Background

Under the guidance and supervision of the Head of Office, the Finance Assistant provides support to office operations performing a variety of standard administrative processes ensuring high quality and accuracy of work. The Finance Assistant works in close collaboration with the Operations, Programme and projects staff in the CO and other UN agencies staff to exchange information and ensure consistent service delivery.

The Finance Associate works in close collaboration with the Operations Team in the Regional Office

as well as with the Operations and Programme teams in UN Women HQ for solving complex finance related issues and information delivery.

Duties and Responsibilities

Summary of Key Functions:

Ensures implementation of operational strategies focusing on achievement of the following results:

  • Full compliance of financial processes and financial records with UN/UNWomen rules, regulations, policies and strategies;
  • Input to the CO business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management.

Provides accounting and administrative support to the office focusing on achievement of the following results:

  • Proper control of the supporting documents for payments and financial reports;
  • preparation of all types of vouchers; PO vouchers; Pay Cycle and payment execution;
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed;
  • contributions within resource mobilization efforts. Follow up on contributions within the CO resource mobilization efforts;
  • Follow-up and/or take action on audit recommendations to ensure implementation of corrective actions. Assist in reviewing the audit reports on NGO executed projects;
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Presentation of information on the status of financial resources as required;
  • Draft financial reports for donors in accordance with donor requirements, UN Women procedures and in conjunction with project managers;
  • Associate revenue and expenditure in commitment control for non-core projects;
  • Assistance in the preparation of budget, provision of information for audit;
  • Manage petty cash fund, cash imprest level and other temporary GL accounts,
  • Maintenance of the Accounts Receivables for CO and recording of deposits in Atlas;
  • Management of cash receipts and petty cash;
  • Maintenance of the proper filing system for finance records and documents;
  • Proceed with data cleaning of Finance tasks based on HQ dashboard indicators;
  • Prepare GLJEs when needed;
  • Monitoring of office/projects budget.
  • Preparation of monthly UN exchange rate report to Treasury;
  • Timely and accurate preparation of bank reconciliations;
  • Initiation of bank transfers and deals in Atlas.
  • Performs any other duties as requested by Head of Office.

  • Participation in the trainings for the operations/ projects staff on Finance;

Required Skills and Experience

Education:

  • University degree in Finance, Administration and Business or related field is a requirement.

Experience:

  • Five years of experience in Finance at the national or international level is required;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems;
  • Experience in ERP system (Atlas) or similar application systems is desirable.

Language:

  • Fluency in written and spoken English and Arabic is required.
