Background

UNDP Bangkok Regional Hub (BRH) supports countries in Asia-Pacific in many development agenda including Governance of Climate Change Finance. The Strengthening the Governance of Climate Change Finance for Gender Equality (2017-2022) is a regional programme implemented by UNDP and supported by Swedish SIDA. The programme is part of a larger UNDP regional programme on Governance of Climate Change Finance and Development Effectiveness. The project’s overall objective aims to improve the governance of international and domestic climate change finance, in Asia & the Pacific by integrating and mainstreaming climate change and gender into national planning and budgeting process.

Since 2012 UNDP has been working with Sweden to generate knowledge and understanding of how to integrate a response to climate change within the budget process in Bangladesh, Indonesia, Thailand and Cambodia. Building on existing partnerships and on the experience of supporting budget reforms in the first phase of the UNDP-Sweden partnership, this second phase of the programme will continue to support governments to implement budget reforms that enable the delivery of gender-responsive climate change related investments that would have positive impacts on poverty and human rights.

Climate change finance and the need to increasingly fund more of it from domestic resources is in the policy agenda of many countries.  Under the regional Programme ‘Strengthening the Governance of climate finance for the poor and Vulnerable” (GCCF), many countries in the Asia-Pacific region have placed significant efforts in integrating climate change dimension into the national budget systems in one or another way.  Some countries introduced technical means to track CC finances, while others try to influence that process by introducing high-level policy goals. Some countries have introduced CC tracking mechanisms while others set global policy goals on CC (SDG). With all these efforts being highly relevant, timely and useful, the absence of an objective assessment for measuring integration of CC into the PFM system poses challenges for the policy makers and analysts. The fragmented evaluation of progress on separate initiatives has a limited use and also does not allow a cross-country comparison of the level of integrating of CC into PFM systems.In light of these issues, the GCCF has developed a methodology to assess the level of integration of climate change finances in the Public Financial Management systems of countries in the Asia-Pacific region.

Duties and Responsibilities

The consultant is expected to support the country office (CCCA focal point) as well as the GCCF cross-practice team by:

  1. Leading the ground research for the CCBII+ in Cambodia, in collaboration with UNDP country office counterparts
  2. Conducting interviews with relevant stakeholders in country as directed by CO and GCCF teams
  3. Develop the first draft of the baseline assessment and index report – no more than 20 pages
  4. Work with the country office and GCCF regional teams to develop a strategy that would help optimize the use of the CCBII+ for policy advocacy, research and program opportunity seeking purposes.
  5. Support country level dissemination of the report as required, including developing an advocacy and communications plan.

Required Skills and Experience

Education:

Bachelor degree in Statistics, Economics or other related field.

Experience:

  • At least 3 years of proven experience in developing databases, surveys and/or modelling.
  • Experience is climate change is a distinct advantage.
  • Some experience in gender and human rights an asset
  • Experience working in Asia-Pacific region is an asset.

Language:

  • Excellent spoken and written English language skills required. Knowledge of Khmer also desirable, but not required.
