Background

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP’s Crisis Response Unit (CRU) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

The climate, disaster and energy team (CDT) of BPPS leads the corporate policy and programming work in these key areas of the strategic plan. Within this team is a unit that leads on external engagement across the portfolio of work, coordinating engagement with donor nations and the private sector, strategic communications, and research, evidence and advocacy.

Duties and Responsibilities

Objective:

The climate and disaster policy advocacy consultant will play a key supporting role in the development and implementation of the CDT external engagement strategy, with a special focus on the Asia-pacific region. The range of inter-related functions the successful candidate will perform include:

  • Acting as a liaison between the Bangkok regional office and HQ offices in New York and Geneva in support of coordination between global and regional communications, donor engagement, and advocacy activities.
  • Supporting preparatory engagement at and follow-up to key events and processes through June to August, including the Global Platform, World Reconstruction Conference, ECOSOC Humanitarian, Climate week etc.
  • Support the development, implementation and monitoring of resource mobilization work in particular.
  • Act as day to day focal point for delivering the CDT External Engagement strategy, including but not limited to support for advocacy, communications, partnerships, internal coordination, and research, evidence and innovation.
  • Lead on the team’s internal workplan and processes.

 Scope of Work:

The consultant is expected to undertake following duties and responsibilities:

       Regional and Global Advocacy Support

  • Support the development and implementation of CDT’s advocacy strategy for UNDP support to Agenda 2030
  • Act as a focal point for regional climate, disaster, and energy focused communications activities in the region, vertically integrating with HQ campaigns and advocacy.
  • Provide support to both global and regional processes and events.
  • Liaise with UNDP country offices in the collection and dissemination of UNDP climate, disaster, and energy program impact stories and features.

       Relationship Building

  • Liaise and coordinate with development partners (i.e. governments, NGOs) and donors, supporting strategic partnerships at the global and regional levels (especially for the RBAP region);
  • Develop meeting materials and files customized for each donor incorporating CDT’s mandate; maintain donor profiles and the external engagement guide;
  • Provide support to senior managers for missions, meetings and other consultations with Member States, including coordinating with partners, writing and preparation of notes, briefs and other materials;
  • Support establishing contacts with potential partners and organizing high-level meetings and negotiations, and prepare subsequent plan of action and follow-up for potential partnership development opportunities;
  • Actively participate in the identification, design, formulation and negotiation of new projects and programs;
  • Highlight and promote regional specific proposals during donor capital missions.
  • Ensure regional and HQ coherence in terms of messaging and conceptual positioning of UNDP.

       External Donor Relations

  • Undertake donor studies (climate change, disaster risk reduction, and energy policies, geographic and sector focus areas, etc), research and other activities with a view to identifying funding opportunities for both global and regional programs;
  • Provide substantive inputs to HQ briefings prepared in collaboration with other teams in BPPS  on risk informed development concerns under Agenda 2030
  • Coordinate the development, publication and dissemination of research and evidence material and other knowledge products for CDT’s thematic focus areas;

       Management Support

  • Play the lead role in keeping the team on track in terms of objectives, goals, progress etc.
  • Manage the team workplan and associated processes

Expected Outputs and Deliverables:

The expected outputs from this assignment are;

  • CDT Advocacy strategy for delivering on Agenda 2030.
  • Collection and dissemination of the impact of UNDP’s work across climate/disaster and energy, especially from a regional perspective.
  • Background research and briefing materials on all present and potential CDT donors.
  • Development of key proposals across the risk, resilience, energy and climate areas.
  • Concept note and background materials for missions to donors and other partners.
  • Maintainance of key supporting work of the external team: objectives, goals, progress, workplan etc.

Institutional Arrangement:

The consultant will be under the overall supervision and guidance of the Special Advisor: External Engagement and in close coordination with the team in Bangkok Regional Hub.

Duration of the Work:

1 June 2017- 31 August 2017 (Up to 64 working days)

Duty Station:

Bangkok, Thailand with possible travels.

Required Skills and Experience

Education:

  • A Masters’ Degree (or higher) in international relations, political science, international environmental policy, or development studies.

Experience:

  • Minimum 5 years of professional work experience in partnership development, advocacy, and strategic communications; at least four years of which should be at the international level;
  • Experience maintaining effective relationships with member states, UN agencies, NGOs, host government and other partners;
  • Experience conducting analysis and research on international donor disaster risk reduction and climate change policies, preferably in the context of the challenges for developing countries.
  • Involvement and/or participation in international negotiations, global processes and events;
  • Knowledge and experience of UNDP system policies, rules and regulations, guidelines;
  • Experience working in an international organization and multi-cultural environment, in particular with agencies implementing disaster risk reduction, climate change and energy programs;

Language:

  • Proficient level of English, both oral and written, is required

Price Proposal and Schedule of Payments:

The contract will be based on Daily Fee

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology;

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1: Relevance of education - Max 10 points
  • Criteria 2: Proven ability to coordinate multi-stakeholder processes, particularly in the area of risk analysis, DRR, and information management - Max 25 points
  • Criteria 3: Proven and adequate expertise in programme assessment and development - Max 20 points
  • Criteria 4: Proven information management, analytical and writing skills - Max 15 Points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
