Background

Malaysia is a Party to the Montreal Protocol on Substances that Deplete the Ozone Layer, has agreed to phase-out the HCFC (Hydro Chloro Fluoro Carbon) as per the accelerated schedule of Montreal Protocol. The Ministry of Natural Resources and Environment, Malaysia, through the National Ozone Unit (NOU), Department of Environment, is responsible for timely and effective implementation of the Montreal Protocol and its Ozone Depleting Substances (ODSs) phase-out activities in Malaysia.

The 77th Meeting of the Executive Committee of the Multilateral Fund held in December 2016 approved Malaysia’s HPMP Stage 2 phase-out of Hydrochlorofluorocarbons (HCFCs) for the period 2017 – 2021. During this period, Malaysia agreed to further phase out 146.46 OPD tonnes of HCFCs.

Malaysia has successfully achieved the phase out target of 10% reduction of consumption of HCFCs under the HPMP Stage 1 for the period 2012 – 2016 in line with the accelerated phase-out schedule of the Montreal Protocol for HCFCs.

The United Nations Development Programme (UNDP) is the designated lead implementing agency for the HCFC Phase-out Management Plan (HPMP) Stage 2 for Malaysia and provides the required technical and programme support for preparation and implementation of HCFC phase out strategy in line with the accelerated phase-out schedule of the Montreal Protocol.    

Duties and Responsibilities

The Consultant will work under supervision the Assistant Resident Representative (Programme), UNDP Malaysia with guidance from the National Project Director, Department of Environment, and is expected to undertake the following functions:

  • Provide hands-on advice, coaching and technical inputs related to technology conversion activities to DOE and the industries;
  • Provide technical inputs with respect to reports and other documents as necessary, inline with the project requirement;
  • Provide technical inputs required for awareness and information dissemination activities including stakeholder’s meetings/ workshops in Malaysia;
  • Arrange local ground travel in Malaysia (Peninsular and East Malaysia) for the International Consultants;
  • Plan and organize site visits for the international Consultants to 67 foam industries;
  • Provide necessary support in activities related to Montreal Protocol including the necessary project reports;
  • Perform any other tasks as may be assigned by UNDP and/or DOE in context of these activities. 

 

Expected Outputs:

  • Submission of Satisfactory Workplan and/or Inception Report*;
  • Submission of Satisfactory Monitoring report* for the first 30 companies;
  • Submission of Satisfactory Monitoring report* for the final set of companies;
  • Submission of Satisfactory Final Report*;

‘* the format of the Report to be discussed in the Workplan and/or inception report

 

Payment Terms: 

  • Monthly based on number of days worked.

Required Skills and Experience

  • Bachelor’s degree in Business Management, Science, Engineering.

 

Professional Experience:

  • Minimum 5 years’ experience in the refrigerant industries or air conditioning industries or environmental management or chemical waste management or any other similar industries;
  • Experience working with the Malaysia’s authority such as Department of Environment;
  • Experience with CFC or HCFC phase out programme is preferred;
  • Good networking knowledge in the foam industries is preferred;
  • Knowledge and understanding of the Montreal Protocol, technologies for ODS and ODS alternatives and Multilateral Fund policies, guidelines and procedures is preferred;
  • Knowledge of Malaysian Industries/establishments working in various Sectors and sub-sectors with specific reference to HCFC production and consumption is preferred;

 

Language:

  • Bahasa Malaysia and English. Ability to converse in Mandarin/Chinese local dialect is preferred.

Criteria for Selection of the Best Offer:

Cumulative analysis : The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%.

Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Criteria for Technical Evaluation would be as under:

  • Qualification - 10%;
  • Relevant Work Experience-- 40%
  • Knowledge of project management and project implementation-20%
