Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women launched the Safe Cities Free of Violence against Women and Girls Global Programme at the end of 2010, which aims to develop, test and disseminate safe city models in Cairo, Kigali, Port Moresby, Quito and New Delhi for:

Preventing and reducing sexual harassment (SH) and other forms of sexual violence against women and girls (SVAWG) in urban public spaces, enabling women and girls to move more freely and safely, and increasing the exercise of their right to enjoy such spaces. Local safe city models should be capable of adaptation and scale up, thereby having the potential to make more cities safe around the world. All of these cities face the global challenges of rapid urbanisation, and high levels of SVAWG.

Under the guidance and direct supervision of the UN Women PNG Deputy Country Representative, in collaboration with and mutual support from the National Programme Specialist (Safe Public Transport), the Programme Officer will work in close collaboration with programme staff in the Country Office, other UN agencies, and project partners to deliver a high quality costed programme design document that is fully consulted and validated.

UN Women’s flagship Port Moresby Safe City Programme supports the National Capital District Commission (NCDC) to make public market places are safe for women and girls, since 2011.

UN Women PNG is developing a Safe Public Transport for Women and Children project (herein referred to as the Safe Public Transport Project), as a key intervention in the Programme.  The majority of Port Moresby’s buses are overcrowded, unsafe, unreliable and unpredictable.  Women and girls (and boys) are often fearful to use these buses, but have little or no choice.  A scoping study was recently conducted in 2013 to examine the scale of the problem.  Findings indicate that 77% of women have experience some form of violence on buses, and/or waiting for buses. Women and girls in Port Moresby need a safe and reliable public bus system, so that they can participate fully and without fear in economic, social and other activities. 

It is envisaged that the bus service will be operated by a local NGO in collaboration with UN Women and with support from NCDC where their capacity allows. Principles of accessibility and affordability will be key to ensure that the service is used by more vulnerable women and children. The Programme Officer will therefore work in collaboration with the Safe City Team to ensure high quality of work for project design, implementation, strategic partnerships, financial and human resource management, and knowledge building.

The Programme Officer will adopt an approach focusing on quality and result oriented project management. He/ She will work in close collaboration with UN Women PNG’s programme and project teams as well as its Operations Unit, in addition to the UN Women Regional Office for Asia and Pacific team to ensure a high quality programme.

Management

  • Lead and supervise the development of monitoring and evaluation frameworks and other activities related to the implementation and sustainability of the project;
  • Provide support for development of strategic documents on the Safe Public Transport Project, including budget plans, procurement plans and operational plans with the related detailed budget allocations for project implementation; and supervise personnel;
  • Manage the Safe Public Transport Project resources and administration to ensure proper accountability for and utilization of allocated funds;
  • Continuously monitor the implementation of activities and budget expenditures and ensure that projects’ implementation is in line with agreed upon work plans and related time frames;
  • Ensure proper (evidence based and disaggregated) data collection and prepare narrative reports on projects’ progress, oversee projects’ review and ensure UN Women’s visibility across projects’ implementation is compliant with UN Women’s rules and regulations;
  • Work closely with governmental and local partners to ensure ownership and delivery of projects’ results;
  • Ensure that close cooperation and coordination is maintained with project partners and existing and future consultative committees for project implementation;
  • Ensure regular technical briefings for donors;
  • Oversee the procurement action under the project, including the drafting of complex Requests for Proposals and technical Terms of Reference and evaluation of bids.

Strategic Planning and Coordination

  • Provide inputs into planning, monitoring and evaluation of UN Women’s work in PNG related to women’s rights and protection, including the identification of strategic programme areas of cooperation;
  • Contribute to the Safe Public Transport project design document, programme strategies and other programming documents, and ensure their effective implementation;
  • Create linkages and synergies between the Safe Public Transport project and other UN Women programmes and projects to maximize impact for targeted beneficiaries; 
  • Liaise with governmental and non-governmental national stakeholders to maintain discussions and ensure proper planning for addressing strategic priorities;
  • Ensure technical support and advice on issues related to women’s rights and protection is provided, as needed, to governmental counterparts and non-state actors and UN Agencies;
  • Identify and share with the office, emerging protection planning related to women’s rights issues.

Capacity Building and Knowledge Management

  • Support the monthly planning of  Safe Public Transport Project’s work,  and regularly follow up on developments and challenges;
  • Hold regular Safe Public Transport project staff meetings (including external partners);
  • Coordinate Safe Public Transport project staff participation in external coordination meetings and other activities related to Safe Public Transport work;
  • Provide clear direction and monitor performance of staff working on the projects based on specific benchmarks. 
  • Contribute to UN Women’s global knowledge management efforts related to collection and dissemination of lessons learnt and best practices in procurement and operational areas; 
  • Ensure linkages are established and maintained with other UN Women programmes and projects;
  • Provide constant briefing/debriefing of senior management, staff and project teams on issues relating to area of work;
  • Provide sound contributions to knowledge networks and communities of practice.

Partnership Building and Support to Resource Mobilization

  • Liaise, within the overall framework of UN Women PNG’s Programme Team, with implementing bodies, governmental organizations, donor agencies, UN Agencies and NGOs to strengthen the network of support to women’s rights and protection-related issues and widen the potentialities of the Safe Public Transport managed project; 
  • Working alongside with the National Programme Specialist (Safe Public Transport Project) and other PNG CO personnel, liaise with donors, raise and maintain interest in areas of women’s protection and rights relevant to the PNG context, including emerging areas; 
  • Support resource mobilization efforts for ensuring the sustainability of the Safe Public Transport project;
  • Formulate funding proposals and prepare substantive briefs on possible areas of cooperation, analyze and research information on relevant donors, and support the identification of opportunities for cost-sharing;
  • Ensure wide strategic communication of the project’s findings, good practices and lessons learned to local, national, regional and global partners including UN agencies.

Required Skills and Experience

Education

  • Master’s degree (or equivalent) in International Development, Gender, Human Rights, Applied Anthropology, Urban/Regional  Planning or in other related Social Sciences.

Experience

  • Minimum of 5 years of progressively responsible experience in urban or regional planning, or international development work preferably focused on or strongly involving gender equality and/or Human Rights at national, regional or international levels. 
  • Professional experience in project development/ management and coordination, as well as in budget preparation.  
  • UN experience is considered an asset.

Language Requirements

  • Fluency in English is required.
