Background

The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UN Volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity, as well as the values that sustain it: free will, commitment, engagement and solidarity.

UNV is headquartered in Bonn, Germany and has approximately 150 staff positions – with the majority in Bonn and some positions with different UN peacekeeping and political missions, and in other Headquarters locations (e.g. New York and Tokyo) or regional as well as country offices.

Organizational Setting

Under the direct supervision of the Executive Coordinator of UNV in Bonn and in close coordination with the Deputy Executive Coordinators, the Chief of the Office in New York (ONY) contributes to the achievement of the results areas outlined in the Strategic Framework. These are: a) UN entities are more effective in delivering their results by integrating high quality and well-supported UN Volunteers and volunteerism in their programmes  (UN client services); b) Countries more effectively integrate volunteerism within national frameworks enabling better engagement of people in development processes (programme/policy advice); and c) UNV is a more effective and efficient organization, with improved systems and business practices and processes,  well-managed resources and  engaged personnel (management services).

The Programme Coordination Section (PCS) provides leadership in focused and opportunity-driven programme development and partnership building. PCS is developing and implementing global and fully-funded programmes of UNV with a focus on partner engagement and response to partner needs. PCS’ work encompasses four key areas:  a) Programme development, coordination and quality assurance for priority pipeline, partnerships and resource mobilization opportunities; b) Management of UNV regional offices; c) Management of the Full Funding (FF) programme, strongly aligned with the global programme and broader Strategic Framework results and service lines; and d) Coordination of UNV partnerships with UN entities for joint programming and volunteer mobilization with the use of appropriate volunteer modalities.

 

Duties and Responsibilities

Under the direct supervision of the Chief of the UNV Office in New York, and under matrix supervision of the Communications Specialist within the Programme Coordination Section, the consultant will carry out the tasks described below, with an emphasis on UNV’s interactions with the interagency and intergovernmental environment for youth volunteerism.

Description of Responsibilities:

  • Support strategic planning, programming and partnership building for youth volunteering and youth-related initiatives in line with the UN Youth Volunteers Programme, with a specific focus on inter-governmental and interagency relations.
  • Identify and strengthen relationships with New-York based main partners related to youth volunteerism and youth in general in line with Programme priorities
  • Effectively use evidence based information gathering on youth volunteering and support development into advocacy products and projects for resource mobilization / partnership development;
  • Gather donor intelligence and mapping of relevant partners. Contribute to conceptualization and realization of resource mobilization material. Contribute to development of social media packages.
  • Support all other elements for positioning UNV / volunteerism on interagency and inter-governmental discussions on youth – including working directly with youth groups at the global level, when appropriate.
  • Support UNV-HQ in the coordination of youth activities with country and regional offices.
  • Undertake other interagency / inter-governmental tasks for UNV ONY, as required.

Deliverables:

By 14th June

  • With a focus on the UNDP/UNFPA/UNOPS Executive Board (May/June 2016) - deliver office intelligence for ONY/PCS on events and relevant discussions on a regular basis, prepare calendar updates on major events and consultations within the mandate of UNV for relevant UNV sections.
  • Provision of short reports to ONY/PCS on activities performed to position UNV in inter-governmental, inter-agency (UNDP and other UN agencies) as well as working groups and tasks forces of direct relevance to UNV’s mandate, with an emphasis on promoting and integrating youth volunteerism;
  • Organize, facilitate and record minutes of two coordination meetings among UNV youth focal points at the regional and HQ level during May/June.

By 15th July:

  • With a focus on the HLPF (July 2016) - deliver office intelligence for ONY/PCS on events and relevant discussions on a regular basis, prepare calendar updates on major events and consultations within the mandate of UNV for relevant UNV sections.
  • Provision of short reports to ONY/PCS on activities performed to position UNV in inter-governmental, inter-agency (UNDP and other UN agencies) as well as working groups and tasks forces of direct relevance to UNV’s mandate, with an emphasis on promoting and integrating youth volunteerism;
  • Organize, facilitate and record minutes of two coordination meetings among UNV youth focal points at the regional and HQ level during June/July.

By 15th August:

  • Deliver office intelligence for ONY/PCS on events and relevant discussions on a regular basis, prepare calendar updates on major events and consultations within the mandate of UNV for relevant UNV sections.
  • Provision of short reports to ONY/PCS on activities performed to position UNV in inter-governmental, inter-agency (UNDP and other UN agencies) as well as working groups and tasks forces of direct relevance to UNV’s mandate, with an emphasis on promoting and integrating youth volunteerism;
  • Organize, facilitate and record minutes of two coordination meetings among UNV youth focal points at the regional and HQ level during July/August.

September 15th:

  • With a focus on the GA and Executive Board (September 2016) - deliver office intelligence for ONY/PCS on events and relevant discussions on a regular basis, prepare calendar updates on major events and consultations within the mandate of UNV for relevant UNV sections.
  • Provision of short reports to ONY/PCS on activities performed to position UNV in inter-governmental, inter-agency (UNDP and other UN agencies) as well as working groups and tasks forces of direct relevance to UNV’s mandate, with an emphasis on promoting and integrating youth volunteerism;
  • Organize, facilitate and record minutes of two coordination meetings among UNV youth focal points at the regional and HQ level during August/September.


October 15th:

  • With a focus on the GA and relevant associated Committees (October-December 2016) - deliver office intelligence for ONY/PCS on events and relevant discussions on a regular basis, prepare calendar updates on major events and consultations within the mandate of UNV for relevant UNV sections.
  • Provision of short reports to ONY/PCS on activities performed to position UNV in inter-governmental, inter-agency (UNDP and other UN agencies) as well as working groups and tasks forces of direct relevance to UNV’s mandate, with an emphasis on promoting and integrating youth volunteerism;
  • Organize, facilitate and record minutes of two coordination meetings among UNV youth focal points at the regional and HQ level during September/October.

November 15th:

  • With a focus on the GA and relevant associated Committees (October-December 2016) - deliver office intelligence for ONY/PCS on events and relevant discussions on a regular basis, prepare calendar updates on major events and consultations within the mandate of UNV for relevant UNV sections.
  • Provision of short reports to ONY/PCS on activities performed to position UNV in inter-governmental, inter-agency (UNDP and other UN agencies) as well as working groups and tasks forces of direct relevance to UNV’s mandate, with an emphasis on promoting and integrating youth volunteerism;
  • Organize, facilitate and record minutes of two coordination meetings among UNV youth focal points at the regional and HQ level during October/November.

By 14th December:

  • Full handover note delivered – including relevant SOPs.
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of programming and partnerships supported, volunteer activities facilitated and capacities developed
  • With a focus on the GA and relevant associated Committees (October-December 2016) - deliver office intelligence for ONY/PCS on events and relevant discussions on a regular basis, prepare calendar updates on major events and consultations within the mandate of UNV for relevant UNV sections.
  • Provision of short reports to ONY/PCS on activities performed to position UNV in inter-governmental, inter-agency (UNDP and other UN agencies) as well as working groups and tasks forces of direct relevance to UNV’s mandate, with an emphasis on promoting and integrating youth volunteerism;
  • Organize, facilitate and record minutes of two coordination meetings among UNV youth focal points at the regional and HQ level during November/December.

Excellent writing, editing and oral communication skills in English required.

Required Skills and Experience

Education;

  • Master’s degree (or equivalent) in Political Science, International Relations, Social Development or a related field

Experience;

  • Sound knowledge of the United Nations system in general and UNDP, in particular at UN HQ;
  • Experience in supporting interactions in intergovernmental processes at the United Nations – with a focus on youth issues;
  • Two years of relevant working or research experience and demonstrated analytical and drafting abilities;
  • Outstanding knowledge of volunteering issues, in particular in relation to youth and gender issues, required;
  • Good understanding of and commitment to volunteerism and volunteer action, and familiarity with civil society organizations at both international and national level;
  • Volunteer experience an asset.

Applicants have to provide a technical and financial proposal. 

 

The technical proposal shall describe the methodology and the approach how to fulfill the required deliverables as well as outline the major components of its implementation.

The financial proposal shall consist of all-inclusive lump sum for the whole duration of the contract period, which shall include the consultancy fee, costs of living, costs for insurance, and cost of travel to and from the duty station. The financial proposal shall contain a breakdown of these costs and indicate the number of off-days the consultant wants to take during the contract period (if any).

The lump sum/contract price is fixed regardless of subsequent changes in the cost components.

Criteria for Selection of the Best offer:

The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted – 70% , and combined with the price offer which will be weighted 30%.
