Background

The Regional Bureau for Asia and the Pacific established the Bangkok Regional Hub as well as the multi-disciplinary Pacific Centre in Suva with a focus on the Pacific Islands. The main priority of the Regional Hub is to provide UNDP Country Offices in Asia and the Pacific with easy access to knowledge through high quality advisory services based on global applied research and UNDP lessons learnt. The second priority is to build partnerships and promote regional capacity building initiatives, which allow UNDP, governments and other development partners to identify, create and share knowledge relevant to solving urgent development challenges.

Under the direct supervision of the HR Analyst, the HR Administrator works in close collaboration with the TST and MAST staff in BRH and other UN agencies staff to exchange information and ensure consistent service delivery.

Duties and Responsibilities

Objectives of the Assignment:

To ensure execution of transparent and efficient HR services in the BRH/HR.  The HR Administrator works in close collaboration with the operations, programme and projects’ staff in the office.

 

Scope of Work:

Provide support service to recruitment activities including but not limited to:

  • Prepare and coordinate for completion of vacancy posting processes for both UNDP channels as well as commercial/external channels;
  • Schedule and liaise with candidates in the recruitment processes, including testing and interview;
  • Arrange venues and facilitates for test and interview.  Prepare the test package and administer the test.  Coordinate with the scorers for scoring process.  Consolidate scores and make calculations for HR Associate to present in the Recruitment Summary Report;
  • Coordinate with interview panelists and candidates for the interview;
  • Collect background information/documents of candidates and conduct reference checks;
  • Update recruitment status.  Monitor backlog and raise the issues to the attention of HR Associate or HR Analyst.

 Provide support service to HR administration activities including but not limited to:

  • Prepare routine correspondence, memorandum, reports and forms;
  • Prepare supporting documents for HR related payments;
  • Maintain proper fling system for the HR unit;
  • Assist in training activities.  Arrange venues and facilities.  Serve as focal point for general coordination;
  • Manage file archiving and disposal in accordance with established standard;
  • Perform general support duties as assigned.

 

Expected Outputs and Deliverables:

  • Handling recruitment cases;
  • Handling HR related payments, and filing systems.

 

Institutional Arrangements:

 The HR Administrator reports to HR Analyst and will be required to submit a weekly recruitment progress report and monthly filing report.

1 July 2017 – 30 September 2017 with maximum 65 days worked

Duty Station:                           

Bangkok, Thailand with no travel required

Required Skills and Experience

Degree of Expertise and Qualifications:

  • Bachelor’s Degree in Arts, Business Administration, Social Science or any related fields.
  • 3 years of HR and/or administrative experience, with focus on recruitment.
  • Familiarity with UN System is highly desirable.
  • Good command in MS Office (MS Word, Excel, PowerPoint).  Familiarity with web-based information management system will be an asset.
  • Good working knowledge in English and Thai.

 

Scope of Price Proposal and Schedule of Payments:

Consultant must send a financial proposal based on Daily Fee.

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.  The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

 

Criteria for Selection of the Best Offer:

Individual consultants will be evaluated based on the following methodology

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Technical Criteria for Evaluation (Maximum 100 points)

  • Criteria 1 Eg. Relevance of Education – Max 10 points
  • Criteria 2 Eg. Language Proficiency, etc.- Max 15 Points
  • Criteria 3 Eg. Relevance of experience in area of specialization (e.g. Human Resources, Administration)– Max 50 points
  • Criteria 4 Eg. Experience in the usage of computers– Max 15 points
  • Criteria 5 Eg. Familiarity with UN system – Max 10 Points

Only candidates obtaining a minimum of 70% of the total technical points would be considered for the Financial Evaluation.

  • Financial proposal, as per template provided in Annex III. Note: National consultants must quote prices in Thai Baht.

Incomplete proposals may not be considered.
