Background

The development landscape in the Asia Pacific region is significantly shifting with the growing portfolio of government co-financing and private sector initiatives. The private sector plays an important role as an engine of economic growth and job creation. It provides goods and services, generates tax revenues to finance essential social and economic infrastructure, helps combating climate change and developing new and innovative solutions to tackle development challenges.   More importantly, the Private Sector’s role in setting the standards for gender-sensitive business practices and supporting women’s economic empowerment is increasingly important.

The United Nations Development Programme (UNDP) is the UN’s global development network, working in 177 countries and territories. In the Asia-Pacific region, UNDP has embarked upon a range of innovative private sector initiatives at regional and country level, including developing inclusive businesses; leveraging companies’ core competence and innovation for sustainable development; making corporate social responsibility more impactful; and promoting social impact investing for SDGs.

The UNDP GES Certification Programme offers governments a solid platform to reduce inequalities in the workplace, promote good labour practices and policies, strengthen relationships with the private sector and support south-south cooperation. Riding on the interest from the Ministry of Women, Family and Community Development (MWFCD) of Malaysia, and following up from the announcement by UNDP Goodwill Ambassador Michelle Yeoh on the UNDP GES Certification Programme during the Responsible Business Forum 23-24 Nov 2016, the UNDP Malaysia Country will initiate the establishment of the Seal Certification framework in consultation with MWFCD and the private sector associations.  The Programme, which will be implemented by the Malaysian government with UNDP support, enables public and private companies to address gender disparities in the workplace, and establish environments where women’s work and contributions are valued.  The achievement will be linked to SDG 4, SDG10 and SDG 17.  PSGS itself is a new and innovative approach to encouraging private sectors enterprises to close gender gaps in the workplace support for gender equality programme in their respective organisations. This proposed activity will include mobilizing UNDP gender experts and stakeholder consultations for the initial work required to build the foundation for the PSGS for awareness programme with the policy makers as well as with the private sector associations.

UNDP Malaysia Country Office is looking for a suitably qualified consultant to work on the roll-out of the UNDP GES Certification Programme in Malaysia.  The consultant will work as part of the Programme team, under the guidance and direct supervision of the Assistant Resident Representative (Programme) or the appointed Programme Manager, and consult and closely coordinate with MWFCD.  Additional guidance to the consultant will be provided by the Asa-Pacific Gender Advisor based in the UNDP Bangkok Regional Hub in Bangkok Thailand.

Duties and Responsibilities

Below duties will be carried out in consultation and agreement with MWFCD:

  • Support MWFCD to develop a road map for the roll-out of the UNDP Gender Equality Seal Certification Programme in Malaysia;
  • Formulate a project document for the roll-out of the UNDP Gender Equality Seal Certification Programme in Malaysia;
  • Development of the Gender Equality Seal Certification Framework for Malaysia;
  • Development of a resource mobilization strategy for the Gender Seal Certification Programme;
  • Conduct review of Malaysia’s policies and legislation in relation to promoting and ensuring gender equality and women’s empowerment at workplace;
  • Research existing good practices in promoting and ensuring gender equality and women’s empowerment in the private sector in Malaysia;
  • Design and organize awareness-raising activities to mobilize public interest on the importance of gender equality at workplace;
  • Identify and build networks with Private Sector companies in Malaysia that are interested to strengthen their capacities to implement gender-sensitive business practices;
  • Develop a private sector engagement kit to be utilized during entry point meetings with private sector (folder, promotional materials, fact sheets, etc);
  • Liaise with other UNDP Country Offices in Asia and the Pacific which are rolling out the UNDP GES Certification Programme in preparation for the 2017 Responsible Business Forum;
  • Support UNDP’s advocacy at the RBF around the Private Sector Gender Seal;
  • Support MWFCD in launching the pilot phase of the Gender Equality Seal Certification Programme in Malaysia for the private and public sectors.

 

Deliverables:

The final deliverables expected of the Consultant are as follows:

  1. One Project Document for the Gender Equality Seal Certification Programme in Malaysia with a roadmap for the roll-out;
  2. Development of the Gender Equality Seal Certification Framework for Malaysia;
  3. Development of a resource mobilization strategy for the Gender Seal Certification Programme;
  4. An assessment report of Malaysia’s polices and legislation related to promoting and ensuring gender equality and women’s empowerment at workplace with an annex on the exiting good practices;
  5. Develop a private sector engagement kit to be utilized during entry point meetings with private sector (folder, promotional materials, fact sheets, etc);
  6. 2-3 advocacy events on the issue of gender equality and women’s empowerment at workplace;
  7. The engagement of MWFCD in the 2017 Responsible Business Forum with reference to the UNDP GES Certification Programme;
  8. Launch of the pilot phase in Malaysia.

 

The deliverables and outputs of the Consultant are expected to be:

  • High quality and factually correct.
  • Consistent with UN and government standards and following all relevant formats, guidelines and requirements as may be provided.

 

The consultant is expected to maintain confidentiality of the project findings and outputs at all times. 

  • Upon submission and acceptance of workplan and methodology including one project Document for the Gender Equality Seal Certification Programme in Malaysia with a roadmap ready for the roll-out; 20% payment for Month 1 expected delivery time;
  • Development of the Gender Equality Seal Certification Framework for Malaysia and a resource mobilization strategy for the Gender Seal Certification Programme; 20% payment for Month 2 expected delivery time;
  • An assessment report of Malaysia’s polices and legislation related to promoting and ensuring gender equality and women’s empowerment at workplace with an annex on the exiting good practices; 15% payment for Month 3 expected delivery time;
  • Develop a private sector engagement kit to be utilized during entry point meetings with private sector (folder, promotional materials, fact sheets, etc);; 15% payment for Month 4 expected delivery time;
  • Successful completion of 2-3 advocacy events on the issue of gender equality and women’s empowerment at workplace; successful completion of the engagement of MWFCD in the 2017 Responsible Business Forum with reference to the UNDP GES Certification Programme; and successful Launch and completion of the pilot phase in Malaysia'; 30% payment for Month 5 & 6 expected delivery time;

Competencies

Technical / Functional Competencies:

  • Superior written and oral communication skills, with the ability to convey complex development concepts and recommendations in a clear and persuasive manner that is tailored to a range of audiences;
  • Strong research skills and analytical aptitude;
  • Previous work experience in the context of gender equality and private sector engagement and/or government capacity building is an asset;
  • Strong organizational skills with project management experience;
  • Effective interpersonal, coordination and networking skills;
  • Fluency in both written and spoken English is required;
  • Knowledge of other UN languages would be an asset.

Required Skills and Experience

Master’s Degree in gender equality business, social policy, public policy, management, politics, economics, development studies or a related area.  Bachelor’s degree with 5 years working experience in lieu of a Master’s degree.

 

Experience:

  • 3 years’ relevant experience;
  • Experience in project management involving both public and private sector in Malaysia.

 

Language Requirement:

Excellent command over English language (particularly writing) and proficient in Bahasa Malaysia.

Evaluation:

The candidate will be evaluated based on the methodology of Cumulative Analysis.

The award of the contract will be made by UNDP to the candidate whose offer has been evaluated and determined as responsive, compliant and acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation:

Technical criteria weight (70%):

  • Technical knowledge on the proposed topics;
  • Experience in social sciences research;
  • Familiarity with the scope of research.

Financial criteria weight (30%)

Only candidates obtaining a minimum of 50 points will be considered for the Financial Evaluation.

 

Confidentiality and Intellectual Property:

  1. All data provided in the project will be used only for the purpose of the research. The expert shall not use any data provided for purposes other than the identified scope of work above.
  2. Any publications arising from the work undertaken above will require written consent of the data owner and UNDP Malaysia.
