UNDP Libya is seeking to hire a qualified international consultant under “Transitional Justice” Project of UNDP Libya as “Transitional Justice/Human Rights Consultant”. Under the direct supervision of the Director of the Human Rights, Transitional Justice and Rule of Law Division of UNSMIL and in coordination with the Project Manager, the consultant will work from home with missions to Tunis, to provide substantive guidance and support to the team working on the transitional justice project.

Duties and Responsibilities

The overall objective of the consultancy will be to support in total four workshops/ dialogue meetings that will assist the respective community to reach consensus and initiate the formulation of road maps or agreements to initiate or further advance the transitional justice process at the respective community level in order to:

  • Reach agreement on the key issues related to related to the development of transitional justice strategies and implementation plan in full line with international standards and human rights;
  • Promote the reconciliation between the communities in conflict;
  • Advance the requirements of justice for both respective sides;
  • Especially facilitate the return of Internally Displaces Persons;
  •  Increase understanding among participants on the issues pertaining to reparation and rehabilitation and more specifically on solving land property issues if the case maybe.

Specifically, the consultant will provide for the:

Misrata and Tawergha dialogue process support to two dialogue meetings facilitated by UNSMIL/UNDP that will assist the Misrata/Tawergha Committee by:Providing technical inputs to UNSMIL/UNDP in conceptualizing, planning and carrying out two structured dialogue meetings including the provision of political, human rights and legal advice on selected transitional justice issues;

  • Design and lead the process that will enable Misrata/Tawergha Committee to reach agreement in relation to the implementation of the road map document with a particular focus on the return of IDPs consistent with international law and human rights standards;
  • Accompany, advise, and act as a resource person for the Misrataa/Tawergha Committee in participating in the follow-up of the two dialogue meetings.

Mashashiya and Zintan dialogue process support to one dialogue meeting facilitated by UNSMIL/UNDP and one follow-up workshop that will assist the Mashashiya and Zintan community by:

  • Providing technical inputs to UNSMIL/UNDP in conceptualizing, planning and carrying out one dialogue meeting and one follow-up workshop that will assist the communities in developing a transitional justice strategy / road promoting truth seeking, property restitution,  returns of Internally Displaced Persons addressing missing persons and detained persons;
  • Design and lead the process for developing the process in full line with international law and human rights standards;
  • Provide political, human rights and legal advice on selected transitional justice issues and to this end coordinate with separately recruited key international experts;
  • Accompany, advise, and act as a resource person for the Mashashiya and Zintan community in follow of the dialogue meeting respectively workshop.

Required Skills and Experience

Academic Qualification:

Bachelor degree in law, political science, sociology, or related field with specialization in transitional justice and human rights.

Experience:

  • At least 10 to 15 years of combined experience in the areas of transitional justice and Human Rights;
  • Extensive understanding of the issues related to transitional justice and human rights, including research and preparation of research papers (Submit a minimum of two sample of a research paper.);
  • Extensive experience working with senior representatives of the authorities, academia including participation in conferences, seminars, presentations in various fora’s;
  • Experience of work in the Arab region in the area of transitional justice and at least one other region;
  • Experience in transitional justice processes on community level in particular in the Arab region and leading such transitional justice processes;
  • Knowledge of the Libyan context and the current transition would be a significant advantage;
  • Extensive experience in presenting in public forums including high-level national stakeholders;
  • Fluency in oral and written English and Arabic is required.
