development team;
  • Maintain detailed documentation and course folders during the project lifecycle.

Expected Deliverables

  • Production of SCORM compliant elearning modules;
  • Publishing of elearning modules on LMS;
  • Troubleshooting the user issues;
  • Bug fixing;
  • Detailed documentation of the work undertaken.

Competencies

Functional Competencies:

  • e-Learning development project experience are a MUST;
  • Advance experience with MS Office (Power Point);
  • Articulate Storyline;
  • ADOBE Creative Suite;
  • Creative, independent, and able to see a creative project from idea conceptualization through to final execution;
  • Understanding of the animation process;
  • Work samples are required (portfolio);
  • Be able to interface with cross functional teams;
  • Experience of working in a project management environment;
  • Experience with developing user-interface designs, Web-based training, and other multimedia products for eLearning;
  • Blended learning program experience (e-learning module, simulation, webinar, lectures, etc.);
  • Experience with Learning Management System/Learning Content Management System;
  • Experience with authoring tools including Adobe Flash, Adobe Photoshop, and Sound Forge, Authoring tools such as Lectora Professional Publishing Suit and Inspire, Articulate Studio 09, Articulate Storyline, Adobe Captivate, Adobe Dreamweaver.

Required Skills and Experience

  • Academic Qualification:
  • Bachelor's degree/diploma in Graphic Design or related field.

Professional Experience:

  • At least 4+ years of experience in authoring elearning courses.

Language:

  • Fluent in English and Hindi.

Documents to be submitted by Consultants:

  • Updated CV with contact details of 3 references;
  • Financial Proposal indicating all-inclusive per day consultancy rate. Prior approved travel expenses, if any, will be reimbursed as per actuals in line with UNDP rules.

Payment Schedule:

  • Payment will be made on monthly basis for the number of day worked on submission of progress report.

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as response and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight - 70%.
  • Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Criteria for Technical Evaluation:

  • Qualification – 10 marks;
  • Relevant Work Experience in logistics and support functions – 50 marks;
  • Experience of working with UN agencies, diplomatic missions or International NGOs – 10 marks.

Notes:

  • Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed; Tickets will be issued considering the most direct and economical option and Consultants are not eligible for DSA;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
  • Please note proposals without financial proposal will not be considered;

  • The consultants must bring his/her own computing equipment.
